In developing countries, the concept of Smart Cities and Smart Regencies has become the trend and the primary choice in solving increasingly complex and multidimensional city governance problems. The idea of smart cities is an integrated ICT -based city governance concept that offers solutions to manage city resources more efficiently. However, in the smart city development process, various problems make the smart city development process fails and is not as expected before. Previous researchers have conducted research on the key and critical factors that have an essential influence in building smart cities, but of the many critical factors, the list has not been made to highlight development. This study aims to identify the priority key factors that need to be considered in the event of smart regencies. The method used is a mixed-method, a combination of qualitative and quantitative research. At the qualitative research stage, critical factor investigation modeling is carried out using the Balanced Scorecard technique. While the qualitative research stage is carried out using the Fuzzy TOPSIS analysis method, a technique in Multi-Criteria Decision Making to rank and prioritize. The results of this study indicate that the factors in the category of Procedure Bureaucracy Factors (PBF) are very influential factors to consider compared to other factors. This research contributes to two things, methodologically provides a variety of combining the balance scored card and Fuzzy- Topsis methods, then practically, it gives the government and policymakers suggestions that the essential predictors of the growth of smart regencies be given more attention. © 2020 IEEE.

Analysis of the impact of high-frequency trading on artificial market liquidity

Many empirical studies have discussed market liquidity, which is regarded as a measure of a booming financial market. Further, various indicators for objectively evaluating market liquidity have also been proposed and their merits have been discussed. In recent years, the impact of high-frequency traders (HFTs) on financial markets has been a focal concern, but no studies have systematically discussed their relationship with major market liquidity indicators, including volume, tightness, resiliency, and depth. In this study, we used agent-based simulations to compare the major liquidity indicators in an artificial market where an HFT participated was compared to one where no HFT participated. The results showed that all liquidity indicators in the market where an HFT participated improved more than those in the market where no HFT participated. Furthermore, as a result of investigating the correlations between the major liquidity indicators in our simulations and the extant empirical literature, we found that market liquidity can be measured not only by the major liquidity indicators but also by execution rate. Therefore, it is suggested that it could be appropriate to employ execution rate as a novel liquidity indicator in future studies. Copyright © 2020, The Authors. All rights reserved.

In this paper, the pinning boundary sampled-data (SD) synchronization problem of coupled reaction–diffusion neural networks (CRDNNs) with SD-based couplings is investigated under boundary and distributed SD measurements. First, a pinning boundary SD controller is designed to effectively address the synchronization problem of CRDNNs, utilizing boundary and distributed SD measurements and requiring only a small number of sensors and actuators. Then, linear matrix inequalities provide adequate conditions that ensure exponential stability of the synchronization error system by using the designed pinning boundary SD controller, derived through inequality techniques and Lyapunov functionals. Finally, we present a numerical example to showcase the practical applicability and effectiveness of the proposed pinning boundary SD synchronization method.

Neuronal signals generally represent activation of the neuronal networks and give insights into brain functionalities. They are considered as fingerprints of actions and their processing across different structures of the brain. These recordings generate a large volume of data that are susceptible to noise and artifacts. Therefore, the review of these data to ensure high quality by automatically detecting and removing the artifacts is imperative. Toward this aim, this work proposes a custom-developed automatic artifact removal toolbox named, SANTIA (SigMate Advanced: a Novel Tool for Identification of Artifacts in Neuronal Signals). Developed in Matlab, SANTIA is an open-source toolbox that applies neural network-based machine learning techniques to label and train models to detect artifacts from the invasive neuronal signals known as local field potentials. © 2021, The Author(s).

Software institutions recently implement more than one software process model in order to achieve a high value in their products and services. The challenges of implementing several quality models are increasing the risk of Multi-Model Environment (MME) failure and more resources are needed to support the MME. This kind of resources is not available in the Small and Medium Enterprises (SME), especially in Sudanese institutions. This study aims to provide a solution by encouraging the Sudanese SMEs to apply software models in their software development processes. We are seeking to make these institutions understand how to integrate product quality models with software process improvement models. To achieve this goal, we used a systematic harmonization technique to harmonize and map ISO/IEC 25010 standard onto Capability Maturity Model Integrity (CMMI) Dev 1.3 level 2 and 3. Also, we reviewed the related works of the previous studies on MMEs to achieve better results. The results show some of the processes and activities of CMMI Dev 1.3 considering software quality attributes on the early stage of the Software Development Lifecycle (SDLC). On the other hand, we presented how to apply the mapped models and suggest a tool for implementation. This kind of approach gives small organizations the ability to apply multi SPI models. © 2019 IEEE.

The massive use of the social media and the huge number of messages that are shared on the internet, create a countless need to automatically detect the age and gender of the people who write these messages. Several sites and platforms attempt to mislead and cheat the people who are visiting them by providing deceptive information about the age and the gender of their customer. The traditional way to detect deceivers was by human judgment, but this way is no longer suitable since lots of interviews are not conducted face to face. This paper presents an automate tool with a unique set of features that used to analyze a given text. The features include the unigram, part of speech, and production rules. The accuracy results of the proposed method outperform the existing techniques. The best results achieved by using the production rules features.

The integration of cloud computing and Wireless Sensor Networks (WSNs) to create Sensor-cloud helps in extending the data processing capability and storage capability of WSNs. Knowing how weak WSNs are with regards to communication ability, how to collect and upload sensory data to the cloud in limited time has become an issue in Sensor-cloud. In the last decade, with increasing interest by researchers in the domain, a considerable amount of research works have been conducted and published in the research domain. The main objective of this study is to systematically review the current research on data collection in Sensor-cloud. Hence, the study also aims at identifying, categorizing, and synthesizing important studies in the field of study. Accordingly, an evidence-based methodology is utilized in this study. By doing so,43 relevant studies were identified and retrieved to answer the formulated research questions. The systematic methodology offers a methodical and rigorous study selection and evaluation process that is repeatable and precise. The result shows that research on data collection in Sensor-cloud is relatively consistent with stable output in the last five years. Ten proposal contributions were identified with system, Framework, and Algorithm being the most used by the selected studies. In conclusion, key research challenges and future research directions were identified and discussed for researchers to propose effective solutions to the existing challenges. Although research on data collection in Sensor-cloud is gaining some traction in recent years, the works in the domain are not sufficient and concrete proposals are needed to improve data collection. © 2020, CC BY-NC-SA.

We introduce ForgeEDA, an open-source comprehensive circuit dataset across various categories. ForgeEDA includes diverse circuit representations such as Register Transfer Level (RTL) code, Post-mapping (PM) netlists, And-Inverter Graphs (AIGs), and placed netlists, enabling comprehensive analysis and development. We demonstrate ForgeEDA’s utility by benchmarking state-of-the-art EDA algorithms on critical tasks such as Power, Performance, and Area (PPA) optimization, highlighting its ability to expose performance gaps and drive advancements. Additionally, ForgeEDA’s scale and diversity facilitate the training of AI models for EDA tasks, demonstrating its potential to improve model performance and generalization. By addressing limitations in existing datasets, ForgeEDA aims to catalyze breakthroughs in modern IC design and support the next generation of innovations in EDA. © 2025, CC BY.

Fuzzy logic provides an appropriate way to incorporate an individual's knowledge into expert systems using descriptive language expressions. A large number of commercially successful applications in power energy systems show that fuzzy logic can be used very successfully, especially during disturbances. During a disturbance, automation of system fault analysis and information processing becomes desirable and necessary, due to the large increase in data collected from the system. The paper analyzes the possibilities for implementing automated fault analysis systems based on digital fault recorders, digital protection relays, sequence of events recorders, intelligent alarm processors and lightning location systems. These systems are interconnected with Intelligent Electronic Devices, supervisory control and data acquisition systems, remote terminal units or protection devices which are combined with different intelligent electronic devices in the system. For large number of devices and data, fuzzy systems have proven to be effective in detecting and classifying power system failures.

Electrolytically generated gas bubbles can significantly hamper the overall electrolysis efficiency. Therefore it is crucial to understand their dynamics in order to optimise water electrolyzer systems. Here we demonstrate a distinct transport mechanism where coalescence with microbubbles drives electrolyte droplets, resulting from the fragmentation of the Worthington jet, into the gas phase during hydrogen evolution reaction, both in normal and microgravity environments. This indicates that the H2 bubble is not only composed of hydrogen gas and vapor but also includes electrolyte fractions. Reminiscent of bursting bubbles on a liquid-gas interface, this behavior results in a flow inside the bubble, which is further affected by Marangoni convection at the gas-electrolyte interface, highlighting interface mobility. In the case of electrode-attached bubbles, the sprayed droplets form electrolyte puddles at the bubble-electrode contact area, affecting the dynamics near the three-phase contact line and favoring bubble detachment from the electrode. The results of this work unravel important insights into the physicochemical aspects of electrolytic gas bubbles, integral for optimizing gas-evolving electrochemical systems. Besides, our findings are essential for studying the limits of jet formation and rupture relevant to acid mist formation in electrowinning, generation of sea spray aerosols, impact of droplets on liquid surfaces, etc. © 2024, CC BY.
