In this decade Information technology Governance （ITG） has become a hot topic between IT based companies. Since ITG status company is referring to an IT matured organization having six principles as expected by ISO 38500, there is no exemplar standard or framework to cover all of them. However, the most widespread existing frameworks in this area are COBIT, ITIL, and CMMI which not necessarily cover all of them. On the other hand, with respect to Small Medium Enterprises （SMEs） limitations, they have some constraints to implement all expected ITG principles by ISO 38500, completely. In this paper, the most comprehensive definition for ITG has presented and those most common ITG frameworks have been discussed（explained）. Later, the SMEs definition and their characteristics have been explored. And lastly the relationship between ITG and SMEs has been discussed.

Re-test of State Trait Anxiety Inventory (STAI) among Engineering Students in Malaysia: Reliability and Validity tests

Various tests have been conducted using the State Trait Anxiety Inventory (STAI) and it has provided adequate evidence to measure anxiety in research and clinical settings. This paper proposes a re-test to evaluate STAI among engineering students in Malaysia. A total 253 engineering students participated in this study. The re-test was presented for reliability, construct validity, and coefficient correlation of State and Trait. The reliability coefficients were computed using Cronbach alpha. In order to determine the validity of the instrument used factor analysis and coefficient correlation were used. Results: The STAI was established with the reliability at .850. In addition, the construct validity of the STAI, as measured by factor analysis were found, the correlation between items (KMO) score .824 (>.30 ) and p=.000. Where, the State shows KMO=.818, p=.000, and Cronbach alpha found .797. Meanwhile, Trait proved KMO=.783, p=.000, and Cronbach alpha found .781. The results show that the reliability and validity of State Trait Anxiety Inventory was suitable and acceptable. Consistently, strong correlations between State and Trait scale scores provided supportive evidence for the instrument. The results are evident and it can be recommended as an instrument to measure anxiety level for similar studies.

New e-learning models are continually emerging as new e-learning technology tools and new research findings in the different areas of e-learning become available. In this paper proposed a six step model for e-learning adoption in higher education. We highlight important issues that have to be considered and evaluated and incorporated in strategic e-learning planning and implementation. We look in this model to a wider point of view within the learning theoretical perspectives.

In this study, a new type of trigonometric neural network is presented by adding frequency and phase to trigonometric activation functions. The proposed trigonometric neural network has more flexibility in comparison with conventional trigonometric neural networks and even other types of neural networks. Due to the low convergence rate and high posibility of trapping in a local minimum of backpropagation algorithm, Extended Kalman Filter algorithm is used to train the neural network's parameters which they appear in a nonlinear form. The Simulation of the suggested neural network based on the prediction of Mackey-Glass time series and identification of a nonlinear dynamic ystem reveals the efficiency of the proposed network. To show the efficiency of this method, the results are compared with the results of the others.

Vision Based qualitative localization or in the other word place recognition is an important perceptual problem at the center of several fundamental robot procedures. Place recognition approaches are utilized to solve the “global localization” problem. These methods are typically performed in a supervised mode. In this paper an appearance-based unsupervised place clustering and recognition algorithm are introduced. This method fuses several image features using Speedup Robust Features (SURF) by agglomerating them into the union form of features inside each place cluster. The number of place clusters can be extracted by investigating the SURF based scene similarity diagram between adjacent images. Experimental results show that this method is robust, accurate, efficient and able to create topological place clusters for solving the “global localization” problem with acceptable performance by the factor of clustering error and recognition precision.

A pilot study of pre- post anxiety treatment to improve academic performance for engineering students

In this paper, we present a pilot study of pre- post treatment toward overcoming anxiety in improving academic performance for engineering's students. The anxiety level measurement was used to examine the effect of the intervention, as well to acquire the prior finding on the effectiveness of a treatment to reduce anxiety in improving academic performance. It is based on a pre post design to evaluate the effect of intervention by using breath per-minute (bpm) and grade point average (GPA). Six males and females engineering's students participated in this study. They received six sessions of treatment each for two hours of intervention. It includes breathing retreatment, relaxation, study coping skills. The results show that, the number of anxieties was significantly reduced which bpm shows t (2;5)= 4.788; p=.005 (p<.05). Furthermore, for GPA the difference is not significant with t (0;5)= -1.894; p=.117 (p>.05). Since all participants had reduced their anxiety level and improve their academic performance, we recommend that this intervention as an effective approach in reducing anxiety level.

This work proposes a bit-adjacent Data Background (DB) management scheme to improve fault coverage of March algorithms while simultaneously maintaining the shortest test cycle. Both static and dynamic DB transitions are used in order to detect Deceptive Read Destructive Faults (DRDFs) and Write Disturb Faults (WDFs) that are not detected by previous algorithms. A conventional March Test Algorithm can be modified by using the DB management scheme to form a new March Test Algorithm (referred to as Mod March Test Algorithm), e.g., MATS++(6N) becoming Mod MATS++(6N). This paper shows that Mod March SR (14N) and Mod March CL (12N) can detect DRDFs and WDFs while the corresponding conventional algorithms cannot. It is also shown that Mod March CL(12N) and Mod March SR(14N) with DB management can detect all Static Single Cell Faults based on the Bit-Oriented-Memories (BOM) test method. Comparisons on test cycle time for Mod March SR, March SR, and March SS in the context of memory Built-In-Self-Test (BIST) are also presented. From the simulation result, it shows that by including Data Backgrounds (DBs) management in Bit-Oriented Memories (BOM), the cycle test time is the same after a given multiple of DBs in the test algorithm.

Nowadays, almost all the enterprises in the world fall in Small Medium Enterprises (SMEs) category even though SMEs has different definitions in different countries. At the same time, there is no exemplar standard and /or framework for information technology (IT) governance for SMEs. This paper presents the main issues in implementing IT governance in SMEs. Firstly, it explains the definition of SMEs and their characteristics, secondly it discusses IT governance definition and its framework. Finally, some issues and approaches for ITG implementation in SMEs are described, and end with conclusion and future work.

This paper discusses the positive impact of soft vector quantization on the performance ofmachine-learning systems that include one or more vector quantization modules. The most impactful gains here are avoiding over-fitting and boosting the robustness of such systems in the presence of considerable parasitic variance;e.g. noise, in the runtime *** paper then introduces a soft vector quantization scheme with inverse power-function distributions, and analytically derives an upper bound of its relative quantization noise energy to that of typical (hard-deciding) vector quantization. This relative noise is expressed as a closed-form function of the power in order to allow the selection of its optimal values of that compromise both a soft enough vector quantization with a stable performance via small enough relative quantization ***, we present empirical evidence obtained via experimenting with two versions of the best reported OCR system for cursive scripts - that happened to deploy discrete HMMs - one version with hard vector quantization and the other with our herein presented soft quantization. Test samples of real-life scanned Arabic text pages are used to challenge both versions;hence the recognition error margins are compared.

In this paper, a new approach in predicting the hardness of Titanium Aluminum Nitrite (TiAlN) coatings using hybrid RSM-fuzzy model is implemented. TiAlN coatings are usually used in high-speed machining due to its excellent surface hardness and wear resistance. The TiAlN coatings were produced using Physical Vapor Deposition (PVD) magnetron sputtering process. A statistical design of experiment called Response Surface Methodology (RSM) was used in collecting optimized data. The fuzzy rules were constructed using actual experimental data. Meanwhile, the hardness values were generated using the RSM hardness model. Triangular shape of membership functions were used for inputs as well as output. The substrate sputtering power, bias voltage and temperature were selected as the input parameters and the coating hardness as an output of the process. The results of hybrid RSM-fuzzy model were compared against the experimental result and fuzzy single model based on the percentage error, mean square error (MSE), co-efficient determination (R 2 ) and model accuracy. The result indicated that the hybrid RSM-fuzzy model obtained the better result compared to the fuzzy single model. The hybrid model with seven triangular membership functions gave an excellent result with respective average percentage error, MSE, R 2 and model accuracy were 11.5%, 1.09, 0.989 and 88.49%. The good performance of the hybrid model showed that the RSM hardness model could be embedded in fuzzy rule-based model to assist in generating more fuzzy rules in order to obtain better prediction result.
