This paper reviews the NTIRE 2023 challenge on efficient single-image super-resolution with a focus on the proposed solutions and results. The aim of this challenge is to devise a network that reduces one or several aspects such as runtime, parameters, FLOPs, activations, memory footprint, and depth of RFDN while at least maintaining the PSNR of 29.00dB on DIV2K validation datasets. The challenge had 272 registered participants, and 35 teams made valid submissions. They gauge the state-of-the-art for efficient single-image super-resolution. © 2023 IEEE.

The European eSafety initiative aims to improve the safety and efficiency of road transport. The main element of eSafety is the pan-European eCall project—an in-vehicle system which idea is to inform about road collisions or serious accidents. As estimated by the European Commission, the implemented system will reduce services’ response time by 40%. This will save 2,500 people a year. In 2015, the European Parliament adopted the legislation that from the end of March 2018 all new cars from the EU should be equipped with the eCall system. The limitation of this idea is that only small part of cars driven in UE are brand new (about 3.7% brand new cars were sold in 2015). This paper presents the first concept of an onboard eCall device which can be installed at the owners’ request in used vehicles. The proposed system will be able to detect a road accident, indicate the number of vehicle’s occupants, report their vital functions, and send that information to dedicated emergency services via duplex communication channel. © Springer Nature Singapore Pte Ltd. 2019.

Chimera states are dynamical states where regions of synchronous trajectories coexist with incoherent ones. A significant amount of research has been devoted to study chimera states in systems of identical oscillators, non-locally coupled through pairwise interactions. Nevertheless, there is an increasing evidence, also supported by available data, that complex systems are composed by multiple units experiencing many-body interactions, that can be modeled by using higher-order structures beyond the paradigm of classic pairwise networks. In this work we investigate whether phase chimera states appear in this framework, by focusing on a novel topology solely involving many-body, non-local and non-regular interactions, hereby named non-local d-hyperring, being (d + 1) the order of the interactions. We present the theory by using the paradigmatic Stuart-Landau oscillators as node dynamics, and show that phase chimera states emerge in a variety of structures and with different coupling functions. For comparison, we show that, when higher-order interactions are"flattened" to pairwise ones, the chimera behavior is weaker and more elusive. © 2023, CC BY.

Voting is the important procedure in different countries worldwide and is essential to any consensus-dependent society. Especially in the context of COVID pandemic where people stays home, such systems are very relevant today. Elections can happen for different reasons, involving choosing leaders, finishing political problems, choosing a substantial government, etc. The phenomenal using of Information Technology in the process of election is quickly earning momentum. This growth in voting systems indicated to as evoting comes with more benefits than the voting system based on paper. While there are many efforts in different parts of world regarding implementations and trials for electronic voting, there are not many researches regarding this in Asia Minor, especially Iraq. It can be noted that Iraq has several regions with difficult access and where sometime it is difficult to collect votes in the traditional way because of access reasons and post-war conditions. We want to fill this gap through the research presented in this paper. In this paper we describe an application for m-voting targeting the specific conditions of Iraq in the COVID situation. In the current society, the application of which we are talking about, can also be seen as a significant help for a numerous amount of countries during the pandemic of COVID-19. The application is based on Mobile technology. We choose mobile technology motivated by the fact that although people do not have computers, almost everyone has a mobile phone in Iraq. Moreover, the usefulness of mobiles can represent a proper way for people with disabilities to execute their legal right to vote for the future of their country.

Cancer-associated thrombosis (CAT) and atrial fibrillation (AF)-related stroke are two subtypes of acute embolic stroke with distinct lesion patterns on diffusion weighted imaging (DWI). This pilot study aimed to evaluate the feasibility and performance of DWI-based machine learning models for differentiating between CAT and AF-related stroke. Patients with CAT and AF-related stroke were enrolled. In this pilot study with a small sample size, DWI images were augmented by flipping and/or contrast shifting to build convolutional neural network (CNN) predicative models. DWI images from 29 patients, including 9 patients with CAT and 20 with AF-related stroke, were analyzed. Training and testing accuracies of the DWI-based CNN model were 87.1% and 78.6%, respectively. Training and testing accuracies were 95.2% and 85.7%, respectively, for the second CNN model that combined DWI images with demographic/clinical characteristics. There were no significant differences in sensitivity, specificity, accuracy, and AUC between two CNN models (all P = n.s.). The DWI-based CNN model using data augmentation may be useful for differentiating CAT from AF-related stroke. © The Author(s) 2023.

Model-based Dependability Analysis of Fault-tolerant Inertial Navigation System: A Practical Experience Report

Model-based systems engineering approaches are commonly used to develop safetycritical mechatronic systems. Recently, a new SysML-based method for the dependability analysis of Unmanned Aerial Vehicles (UAVs) has been introduced. The method consists of three main steps: (i) creation of a structural SysML model using building blocks from the underlying UAV dependability profile that extends the model with block-level reliability and time properties, (ii) transformation of the semi-formal SysML model into a formal Dual-Graph Error Propagation Model (DEPM) that captures relevant structural and behavioral properties of the system, (iii) DEPM-based evaluation of system dependability metrics using Markov chain models and state-of-the-art probabilistic model checking techniques. This paper describes the practitioner experiences and lessons learned after the application of the aforementioned method to a sophisticated real-world embedded fault-tolerant inertial navigation system. The case study revealed two particular limitations that have been overcome by the optimization of the method against the state-space explosion of underlying Markov chain models and the introduction of a new computation algorithm for DEPMs with realistic extremely low fault activation probabilities.

The rapid technological developments in the healthcare sector have introduced a series of improvements regarding treatment plans, patient care programs, identification of patterns in health outcomes, etc.. This, also, leads to numerous sources of data that can offer a variety of predictions on numerous diseases. The article addresses the technological trends in the field of healthcare and the complexity of data sources and data volumes that can be used for advanced medical predictions. It summarizes the possibilities that Big Data and machine learning can bring in this field through a framework using a Matlab/Simulink prediction simulation of a patient's health and identification of possible heart issue through AzureML.

In this paper we propose a three stages analysis of the evolution of Covid19 in Romania. There are two main issues when it comes to pandemic prediction. The first one is the fact that the numbers reported of infected and recovered are unreliable, however the number of deaths is more accurate. The second issue is that there were many factors which affected the evolution of the pandemic. In this paper we propose an analysis in three stages. The first stage is based on the classical SIR model which we do using a neural network. This provides a first set of daily parameters. In the second stage we propose a refinement of the SIR model in which we separate the deceased into a distinct category. By using the first estimate and a grid search, we give a daily estimation of the parameters. The third stage is used to define a notion of turning points (local extremes) for the parameters. We call a regime the time between these points. We outline a general way based on time varying parameters of SIRD to make predictions. Copyright © 2020, The Authors. All rights reserved.

The purpose of this paper is to illustrate the vulnerabilities found through the studies, mainly through the methods of preventing an attack of a Smart Grid. Having a contingency plan of attacks is not something complex and should be part of everyday business, it's wrong to think that answering a security incident only happens in cases of mega attacks, such as WannaCry. Any Security threat must be taken seriously, no matter how small the threat is, because the threat might just be a test of vulnerability. The main goal of this article is to prevent cyber-attacks of Smart Grid using MAC Value Analysis. On this article the goal is to protect the network from these attacks.

In this paper we investigate the problem of assignability of the so-called regularity coefficients and central exponents of discrete linear time-varying systems. The main result presents a possibility of assignability of Lyapunov, Perron, Grobman regularity coefficients and central exponents by a linear time-varying feedback under the assumptions of uniform complete controllability.
