Ever more complex sensors have become available to create and maintain situational awareness during missions. Choosing the most suited sensor for the execution of a sensor function is based on sensor capabilities and function attributes. When these characteristics change rapidly, sensor allocation for sensor functions will shift. To increase performance of the entire sensor network, the total set of sensors should be scheduled in a single system. This paper puts forward and compares three new methods for scheduling prioritised tasks in sensor networks. The first is based on fuzzy Lyapunov synthesis. The other two use a genetic algorithm (GA) to optimize the set of schedules. The second scheduler uses this set to (re)train a neural network to be used online. The third approach is a novel online use of the GA. Tests showed that the novel online GA leads to a robust scheduling algorithm with high overall performance.

This paper presents a development of improved Tabu search (ITS) and its application to a least-cost generation expansion planning (GEP) including biomass energy sources under global environmental impact consideration. A carbon tax is taken into account as counter measure to reduce CO 2 emission for introducing and promoting biomass energies to GEP problem based conventional fossil-fuel plants. The proposed ITS is conducted by the proposed a self-reforming candidate list strategies to improve search performance of a standard TS. The ITS approach is applied to the test system with 15 existing power plants, 5 types of conventional fossil-fuel and 2 types of biomass energy over a 14-year planning period. The simulation results reveal that the proposed ITS not only can yield optimal solution as well as dynamic programming, but also can remarkably reduce computational time. Moreover, the proposed method provides better solution superior to a standard Tabu search with promising results.

A test structure and method for two-dimensional analysis of hot-carrier-induced photoemission in n-MOSFETs are presented. Photoemission intensity profiles along the gate width direction are analyzed and a method to derive the precise peak position of photoemission intensity from the center of the MOSFET gate is proposed. It can measure the variation of the photoemission peak position along the gate width direction. The peak exists in the LDD region, and the distance from the gate edge is about 20/spl sim/30 nm independent of V/sub G/.

An architecture design of the intelligent agent for speech recognition and translation is presented in this paper. The design involves the agent architecture and the method of the agent is used. The architecture design will show the relationship between the intelligent agent and speech recognition also translation. The intelligent agent for speech recognition is called S - AGENT and T- AGENT for translation. The purpose of the S - AGENT is to facilitate for transmitting the speech data via internet or network. The S - AGENT is acting as a data transmit control to ensure the transmitted speech data will secure delivered The task of the T - AGENT is different from the S - AGENT. The T - AGENT is acting as information retrieval. It will process the output from the speech recognition and translates the output based on its information memory database. If the information cannot be found on its memory, it will search the information required from the database dictionary provided. At the same time, it learns the information and saves the information to its memory for the future purposed © 2004IEEE.

There exists a range of collaborative approaches to the development and implementation of eGovernment initiatives by governments around the world. Although there is no one-size-fits-all collaborative approach to implementing eGovernment, working with the private sector is a common feature of eGovernment collaborative strategy. However, as well as working in partnership with the private sector, governments will have to explore new relationships among government agencies if they are to realise eGovernment objectives. Such strategies of collaborative partnership will be unique not only because of the type of relationship binding the private sector to the public sector, but also in how they ensure the successful implementation of the eGovernment initiative. This paper intends to focus on the collaborative partnership approach in the Malaysian eGovernment initiative and explore its attempts to produce an effective collaboration towards successful eGovernment implementation. Electronic Government initiatives have often sounded very promising but been difficult to implement. However, many countries are continuing to face the challenge of implementing Electronic Government successfully. Therefore, investigation of factors that contribute to the success of Electronic Government services is needed. In the case of Malaysian Electronic Government, the aim of implementation was to serve the public and government officials via multiple channel service access led by technological advancement, to create integrated service systems that could be used effectively for internal government processes and external government service delivery. This paper discusses an example of success factors in Malaysian Electronic Government services delivery through the E-Services application. Copyright 2004 ACM.

Recognition of human faces out of many still images is a research field of fast increasing interest, and a fast and accurate algorithm is still a field to be explored. Our proposed approach in this research is based on Voronoi diagram and contour linearization. We use the former method to locate a probable region of faces and to compensate for some drawbacks of the parametric contour method.

computer graphics (CG) is a key technology for producing visual contents. Currently computer generated imagery techniques are being developed and applied, particularly in the field of virtual reality applications, film production, training and flight simulators, to provide total composition of realistic computer graphic images. Clouds are an integral feature of the sky without them synthetic outdoor scenes seems unrealistic. Modeling and animating clouds is a difficult task. Most systems are difficult to use, as they require adjustment of numerous, complex parameters, and are noninteractive. This paper presents an intuitive, interactive system to artistically model, animate, and render visually convincing clouds using modern graphics hardware. A high-level interface models clouds through the visual use of cubes. Clouds are rendered as textured billboards by making use of hardware accelerated API - OpenGL. The resulting interactive design and rendering system produces perceptually convincing cloud models that can be used in any interactive system.

This paper describes the safe control method on bilateral control system. The control stability in bilateral control under time variance communication delay does not always stand for operation safety. Local controller is needed to secure the safety when communication delay becomes large. A novel method to change over the local controller and global bilateral controller due to communication delay is suggested. At the same time, the stability of global bilateral control is also assured with the conventional stability assurance method. Experimental system that joints manipulators in Slovenia and Japan is constructed. The validity of the suggested method is shown with this experimental system.
