Online bidding is known by several names, including electronic reverse bid auctions, reverse auctions or simply e-Auctions. Online bidding and auction system has been growing rapidly and extensively in Malaysia. It's become an increasingly popular method for transacting business, especially over the Internet. Online auction systems such as eBay and *** are the most visited and favorite's website by the users. This study will come out with a framework of bidding system where the registration number of new registered vehicle can be bid in a computerized environment. The framework is designed to be a simple and easy to use the system. It provides you with real-time information during the bidding so that you can check the current price for the registration number and use it as a reference when you submit or revise your bid. With this system, it could help users to obtain a number plate through an unsealed or open bidding process to own and drive a car. An agent will notify the winner by sending an email. With the features like bid notification, it will help the user to know the status of their bids. © 2011 IEEE.

Automatic text summarization is a data reduction process to exclude unnecessary details and present important information in a shorter version. One way to summarize document is by extracting important sentences in the document. To select suitable sentences, a numerical rank is assigned to each sentence based on a sentence scoring approach. Highly ranked sentences are used for the summary. This paper proposed an automatic text summarization approach based on sentence extraction using fuzzy logic, genetic algorithm, semantic role labeling and their combinations to generate high quality summaries. This study explored the benefits of the genetic algorithm in the optimization problem in for feature selection during the training phase and adjusts feature weights during the testing phase. Fuzzy IF-THEN rules were used to balance the weights between important and unimportant features. Conventional extraction methods cannot capture semantic relations between concepts in a text. Therefore, this research investigates the use of the semantic role labeling to capture the semantic contents in sentences and incorporate it into the summarization method. This paper is evaluated in terms of performance using ROUGE toolkit. Experimental results showed that the summaries produced by the proposed approaches are better than other approaches produced by Microsoft Word 2007, Copernic Summarizer, and MANYASPECTS summarizers. © 2011 IEEE.

A model is proposed for selecting the optimal result of contractor selection under multi criteria environment. Fuzzy comparing judgment is used to tackling the vagueness and uncertainty in choosing significant preferences by decision maker regarding to the subjective opinion. Finally, the model was tested in tender evaluation processes for awarding the most beneficial contractor to perform the construction project. © 2011 IEEE.

Software testing is the process on how to identify and deliver the software as a product based on the specification that has been given and required by the users. In order to ensure that the product is working based on the user specification, there are many people who are working together for that purposes as a community of practice (CoP). The CoP in software testing environment is including the system designer, programmer, and system tester as well as the user by himself. Based on this scenario of working together or collaboratively in order to avoid a lot of mistake or errors and causes the software failure, which may be found during the processes of software testing process, so that there is a need for CoP to have a tool called knowledge management system (KMS) in managing the knowledge of best practice and lesson learnt. The paper will discuss the concept on how the KMS is offering of its processes through knowledge life cycle which starting from knowledge acquisition, knowledge storing, knowledge dissemination, and knowledge application. Therefore, by using the model of KMS in managing knowledge of software testing, CoP can utilize the knowledge in KMS and it will reduces the mistake or errors, so that they can delivered a good product besides to enhance the quality of software of the particular users. © 2011 IEEE.

Knowledge management (KM) system is develop to support the organizational knowledge process of knowledge acquisition, knowledge organization, knowledge dissemination and knowledge application. The KM system must be able to support virtual communities (VC) of an organization. In order to determine the potential member of VC, the KM system should define, identify and structure VC based on its profile and knowledge. The process of VC classification based on knowledge and profile are not an easy process. The ontology based knowledge model will become essential in classifying and structuring knowledge of VC in an organization and many organizations has recognized that knowledge is a powerful asset. The aim of the paper is to analyze and promote the ontology based knowledge model VC profile in KM system so that the process of VC classification can be done. And later, the ontology based knowledge model VC profile can be use to standardize the classification of VC in KM system. The model can be reused and shared for other purposes. The knowledge models were developed and applied in the research and development (R&D) as a case study. Finally, the study will provide a holistic view that combines both usability and sociability factors in which often isolated when developing a KM system. © 2011 IEEE.

Conventional TCP suffers from inability to detect frequent link failure in MANET and consequently could not adjust RTO for reconstructed route. Packet losses due to link breakage must be differentiated from congestion loss to discover link breakage. Moreover, after link breakage, retransmission timeout in standard TCP becomes too long due to successive back-off executions. Using this long RTO for rebuilt route forces sender to remain idle unnecessarily in case of future packet loss. In this paper, a new End-to-End approach which entirely works in transport layer is proposed to improve TCP performance. It distinguishes link failure loss from congestion loss based on fluctuation in history of queue usage rate. Ascending growth of queue usage value intensifies probabilities of congestion losses while averaged queue usage values around fixed value can be sign of link failure losses. After temporary link failure detected and packets from rebuilt route received, new approach compares characteristics of reestablished route with broken route in term of Relative On-way Trip Time and number of Hops. Then sender decides to increases RTO to prevent packet retransmission overhead or decreases RTO to resume transmission during unnecessary idle time. Simulation results which are done under different conditions by ns2 illustrated that new approach enhances TCP performance up to 10%. © 2011 IEEE.

This paper investigates characteristics of periodic structure of ferrite and dielectric slabs in cutoff waveguide which include lefthanded operation. Transmission line model and finite element simulation are used to get dispersion characteristics and scattering parameters. Band pass response of left-handed ferrite mode at negative permeability region are discussed with backward wave phenomenon. Theoretical results show that by choosing appropriate ratio of (1) ferrite width and dielectric width, and (2) ferrite length and dielectric length, band pass response with steep edge characteristics can be obtained by the LH ferrite mode, which are confirmed with experiments using single crystal of yttrium iron garnet ferrite. Good band pass and phase shift responses are observed in S band. Copyright © 2011 The Institute of Electronics, Information and Communication Engineers.

In this paper we consider the problem of data gathering in wireless sensor network using Mobile Elements. In particular, we consider the situations where the data produced by the nodes must be delivered to the sink within a pre-defined time interval. Mobile elements travel the network and collect the data of nodes, and deliver them to the sink. Each node must be visited by a mobile element, which then must deliver this node data to the sink with the given time interval. The goal is to plan the tours of the mobile elements that minimize the total travelling time. Several variations of this problem have been investigated in the literature. We propose an algorithmic solution that outperforms that best known comparable scheme for this problem by an average of 40%. © 2011 IEEE.

The objective of this study was to discriminate different types of punches based on signals measured by gyro sensors. If a boxer consistently uses the same pattern of attack, his opponent could easily determine what type of punch is coming next. Thus, by feeding back information on the frequency of each type of punch, the attack pattern can be identified and the counterattack can be improved. © 2011 SICE.

Software cost estimation process is frequently debated by software development community for decades. In order to estimate the cost, numerous methods can be used such as an expert judgment, algorithmic model or parametric, top-down approach, price-to-win, bottom-up and many more. Questionnaire and literature survey were carried out in this study. The result from the survey shows that the expert judgment method, which is based on experience and past estimation histories, is commonly use to estimate cost in software development project while the result from the literature shows that COCOMO II provides accurate result because many variables are being considered including the reuse of parameter besides the expert judgment. As a conclusion, expert judgment and algorithmic model are widely used as methods in software cost estimation process and the process was done manually. The integration of these two methods helps in producing accurate result for cost estimation process. © 2011 Springer-Verlag.
