Electronic Government initiatives have often sounded very promising but been difficult to implement. However, many countries are continuing to face the challenge of implementing Electronic Government successfully. Therefore, investigation of factors that contribute to the success of Electronic Government services is needed. In the case of Malaysian Electronic Government, the aim of implementation was to serve the public and government officials via multiple channel service access led by technological advancement, to create integrated service systems that could be used effectively for internal government processes and external government service delivery. Our proposed approach in this research is based on Voronoi diagram and contour linearization. computer graphics (CG) is a key technology for producing visual contents. Currently computer generated imagery techniques are being developed and applied, particularly in the field of virtual reality applications, film production, training and flight simulators, to provide total composition of realistic computer graphic images. Clouds are an integral feature of the sky without them synthetic outdoor scenes seems unrealistic. Modeling and animating clouds is a difficult task. Most systems are difficult to use, as they require adjustment of numerous, complex parameters, and are noninteractive. This paper presents an intuitive, interactive system to artistically model, animate, and render visually convincing clouds using modern graphics hardware. A high-level interface models clouds through the visual use of cubes. Clouds are rendered as textured billboards by making use of hardware accelerated API - OpenGL. The resulting interactive design and rendering system produces perceptually convincing cloud models that can be used in any interactive system.

An architecture design of the intelligent agent for speech recognition and translation is presented in this paper. The design involves the agent architecture and the method of the agent is used. The architecture design shows the relationship between the intelligent agent and speech recognition also translation. The intelligent agent for speech recognition is called S-AGENT and T-AGENT for translation. The purpose of the S-AGENT is to facilitate for transmitting the speech data via Internet or network. The S-AGENT is acting as a data transmit control to ensure the transmitted speech data is securely delivered. The task of the T-AGENT is different from the S-AGENT. The T-AGENT is acting as information retrieval. It processes the output from the speech recognition and translates the output based on its information memory database. If the information cannot be found on its memory, it searches the information required from the database dictionary provided. At the same time, it learns the information and saves the information to its memory for the future purpose.

This paper describes the safe control method on bilateral control system. The control stability in bilateral control under time variance communication delay does not always stand for operation safety. Local controller is needed to secure the safety when communication delay becomes large. A novel method to change over the local controller and global bilateral controller due to communication delay is suggested. At the same time, the stability of global bilateral control is also assured with the conventional stability assurance method. Experimental system that joints manipulators in Slovenia and Japan is constructed. The validity of the suggested method is shown with this experimental system.

Conformations of a single semiflexible polymer chain dissolved in a low molecular weight liquid crystalline solvent (nematogen) are examined by using a mean field theory. We takes into account a stiffness and partial orientational ordering of the polymer. As a result of an anisotropic coupling between the polymer and nematogen, we predict a discontinuous (or continuous) phase transition from a condensed‐rodlike conformation to a swollen‐one of the polymer chain, depending on the stiffness of the polymer. We also study a single polymer chain confined in a smectic phase.

The model reduction problem was investigated for singular systems in this paper. To solve the problem, the Silverman-Ho algorithm was given, and based on this algorithm, an optimal model reduction method for the fast subsystem was presented to obtain reduced-order stable models for singular systems. Sequentially, the suboptimal model reduction algorithm was obtained for singular systems. The advantage of the presented algorithm is that the impulsive nature of singular system is preserved in the reduced-order models. Then some necessary and sufficient conditions for the existence of a stable reduced-order system were given and these conditions can be verified numerically. This paper presents an efficient method to obtain the optimal power flow (OPF) problem under constrained emission dispatch by applying reactive tabu search (RTS) algorithm. The RTS is developed as a derivative-free optimization technique in solving constrained emission OPF problem significantly reduces the computational burden with the strategies that make the search process robust and fast. The effectiveness of the proposed approach has been demonstrated through the IEEE 30-bus, 6-generator, test system. The simulation results reveal that the proposed RTS can yield highly optimal solution and tan reduce computational execution time superior to a standard tabu search. Moreover, the proposed method provides better solution than previous literatures with promising results.

This paper studies the H/sub /spl infin// controller order reduction due to the stable invariant zeros and its application to a magnetic suspension system. First, we explore the H/sub /spl infin// controller order reduction due to the stable complex invariant zeros to address how we can go beyond the known results for the order reduction due to the unstable or real stable invariant zeros. We propose sufficient conditions for the existence of the reduced-order H/sub /spl infin// controllers due to the stable complex invariant zeros. If the proposed sufficient conditions are satisfied, we present two LMI based procedures to compute the reduced order H/sub /spl infin// controllers. Second, we address the application of these theoretical results to a mixed sensitivity problem for a magnetic suspension system with a flexible beam. The numerical computations of the reduced-order controllers and the comparison with the full-order controllers are reported. The numerical investigation carried out validates the proposed theoretical results.

This paper presents a new method to solve the constrained unit commitment problem by applying ant colony optimization (ACO) based on the diversity control approach. The pheromone updating rule is modified to control the diversification by adopting a simple mechanism for random selection in ACO. The proposed method is tested on the 10-unit test system with a scheduling time horizon of 24 hours. The numerical results show an economical saving in the total operating cost when compared to the previous literature results. Moreover, two types of the proposed diversity control technique have the features of easy implementation and a better convergence rate superior to a standard ACO.
