Malaysia experienced flood on a regular basis due to the geographical location of the country and the improper development of its cities. Based on this situation, it is recognized that Malaysia have to establish an effective flood management (FM) practice in order to reduce the impact caused by flood. This article seeks to examine the proper governance framework needed in managing flood. The aim of this paper is to, namely: identify the current governance structure in several selected countries and identify the challenges associated with the structure. Results from this comparative study will be used in recommending the best form of a FM framework.

This paper describes a new approach to analyze road images which often contain vehicles and extract license plate (LP) from natural properties by finding vertical and horizontal edges. In this paper, initially, segmentation technique named as sliding concentric windows (SCW) on the basis of a novel adaptive image segmentation technique for detecting candidate region. Color verification for candidate region by using HIS color model on the basis of using hue and intensity in HIS color model verifying green and yellow LP and white LP, respectively. Tilt correction in horizontal direction by the least square fitting with perpendicular offsets (LSFPO) is proposed and implemented for estimating rotation angle of the LP region. Then the whole image is rotated for tilt correction in horizontal direction by this angle. Tilt correction in vertical direction by reorientation of the titled LP candidate through inverse affine transformation is proposed and implemented for removing shear from the LP candidates. Finally, statistical based template matching technique is used for recognition of Korean plate characters. Various LP images are used with a variety of conditions to test the proposed method and results are presented to prove its effectiveness.

IPONS (information & POwer Networks in Spacecrafts) is an initiative launched by Astrium Satellites to investigate the classical idea of "Power Line Communications" (PLC) technology for development of advanced electrical S/C architectures with combined Power Networks & Data Links. A gross saving of up to 50% of harness mass in addition to significant savings in engineering costs and time is envisaged. An assessment of PLC transmission techniques has been performed targeting Medium Data Rates > IMBit/s. As a result the use of typical Twisted Pair Power Harness with special terminations for impedance control is proposed. Thus simple modulation schemes for data transmission can be used avoiding complex signal processors in favour of simple and inexpensive FPGA or ASIC solutions.

Spam detection is a significant problem which considered by many researchers by various developed strategies. Among many others, simple artificial immune system is one of those being proposed. There is a deficiency in number of optimization methods in simple artificial immune system (SAIS). This problem can be solved and eliminated using other optimization methods besides mutation. In this research, SAIS was hybridized by particle swarm optimization (PSO) for optimizing the performance of SAIS for spam filtering. PSO was used with mutation to reinforce the immune system's searches to find the best class in exemplar for classification. Achieved results represent the Hybrid SAIS and PSO is superior to that of a SAIS.

Many job applications on the Web provide only simple Boolean comparison using only basic information requirements (i.e., degree, age) for searching and matching jobs to candidates. The net effect is too many 'hits'. We showed that personality is an important factor for the hiring process and satisfaction of employers and employees. In designing better filters for searching and matching a job application on the Web, we considered this factor with general job requirements and then combined it with our matching process. We have tested our model using data obtained from applicants who applied for jobs with a company in Thailand. The results show that we are able to give a better match than that achieved using basic qualifications only.

The development of Decision Support systems (DSS) for several companies operating in sectors such as tourism, healthcare, or others, presents significant challenges due to the nature of their multi-component architecture. A typical DSS consists of a data component, a model component incorporating machine learning and deep learning techniques, and a user interface component, each one requires diverse technologies. This complexity increases development time and effort, hindering the efficient design of DSS tailored to specific domains like tourism, where real-time decision-making is essential. One promising approach to overcome these challenges is the use of Domain-Specific Languages (DSLs). DSLs allow developers to model and generate code more efficiently by providing high-level abstractions suited to the domain. By leveraging DSLs, it is possible to simplify the design process and automate the generation of code or parts of the DSS, thereby reducing the overall complexity and time required for development. This paper proposes a metamodel for designing DSS, specifically for the Smart Tourism sector. The metamodel serves as a foundation for the creation of DSL. The goal is to provide a solution to facilitate the development of DSS for the demands of tourism. The paper outlines the key concepts, approach, and results, presenting the first element of the proposed DSL which is the metamodel capturing the essential components and relationships for DSS in Smart Tourism.
