We introduce a novel distributed control architecture for disturbances attenuation in heterogeneous platoons of linear and time-invariant autonomous agents that inherits the performance achievable by the leader-follower control policies. We provide a Youla-like parameterization for the class of all distributed controllers such that the sparsity constraints are imposed on the controllers' left coprime factors, outlining a new concept of structural constraints in distributed control. The proposed scheme lends itself to optimal controller design via norm based costs, it guarantees string stability and completely eliminates the accordion effect from the behavior of the platoon. The distributed controller is proven to attain global optimality for heterogeneous platoons and ℋ 2 costs and can easily reconfigure such as to remain optimal during formation merging/exiting maneuvers. The scheme is amenable to a GPS time base synchronization mechanism, allowing for the exact compensation of the time delays induced by the wireless communications.

Background: The COVID-19 pandemic highlighted gaps in health surveillance systems, disease prevention, and treatment globally. Among the many factors that might have led to these gaps is the issue of the financing of national health systems, especially in low-income and middle-income countries (LMICs), as well as a robust global system for pandemic preparedness. We aimed to provide a comparative assessment of global health spending at the onset of the pandemic;characterise the amount of development assistance for pandemic preparedness and response disbursed in the first 2 years of the COVID-19 pandemic;and examine expectations for future health spending and put into context the expected need for investment in pandemic preparedness. Methods: In this analysis of global health spending between 1990 and 2021, and prediction from 2021 to 2026, we estimated four sources of health spending: development assistance for health (DAH), government spending, out-of-pocket spending, and prepaid private spending across 204 countries and territories. We used the Organisation for Economic Co-operation and Development (OECD)'s Creditor Reporting System (CRS) and the WHO Global Health Expenditure Database (GHED) to estimate spending. We estimated development assistance for general health, COVID-19 response, and pandemic preparedness and response using a keyword search. Health spending estimates were combined with estimates of resources needed for pandemic prevention and preparedness to analyse future health spending patterns, relative to need. Findings: In 2019, at the onset of the COVID-19 pandemic, US$9·2 trillion (95% uncertainty interval [UI] 9·1–9·3) was spent on health worldwide. We found great disparities in the amount of resources devoted to health, with high-income countries spending $7·3 trillion (95% UI 7·2–7·4) in 2019;293·7 times the $24·8 billion (95% UI 24·3–25·3) spent by low-income countries in 2019. The approach that we propose in this paper is part of the optimization of the collaborative learning in the e-learning environment. It is particularly interested in the automatic creation of groups called homogeneous teams, based on a set of criteria to highlight the similarity between the learners. This similarity is calculated using a similarity index that is the Euclidean distance. Then an optimal path guiding each community is built, through a dynamic adaptation of the optimization technique by ant colony. In this article, we have implemented the methodological framework and the algorithmic modeling of our approach, given that our future work will focus on the implementation and the empirical validation of our design.

Testing designing an electrical device compliant with the electromagnetic compatibility directive

The goal of presented work was to build an electronic device in order to test the effectiveness of different EMC-improving solutions. Three EMC tests were done in order to check the created device compliance with the electromagnetic compatibility directive. Each of them was conducted for both industrial and non-industrial parameters (voltage and field strength), according to IEC PN-EN 61000 standards. Three tests were done: conductive immunity test in EM clamp, radiated immunity test in GTEM chamber, radiated emission test in GTEM chamber. Firstly, the device's conductive immunity was examined. The set of possible solutions was created by examining existing designs, papers, books and producers' recommendations. In result, different component configurations were chosen to determine the most EMC-effective one. Next, electromagnetic compatibility of proposed device configurations was tested in the GTEM chamber (radiated immunity and radiated emission). Tests results are presented on charts and analysed in order to verify if designed device face requirements of the electromagnetic compatibility directive. It was verify which of proposed electromagnetic compatibility improving solutions can solve problems with electromagnetic compatibility.

The field of using DNA in cryptography is a new and very promising direction in cryptographic research. Deoxyribonucleic Acid (DNA) cryptography has shown to be very effective. In this paper a data hiding algorithm based on DNA sequence is proposed. We apply playfair encryption to the secret message first to secure the secret message then a substitution technique is used for hiding. The secret message can be in any format not only binary. An evaluation for the proposed algorithm is performed according to randomness testing by using the National Institute of Standards and Technology (NIST) test. The study showed that the proposed algorithm is secure against cracking. © 2015 IEEE.

During April 7–21 2020, KAGRA conducted its first scientific observation in conjunction with the GEO600 detector. The dominant noise sources during this run were found to be suspension control noise in the low-frequency range and acoustic noise in the mid-frequency range. In this study, we show that their contributions in the observational data can be reduced by a signal processing method called independent component analysis (ICA). The model of ICA is extended from that studied in the initial KAGRA data analysis to account for frequency dependence, while the linearity and stationarity of the coupling between the interferometer and the noise sources are still assumed. We identify optimal witness sensors in the application of ICA, leading to successful mitigation of these two dominant contributions. We also analyze the stability of the transfer functions for the entire two weeks of data to investigate the applicability of the proposed subtraction method in gravitational wave searches.

Today's curricula for undergraduate students stress the development of skills, which have been defined as the "21st century skills". These skills include creativity, problem solving, decision-making, communication, collaboration and ICT literacy, among others. Accordingly, many higher education organizations, and particularly business schools, are designing new learning activities to train these skills. In this paper we present a learning activity and a supporting computer application called Sketchpad (sketching with iPads), which has been designed with the aim of training some of the "21st century skills". This learning activity has been introduced in the curricula of an undergraduate course of a business faculty in Santiago de Chile to foster collaborative skills by rotation of students among small groups working in a problem-solving task for an "Information Technology" undergraduate course. A questionnaire applied to the students in a first pilot experiment indicates that Sketchpad can help introducing learning activities that support the development of collaboration and communication skills in the classroom for the case where the rotation of the members among the groups is performed.

A brain-computer interface (BCI) system provides a convenient means of communication between the human brain and a computer, which is applied not only to healthy people but also for people that suffer from motor neuron diseases (MNDs). Motor imagery (MI) is one well-known basis for designing Electroencephalography (EEG)-based real-life BCI systems. However, EEG signals are often contaminated with severe noise and various uncertainties, imprecise and incomplete information streams. Therefore, this study proposes spectrum ensemble based on swam-optimized fuzzy integral for integrating decisions from sub-band classifiers that are established by a sub-band common spatial pattern (SBCSP) method. Firstly, the SBCSP effectively extracts features from EEG signals, and thereby the multiple linear discriminant analysis (MLDA) is employed during a MI classification task. Subsequently, particle swarm optimization (PSO) is used to regulate the subject-specific parameters for assigning optimal confidence levels for classifiers used in the fuzzy integral during the fuzzy fusion stage of the proposed system. Moreover, BCI systems usually tend to have complex architectures, be bulky in size, and require time-consuming processing. To overcome this drawback, a wireless and wearable EEG measurement system is investigated in this study. Finally, in our experimental result, the proposed system is found to produce significant improvement in terms of the receiver operating characteristic (ROC) curve. Furthermore, we demonstrate that a robotic arm can be reliably controlled using the proposed BCI system. This paper presents novel insights regarding the possibility of using the proposed MI-based BCI system in real-life applications.

Device-free human presence (DFHP) detection is a novel technique, mainly applicable to wireless sensor networks in which a human does not need to carry a wireless transceiver to be detected. Irregularities in the radio signal propagation pattern, expressed in a form of received signal strength indicator's (RSSI) variations can indicate possible presence of a human within the existing radio network. In this paper we propose DFHP detection method based on frequency analysis of RSSI variations. The main advantage of the proposed method compared to human detection method based on information entropy is the possibility to determine human presence from furniture layout change. The main drawback is a disability to recognize the absence from the presence of a motionless person in an environment. However, the combination of these two approaches defines a robust and cost-effective DFHP detection method that can be used in various smart home systems without the need for specific hardware installation and exploitation procedures. © 2015 IEEE.
