This paper studies how to design a congestion controller in TCP/AQM networks. In Hollot et al. (IEEE Trans. on Automatic Control, Vol. 47, No.6, 2002), the congestion controller is conservatively designed due to using the linearized model of the TCP/AQM networks in which a structured time-delay related term is treated as an unstructured uncertainty. Without treating any time-delay related term as uncertainty, we provide a necessary and sufficient a condition of existence of PI stabilizing controller for the system, and we propose a new design of the congestion controller via solving a stabilization problem of the system with a time delay in the variables of both state and input. The simulation results are provided to validate the proposed design method.

OLFAR, Orbiting Low Frequency Antennas for Radio Astronomy, will be a space mission to observe the universe frequencies below 30 MHz, as it was never done before with an orbiting telescope. Because of the ionospheric scintillations below 30 MHz and the opaqueness of the ionosphere below 15 MHz, a space mission is the only opportunity for this as yet unexplored frequency range in radio astronomy. The frequency band is scientifically very interesting for exploring the early cosmos at high hydrogen redshifts, the so-called dark-ages and the epoch of reionization, the discovery of planetary and solar bursts in other solar systems, for obtaining a tomographic view of space weather, ultra-high energy cosmic rays and for many other astronomical areas of interest. Because of the low observing frequency the aperture size of the instrument must be in the order of 100 km. This requires a distributed space mission which is proposed to be implemented using formation flying of small satellites. The individual satellites are broken down in five major subsystems: the spacecraft bus, the antenna design, the frontend, backend and data transport. One of the largest challenges is the inter-satellite communication. In this paper the concept and design considerations of OLFAR are presented.

Currently, it is noticed that users tend to choose shorter password as their authentication which can be easily attacked. Biometric technologies such as fingerprint scanning, voice authentication, face recognition, signature, hand geometry and iris recognition is now playing an important role especially in application related to security issue. In this work, we present an approach to generate a unique and more secure cryptographic key from iris template. The iris images are processed to produce iris template or code to be utilized for the encryption and decryption tasks. AES cryptography algorithm are employed to encrypt and decrypt the identity data. Distance metric such as hamming distance and Euclidean distance are used for the template matching identification process. Experimental results show that this system can obtain a higher security with a low false rejection or false acceptance rate.

This paper describes environmental recognition and motion control using weightless neural network classifier and interval type-2 fuzzy logic controller. The weightless neural network classifies geometric feature such as U-shape, corridor and left or right corner using ultrasonic sensors. The neural network utilizes previous sensor data and analyzes the situation of the current environment. The behavior of mobile robot is implemented by means of fuzzy control rules. Based on the performance criteria the quality of controller is evaluated to make navigation decisions. This functionality is demonstrated on a mobile robot using modular platform and containing several microcontrollers implies the implementation of a robust architecture. The proposed architecture implemented using low cost range sensor and low cost microprocessor. The experiment results show that the mobile robot can recognize the current environment and was able to successfully avoid obstacle in real time.

We present the results of a data mining research on the use of GPS positions and speed of travel of vehicles in urban areas to determine optimal travel routes for emergency vehicles. A new approach using predictive programming is presented. The approach focuses on using data mining of existing data as the key factor in the application logic where various decisions are to be made. The main appeal of such an approach is that the application logic evolves over time according to the application data. As the data changes the decisions soon follow. This gives the impression of intelligent behavior of the application.

This paper describes a method to broaden the bandwidth of cruciform substrate-integrated waveguide couplers. The design and the analysis of the couplers are performed using the H-plane planar circuit approach, and the frequency characteristics of the couplers designed at 24 GHz are shown. As a result, fractional bandwidths of 30% for a 3 dB coupler and 16% for a 1.7 dB coupler can be realized. The design results are verified numerically and experimentally.

Specifically, the work is focused on distributed knowledge representation issues and context assessment strategies, and introduces a technique for on-line context recognition in highly dynamic environments. In the growing need for information we have come to rely on search engines. The use of large scale search engines, such as Google, is as common as surfing the World Wide Web. We are impressed with the capabilities of these search engines but still there is a need for improvment. A common problem with searching is the ambiguity of words. Their meaning often depends on the context in which they are used or varies across specific domains. To resolve this we propose a domain specific search engine that is globally oriented. We intend to provide content classification according to the target domain concepts, access to privileged information, personalization and custom ranking functions. Domain specific concepts have been formalized in the form of ontology. The paper describes our approach to a centralized search service for domain specific content. The approach uses automated indexing for various content sources that can be found in the form of a relational database, web service, web portal or page, various document formats and other structured or unstructured data. The gathered data is tagged with various approaches and classified against the domain classification. The indexed data is accessible through a highly optimized and personalized search service.
