Transformation in procurement technique aims to create a sustainability development and innovative outsourcing strategy. It can increase the probability of project success with quality and give an added value in money and contract times. Wide range of issues should be considered in producing a sincere and trusted decision within respective agencies. Our research proposed a procurement transformation model for selecting the optimal result of contractor selection under multi criteria environments. The corresponding data are centralizing, easy to manage and can be updated accordingly. Fuzzy comparing judgment is used as the method to overcome the ambiguity aspects in selecting significant preferences by decision maker regarding to the subjective opinion. Decision making process is represented by the integration of evaluation model to produce a final result. Finally, the model was tested in tender evaluation processes to determine the most beneficial contractor to perform the construction project.

For analyzing neurological disorders, realistic analysis of brain MRIs serves as a prerequisite step. This realistic analysis can be best described by segmenting the image into its constituent parts. Unfortunately, segmentation carried out by human visual system (HVS) is always influenced by certain factors. For example, inter-observer, intra-observer variability and large medical datasets. These factors make routine clinical applicability of HVS, a non practical way of examining MRIs. Therefore, to address this problem a fully automatic method is need of the hour. This paper discusses a highly efficient method i.e. the Expectation Maximization (EM) that precisely separates various parts of brain from a brain MRI. It works on the phenomenon of pixel labeling. The results obtained through this method are quite encouraging and are likely to contribute significantly in analyzing brain MRIs.

WLAN device-free passive (DfP) indoor localization is an emerging technology enabling the localization of entities that neither carry any devices nor participate actively in the localization process using the already installed wireless infrastructure. This technology can be promising for a variety of applications, where special hardware might not be applicable such as intrusion detection and smart homes. We present a demonstration of RASID, a system capable of detecting passive human motion using the already installed wireless networks. RASID uses statistical anomaly detection techniques to detect motion inside indoor environments. The system also is capable of adapting to the environment changes for enhancing its accuracy.

The new paradigm in mobile services lies in providing a location-based user experience and here lies the tremendous scope for expansion of location-based services (LBS). One of the key approaches that have been recognized as an enabler of such a view is policy-based management, which has been mostly acknowledged as a methodology that provides adaptability and support to automatically assign network resources, control Quality of Service and security, by considering administratively specified rules. Whilst current research focuses mostly on rules for low-level device configuration, significant challenges remain to be addressed in order to provide dynamic adaptation of policy in response to changes and ensure that policies will lead to a feasible implementation within the managed environment. In this paper, the emphasis is on building the described environment using today's existing technologies. We use our policy-based framework PobMC to combine mobile (location-based) services, ubiquitous and autonomic computing concepts. The goal is to bring the kind of informationrich environment, which is currently limited to computer screens, to the real world. This is achieved by constructing an architecture based on existing wireless network technologies and Web applications. Location information of destinations and users is computed by the received signal strength indicator (RSSI) values of the Wi-Fi sensors, to provide adaptive services over wireless Web. The users use their mobile devices to access these location-based services.

In a watch-over system, the machine has to detect intention of human user according to circumstance, and such detection has to be able to be achieved naturally without special interface gadget like a hand controller. Hence, in this paper, we propose a hand detection and fingertip tracking method for use in an intelligent room. We are constructing an intelligent room in which any user can control home appliances with intuitive gestures. The presented intelligent room is a room in which home appliances and an interaction monitoring robot for elderly people are operated using intuitive gestures, without any additional equipment and any restriction for positions. The proposed method detects the hand region from a range data, which is robust for environmental changing in complex background. Using weak classifiers, the shape of extracted hand and direction of the fingertip is estimated without needing to know the location of the face. These processes are computationally fast enough to track an object in real time. In addition, characters written on a virtual 2D plane by the user's finger movement were estimated using incremental simple PCA for operator recognition.

Discrete Event Simulation (DES) is a popular technique use in network simulation tools. Some of the popular queuing methods in DES are linked list, heap, splay tree and calendar based queue. Due to the design characteristic of discrete events and single sequential queue in DES, these queuing methods are unable to fully utilize the computing power of multi-core processors. This paper proposes Multi-Dimensional Queue Mechanism (MDQM) to counter the stated problem. The experimental results show improvement of simulation run time by using the proposed mechanism when running DES on multi-core processors environments.

An important issue that absorbs many attentions is studying the users’ required information and their pattern of dynamic interaction with online search. The aim of this study is to identify the relationship between users’ cognitive style and information seeking. It is to enhance the quality of information presentation and users’ interactions in the Web by adapting their preferences and specific needs. This paper specifically focuses on the use of the Internet by postgraduate engineering students. The sample of this study consists of 50 postgraduate engineering students from the faculty of computerscience and Information system in Universiti Teknologi Malaysia. The findings of this study reveal the linear relationship between users’ cognitive styles and information seeking.
