Challenges of Maturity Models in Public-Private Partnerships (PPPs) in the Post-COVID-19 Era

Maturity models (MMs) have witnessed exponential increase due to their successful application in several domains. However, there is an absence of review that guides researchers in developing, applying and validating Public-Private Partnership maturity models (PPPMMs). This study examines PPPMMs, provides guidance on the topic and highlights gaps in the literature. A literature search on selected electronic databases was conducted, and the study adopted the widely accepted Preferred Reporting Items for Systematic Review and Meta-analysis statement (PRISMA). The study identified a total of four thousand six hundred and eighteen (4,618) studies, and twenty-one studies (21Nr) were rigorously selected. The results revealed PPPMMs as an emerging area of research with a low number – 21 publications since its deployment for about two (2) decades. Similarly, the findings unveiled a lack of uniformity in conceptualising the terms, dimensions used, and methodology adopted. This finding is attributed mainly to the limited use of the theoretical lens, which considerably weakens the model’s theoretical foundation and limits its potential to guide improvement. Additionally, there are more efforts in developing MMs than applying and validating them. Furthermore, there is an unbalanced focus on descriptive models over prescriptive and comparative models, which inhibit the model’s potential to guide improvement. Future work should provide a solid ground to the field using a theoretical lens and focus on prescriptive models with a strong emphasis on application and validation. This research is the first of its kind that synthesises and brings together available PPPMMs literature into one place. It also contributes to the body of knowledge by highlighting areas of research that require immediate attention to enhance the much-needed success of PPP in the post-COVID-19 era. Oral cancer, an aggressive form of cancer affecting the mouth and throat, has been on an alarming worldwide increase due to tobacco use and smoking. Oral cancer presents various challenges such as high incidence rates, delayed diagnosis, inadequate treatment plans and late prognoses and outcomes;early detection is crucial in improving prognosis outcomes and survival prospects. Machine learning techniques have gained prominence for improving cancer diagnosis while decreasing mortality and morbidity;in recent years they were used to detect oral cancer, providing highly accurate classification tasks yet limited capabilities in terms of feature extraction capabilities. To address these limitations, we are currently employing a deep-learning approach. To this end, we have devised an automated framework encompassing feature extraction, preprocessing and classification. Contrast-limited adaptive Histogram Equalization (CLACHE), used for effective pre-processing purposes to increase image contrast and resolution, is one form of pre-processing while Gray Level Cooccurrence Matrix extracts statistical texture-based features;finally, a Modified Convolutional Neural Net (MCNN) was employed for accurate classification of oral cancer cases. Utilizing Kaggle Repository dataset, we used it to assess the performance of our framework, while comparing it against other high-performance methods. Our proposed framework had an accuracy rating of 99.13% which surpasses current state-of-the art approaches. © 2023 IEEE.

The applications of wireless local area networks (WLAN’s) are highly accepted by mobile terminals (MT’s) due to their high transmission bandwidth and reduced costs. However, in such high speed networking platforms, there is a possibility of unnecessary handover failure (UHF) due to limited coverage of WLAN’s. Therefore, the given paper provides a multi-criteria hysteresis vertical handover decision (MCHVD) approach for wireless systems in order to minimize handover failure by analysing and validating its performance with conventional received signal strength (RSS) scheme of source and target cells. Using OPNET simulator, the proposed approach is tested over 60 samples, which are divided equally among networks such as Wi-Fi, Worldwide Interoperability for Microwave Access (WiMAX), and Universal Mobile Telecommunication System (UMTS) based on parameters like G power as 0.8, threshold energy limit as 0.05%, and confidence interval as 95%, thereby keeping the maximum accepted error as 0.05 and beta as 0.2. An independent sample T-test is done, which reveals that the probability of handover failure (p) is 0.01 (p < 0.05), which is found to be statistically significant in the MCHVD approach when compared with the conventional RSS scheme. The results show that the handover failure rate for MCHVD is significantly lower than that for conventional RSS-based methods with respect to 20 iterations. © 2024, The Author(s), under exclusive licence to Bharati Vidyapeeth's Institute of computer Applications and Management.

This paper presents a modified buck converter with multiple output circuit and its analysis. This Single Input Multiple Output (SIMO) buck converter has attracted researcher heart as this simple circuit can be harness its benefits especially for those that love outdoor activities as this circuit can charge multiple devices with specific current demand. With the proposed topology, the circuit can promise to constant charge using two separated load or USB devices. However, some study needs to be made as to understand the behavior of the circuit completely in terms of the component selection and the impact of faulty selection of duty cycle control. This study is simulated using PSIM software. The results of the analysis are presented in a proper comparison for a better understanding of the operation. © 2023 IEEE.

The research presents a comparative analysis of the selection of objects of interest in color medical cytology images. For these purposes, the individual edge detection operators studied are Canny, Roberts, and LoG. The comparison contrasts the standard method of assessing color photographs with a technique that incorporates supplementary information. Data from individual color channels, derived from the breakdown of a color image in RGB format, serve as supplementary information. The following individual cases for potential examination are emphasized: Image processing with a complete level of reuse of edge detection operators;with a partial level of reuse of edge detection operators. The results are displayed through an array of tables, graphs, and images. Metrics of visual perception of images are utilized for comparative analysis. Compared with traditional edge detection methods, the proposed approach yields better results, which can exceed the estimates of the classical approach by 20%. © 2024 IEEE.

Training general-purpose vision models on purely sequential visual data, eschewing linguistic inputs, has heralded a new frontier in visual understanding. These models are intended to not only comprehend but also seamlessly transit to out-of-domain tasks. However, current endeavors are hamstrung by an over-reliance on colossal models, exemplified by models with upwards of 3B parameters, and the necessity for an extensive corpus of visual data, often comprising a staggering 400B tokens (Bai et al., 2023). In this paper, we delve into the development of an efficient, autoregression-based vision model, in-novatively architected to operate on a limited dataset. We meticulously demonstrate how this model achieves proficiency in a spectrum of visual tasks spanning both high-level and low-level semantic understanding during the testing phase. Our empirical evaluations underscore the model's agility in adapting to various tasks, heralding a significant reduction in the parameter footprint, and a marked decrease in training data requirements, thereby paving the way for more sustainable and accessible advancements in the field of generalist vision models. Estimating unknown values using its surrounding measured values is called spatial interpolation, a vital tool for estimating continuous spatial data such as the earth’s surface. Construction of the Digital Elevation Model is one of the most common applications of spatial interpolation methods. There are various global and local interpolation techniques, including Kriging, Inverse Distance Weighted (IDW), Thiessen polygons (TIN), Natural Neighbor (NN), and Spline interpolation. This paper introduces the interval-valued homotopy continuation for 3D spatial data interpolation. Straight lines or algebraic curves can be reconstructed using homotopy continuation between any pairs of 3D data. The novel method of the interval-valued homotopy to restore the topographic surface between spatial data is developed in MATLAB programming language. For a dataset of ASTER GDEM, the presented mathematical algorithm shows better results compared to TIN and IDW methods in terms of Mean Squared Error, Mean Absolute Error, and Root Mean Squared Error with values of 5.2897, 1.53, and 2.299 m, respectively. © 2023, The Author(s), under exclusive license to Springer Nature Switzerland AG.

This study investigates the optimization of bitrate for underwater optical fiber networks using bandwidth evaluation. The research seeks to discover viable strategies to obtain higher bit-price throughputs with increased reliability and lower latency in such networks. The community performance parameters, including latency, throughput, and jitter, might be analyzed and appropriate answers will be proposed. Bandwidth optimization models, together with the SPF version, could be used for the analysis. An empirical approach will also be taken to analyze the consequences of varying transmission characteristics in those networks. The effects of this look at will offer insights to set up high-pace and dependable transmission that may be applied in underwater optical fiber networks. The intention is to provide an extra comprehensive understanding of those networks and so as to optimize the bit-charge for green use. © 2023 IEEE.

5G NR has been deployed in most of the countries and covers three major use case scenarios, viz. enhanced mobile broadband (eMBB), ultra-reliable low latency communication (URLLC), and massive machine type of communication (mMTC). To enable the 5G services on the existing 4G infrastructure, the non-standalone architecture (NSA) of 5G NR is equally popular. For NSA deployment, many countries are utilizing the 3.5 GHz band on time division duplex (TDD) transmission. For both uplink and downlink transmissions, TDD is utilizing same frequency bands and scheduling of resources in such environments is quite challenging. Here, the performance of 5G NR is analysed on 20 MHz and 100 MHz channel bandwidth in terms of resource utilization by comparing the performance of different scheduling algorithms, i.e. Professional Fair, Round Robin, and Best CQI on different MIMO (64 × 64, 32 × 32, 16 × 16, 8 × 8) set-up and block error rates.
