Intelligent monitoring is currently one of the most prominent research areas. Numerous aspects of such schemes need to be addressed by implementation of various modules covering a wide range of algorithms, beginning from video analytic modules, through quality assessment, up to integrity verification. The goal of this paper is to provide a brief overview of the most recent research results regarding various aspects of the video surveillance processing chain. Specifically, the paper describes a scheme for automatic recognition of the make and model of passing vehicles, the state-of-the-art in quality assessment for recognition tasks, and a system for verification of digital evidence integrity. Concluding remarks highlight the perspectives for further development of the described techniques, and the related research directions. © 2013 IEEE.

The paper deals with the behavior of some RC cells used for the compensation of power distortions. Theoretical aspects related to the behavior of a RC circuit supplied from a non-sinusoidal voltage source are approached. Experimental data concerning the recordings and numerical processings for a three-phase load supplied from a rectifier fully controlled with thyristors are also included. The three-phase load induces a distorting regime in the corresponding supplying network. Therefore tests were made to see if the unpleasant effects can be limited in stable state by means of RC filters. Experiments with the studied load and RC cells added on every phase proved that the distorting effects were not reduced and therefore one can conclude that such filtering cells do not represent a reliable solution. Moreover, an exacerbation of the non-sinusoidal effect was noticed, with negative influences over the supplying network. The authors concluded that, even if the load has an inductive character, a reliable solution for the reduction of the power distorting effects consists in the use of RLC passive filtering cells or of some active (or even hybrid) filters. Considering the load's specific features related to the absorption of high currents, the use of passive or hybrid filtering cells seems to be the best solution. © 2013 IEEE.

Various optimization problems for linear parabolic systems with multiple constant time delays are considered. In this paper, we consider an optimal distributed control problem for a linear parabolic system in which multiple constant time delays appear in the state equation. Sufficient conditions for the existence of a unique solution of the parabolic time delay equation with the Neumann boundary condition are proved. The time horizon T is fixed. Making use of the Lions scheme [10], necessary and sufficient conditions of optimality for the Neumann problem with the quadratic performance functional with pointwise observation of the state and constrained control are derived. The example of application is also presented.

There are many types of bio-signals with various control application prospects. In this work possible control application domain of electroencephalographic signal obtained from an easily available, inexpensive EEG headset - Emotiv EPOC was presented. This work also involved application of an embedded system platform. That solution caused limits in choosing an appropriate signal processing method, as embedded platforms characterise with a little efficiency and low computing power. Potential implementation of the embedded platform enables to extend the possible future application of the proposed BCI. It also gives more flexibility, as the platform is able to simulate various environments. In this work traditional, statistical methods were neither used nor described. © 2013 IEEE.

The paper presents the development of a new system that is used to solve the problem of the recognition of the dermatoglyphic pattern and the understanding of the classification process of the symptoms of Down's syndrome. The method used in the system for diagnosing Down's syndrome in infants is based on the combination of text knowledge found in the scientific literature describing Down's syndrome with the knowledge obtained from the analysis of dermatoglyphic indices characteristic of Down's syndrome with the use of digital pattern recognition techniques. The scientific goal is to design a classifier system that realizes automatic medical diagnosis through the application of an expert system designed on the basis of knowledge included in the scientific text descriptions of the Down's syndrome. One other aim is the application of the pattern recognition algorithms to the analysis of indices present in the images of dermatoglyphic patterns. This approach, similar to the approach used by anthropologists, is realized by the system through the juxtaposition of the knowledge described in the form of expert system rules and the information provided by the appropriate digital equipment, and on the basis of this juxtaposition an arbitrary classification of the investigated patterns is performed.

In the paper a design and principle of operation of the system facilitating communication between hearing and deaf people is presented. The system has a modular architecture and consists of main application, translation server and two complementary databases. The main application is responsible for interaction with the user and visualization of the sign language gestures. The translation server carries out translation of the text written in the Polish language to the appropriate messages of the sign language. The translation server is composed of facts database and translation rules implemented in the Prolog language. The facts database contains the set of the lexemes and their inflected forms with a description of the semantics of units. The translation rules carry out identification and analysis of basic structures of the Polish language sentence. These basic structures are related to the sentence creation function of the verb predicate. On the basis of this analysis equivalent translation of text into the sign language is realized. Translated text in the form of metadata is passed to the main application, where it is translated into the appropriate gestures of the sign language and face mimicry. The gestures in the form of 3d vectors and face mimicry are stored in the main database as binary objects. The authors intend to apply the translation system in various public institutions like hospitals, clinics, post offices, schools and offices. © 2013 Springer-Verlag.

This paper proves that in iris recognition, the concepts of sheep, goats, lambs and wolves-as proposed by Doddington and Yager in the so-called Biometric Menagerie, are at most fuzzy and at least not quite well defined. They depend not only on the users or on their biometric templates, but also on the parameters that calibrate the iris recognition system. This paper shows that, in the case of iris recognition, the extensions of these concepts have very unsharp and unstable (non-stationary) boundaries. The membership of a user to these categories is more often expressed as a degree (as a fuzzy value) rather than as a crisp value. Moreover, they are defined by fuzzy Sugeno rules instead of classical (crisp) definitions. For these reasons, we said that the Biometric Menagerie proposed by Doddington and Yager could be at most a fuzzy concept of biometry, but even this status is conditioned by improving its definition. All of these facts are confirmed experimentally in a series of 12 exhaustive iris recognition tests undertaken for University of Bath Iris Image Database while using three different iris code dimensions (256x16, 128x8 and 64x4), two different iris texture encoders (Log Gabor and Haar Hilbert) and two different types of safety models. © 2013 Springer-Verlag Berlin Heidelberg.

Parametric optimization of a neutral system with two delays and PD-controller

In this paper a parametric optimization problem for a linear neutral system with two delays with an integral quadratic performance index is formulated and solved. The method of computing of a performance index value bases on determining of a Lyapunov functional defined on a state space such that its value for an initial state is equal to a performance index value. In the paper a form of a Lyapunov functional is assumed and a method of computing its coefficients is given. An example illustrating the application of discussed theory is presented. It concerns the system with a PD-controller designed to control a plant with two delays both retarded and neutral type. For such system a value of considered performance index is determined.

We present a design and simulation results of an integrated circuit dedicated to recording and detection of a broad range of biomedical signals. The chip is designed in a 180nm CMOS technology and occupies 1.5×1.5 mm~2. It consists of 8 channels responsible for amplification, filtration, and detection of biomedical signals. Main parameters of the single recording channel such as a voltage gain, frequency band, voltage offset, and a threshold detection, are controlled independently by on-chip digital registers. The single recording channel is supplied from ±0.9 V and consumes about 8 μW of power.

A novel derivative-free algorithm for solving quasi-linear systems is presented. It resembles 'classical' optimization approach but greatly simplifies computation, resulting in fast execution and numerical stability. Though the global convergence cannot be guaranteed, it turns out that the presented algorithm finds a solution as successfully as other commonly accepted methods. The algorithm is clearly developed and mathematically founded, and its properties are examined by comparisons with other methods. © 2013 SRCE University Computing Centre, University of Zagreb.
