Cognitive informatics (CI) is a contemporary multidisciplinary field spanning across computer science, information science, cognitive science, brain science, intelligence science, knowledge science, cognitive linguistics, and cognitive philosophy. CI aims to investigate the internal information processing mechanisms and processes of the brain, the underlying abstract intelligence theories and denotational mathematics, and their engineering applications in cognitive computing and computational intelligence. This paper reports a set of eleven position statements presented in the plenary panel of IEEE ICCI *CC'13 on Cognitive computers and Knowledge Processors contributed from invited panelists who are part of the world's renowned researchers and scholars in the field of cognitive informatics and cognitive computing. This Letter presents a measurement of the inelastic proton-proton cross section using 60 μb−1 of pp collisions at a center-of-mass energy s of 13 TeV with the ATLAS detector at the LHC. Inelastic interactions are selected using rings of plastic scintillators in the forward region (2.07<|η|<3.86) of the detector. A cross section of 68.1±1.4 mb is measured in the fiducial region ξ=MX2/s>10−6, where MX is the larger invariant mass of the two hadronic systems separated by the largest rapidity gap in the event. In this ξ range the scintillators are highly efficient. For diffractive events this corresponds to cases where at least one proton dissociates to a system with MX>13 GeV. The measured cross section is compared with a range of theoretical predictions. When extrapolated to the full phase space, a cross section of 78.1±2.9 mb is measured, consistent with the inelastic cross section increasing with center-of-mass energy.

A search for the decays of the Higgs and Z bosons to a ϕ meson and a photon is performed with a pp collision data sample corresponding to an integrated luminosity of 2.7 fb−1 collected at s=13 TeV with the ATLAS detector at the LHC. No significant excess of events is observed above the background, and 95% confidence level upper limits on the branching fractions of the Higgs and Z boson decays to ϕγ of 1.4×10−3 and 8.3×10−6, respectively, are obtained.

The ZZ production cross section in proton-proton collisions at 13 TeV center-of-mass energy is measured using 3.2 fb−1 of data recorded with the ATLAS detector at the Large Hadron Collider. The considered Z boson candidates decay to an electron or muon pair of mass 66–116 GeV. The cross section is measured in a fiducial phase space reflecting the detector acceptance. It is also extrapolated to a total phase space for Z bosons in the same mass range and of all decay modes, giving 16.7−2.0+2.2(stat)+0.9−0.7(syst)+1.0−0.7(lumi) pb. The results agree with standard model predictions.

We present a three-dimensional coupled surface graph cut algorithm for carotid wall segmentation from Magnetic Resonance Imaging (MRI). Using cost functions that highlight both inner and outer vessel wall borders, the method combines the search for both borders into a single graph cut optimization. Our approach requires little user interaction and can robustly segment the carotid artery bifurcation. Experiments on 32 carotid arteries from 16 patients show good agreement between manual segmentation performed by an expert and our method. The mean relative area of overlap is more than 85% for both lumen and outer vessel wall. In addition, differences in measured wall thickness with respect to the manual annotations were smaller than the in-plane pixel size. © 2013 Springer-Verlag.

We introduce a Horn description logic called Horn-DL, which is strictly and essentially richer than Horn-scriptSscriptRscriptOscriptIscriptQ, while still has PTime data complexity. In comparison with Horn- scriptSscriptRscriptOscriptIscriptQ, Horn-DL additionally allows the universal role and assertions of the form irreflexive (s), ¬s(a, b), a ≠ b. More importantly, in contrast to all the well-known Horn fragments scriptEscriptL, DL-Lite, DLP, Horn-scriptSscriptHscriptIscriptQ, Horn- scriptSscriptRscriptOscriptIscriptQ of description logics, Horn-DL allows a form of the concept constructor "universal restriction" to appear at the left hand side of terminological inclusion axioms. Namely, a universal restriction can be used in such places in conjunction with the corresponding existential restriction. In the long version of this paper, we present the first algorithm with PTime data complexity for checking satisfiability of Horn-DL knowledge bases. © 2013 Springer-Verlag.

We discuss here the complementarity effect of rewriting services in a language-translation Web service work-flow. The communication mediated by the machine translation service includes mistranslations and changed meanings, which are caused by the quality of the machine translation. To reduce these problems, we propose service reallocation and assemblage of the rewriting service by humans at each stage of the workflow. We set up two rewriting service allocation patterns: 1) a reallocation pattern as a previous rewriting process, and 2) a reallocation pattern as a follow-on rewriting process, for workflows consisting only of machine translations. A team of human judges provide multiple assessments of adequacy and fluency of sample sentences that are translated from English to Japanese using each pattern. Results indicated that the Japanese rewriting task as a follow-on rewriting service provided greater fluency than an English rewriting task as a previous rewriting service, with nearly equal adequacy.

We consider the problem of dipole source signals estimation in electroencephalography (EEG) using beamforming techniques in ill-conditioned settings. We take advantage of the link between the linearly constrained minimum-variance (LCMV) beamformer in sensor array processing and the best linear unbiased estimator (BLUE) in linear regression modeling. We show that the recently introduced reduced-rank extension of BLUE, named minimum-variance pseudounbiased reduced-rank estimator (MV-PURE), achieves much lower estimation error not only than LCMV beamformer, but also than the previously derived reduced-rank principal components (PC) and cross-spectral metrics (CSM) beamformers in ill-conditioned settings. The practical scenarios where the considered estimation model becomes ill-conditioned are discussed, then we show the applicability of MV-PURE dipole source estimator under those conditions through realistic simulations.
