Quantitative methods are becoming more and more important in political science. However, they are not applicable without computers and computer based systems. In this paper we apply natural language technologies, mainly text classification, to categorise bills of the Lithuanian parliament into the predefined groups for further use in voting analysis and in other text analytic tasks. As only the titles of bills were used, in general it can be claimed that the problem of short text classification, which is poorly explored in consideration with the Lithuanian language, is addressed in this study. © 2018 Inderscience Enterprises Ltd.

Low-rank Multi-view Subspace Learning (LMvSL) has shown great potential in cross-view classification in recent years. Despite their empirical success, existing LMvSL based methods are incapable of well handling view discrepancy and discriminancy simultaneously, which thus leads to the performance degradation when there is a large discrepancy among multi-view data. To circumvent this drawback, motivated by the block-diagonal representation learning, we propose Structured Low-rank Matrix Recovery (SLMR), a unique method of effectively removing view discrepancy and improving discriminancy through the recovery of structured low-rank matrix. Furthermore, recent low-rank modeling provides a satisfactory solution to address data contaminated by predefined assumptions of noise distribution, such as Gaussian or Laplacian distribution. However, these models are not practical since complicated noise in practice may violate those assumptions and the distribution is generally unknown in advance. To alleviate such limitation, modal regression is elegantly incorporated into the framework of SLMR (term it MR-SLMR). Different from previous LMvSL based methods, our MR-SLMR can handle any zero-mode noise variable that contains a wide range of noise, such as Gaussian noise, random noise and outliers. The alternating direction method of multipliers (ADMM) framework and half-quadratic theory are used to efficiently optimize MR-SLMR. Experimental results on four public databases demonstrate the superiority of MR-SLMR and its robustness to complicated noise. Copyright © 2020, The Authors. All rights reserved.

Nuclear detection, segmentation and morphometric profiling are essential in helping us further understand the relationship between histology and patient outcome. To drive innovation in this area, we setup a community-wide challenge using the largest available dataset of its kind to assess nuclear segmentation and cellular composition. Our challenge, named CoNIC, stimulated the development of reproducible algorithms for cellular recognition with real-time result inspection on public leaderboards. We conducted an extensive post-challenge analysis based on the top-performing models using 1,658 whole-slide images of colon tissue. With around 700 million detected nuclei per model, associated features were used for dysplasia grading and survival analysis, where we demonstrated that the challenge's improvement over the previous state-of-the-art led to significant boosts in downstream performance. Our findings also suggest that eosinophils and neutrophils play an important role in the tumour microevironment. We release challenge models and WSI-level results to foster the development of further methods for biomarker discovery. © 2023, CC BY-NC-SA.

The delegating private quantum computation(DQC)protocol with the universal quantum gate set{X,Z,H,P,R,CNOT}was firstly proposed by Broadbent et al.[Broadbent(2015)],and then Tan et al.[Tan and Zhou(2017)]tried to put forward a half-blind DQC protocol(HDQC)with another universal set{H,P,CNOT,T}.However,the decryption circuit of Toffoli gate(i.e.T)is a little redundant,and Tan et al.’s protocol[Tan and Zhou(2017)]exists the information *** addition,both of these two protocols just focus on the blindness of data(*** client’s input and output),but do not consider the blindness of computation(*** delegated quantum operation).For solving these problems,we propose a full-blind DQC protocol(FDQC)with quantum gate set{H,P,CNOT,T},where the desirable delegated quantum operation,one of{H,P,CNOT,T},is replaced by a fixed sequence(H,P,CZ,CNOT,T)to make the computation blind,and the decryption circuit of Toffoli gate is also *** shows that our protocol can not only correctly perform any delegated quantum computation,but also holds the characteristics of data blindness and computation blindness.

Exploring better Gamma, X-Ray and IR-Mid-R detectors, adequately sensitive to ambient temperatures and environmental conditions, is highly desirable. Therefore, following this path, we present detecting opportunities, based on data of experimental and theoretical investigation of the electronic and optical properties, photocurrent behavior at different bias voltages as well as the reflection for the He-Cd cw laser after irradiation by three different IR laser wavelengths, for recently grown TlPb2BrI4 single crystal with strong anisotropic, two-dimensional (2D) layered structure. The X-ray photoelectron spectroscopy brings data on binding energy values of core levels of TlPb2BrI4 for both as-grown and Ar+-ion-treated crystal surfaces as well as for elucidation of the energy distribution of the valence electronic states. In opposite to well-known IR-detector materials, TlPb2BrI4 crystal surface shows high chemical stability concerning Ar+-ion bombardment. Further, we carry out ab initio band-structure calculations to gain curves of total and partial densities of states and to elucidate the principal optical constants of TlPb2BrI4. The present studies indicate that, in spite of the fact that the TlPb2BrI4 crystal contains two very hazardous/toxic chemical elements, thallium and lead;however, it is chemically stable and reveals very low hygroscopic behavior when being exposed to environmental conditions. © 2022 Elsevier B.V.

Background: Despite major advances in artificial intelligence (AI) research for healthcare, the deployment and adoption of AI technologies remain limited in clinical practice. In recent years, concerns have been raised about the clinical, technical, ethical and legal risks associated with healthcare AI. To increase adoption in the real world, it is essential that AI technologies are trusted and accepted by patients, clinicians, health organisations and authorities. This paper describes the FUTURE-AI framework as the first international consensus guideline for trustworthy AI in healthcare. Methods: The FUTURE-AI consortium was founded in 2021 and now comprises 117 interdisciplinary experts from 50 countries representing all continents, including AI scientists, clinical researchers, biomedical ethicists, and social scientists. Over a two-year period, the consortium established guiding principles and best practices for trustworthy and deployable AI through an iterative process comprising an in-depth literature review, a modified Delphi survey, and online consensus meetings. Findings: The FUTURE-AI framework was established based on six guiding principles for trustworthy AI in healthcare, i.e. Fairness, Universality, Traceability, Usability, Robustness and Explainability. Through consensus, a set of 30 best practices were defined, addressing technical, clinical, socio-ethical and legal dimensions of trustworthy AI. The recommendations cover the entire lifecycle of healthcare AI, from design, development and validation to regulation, deployment, and monitoring. Interpretation: FUTURE-AI is a structured, risk-informed framework which provides guidance for constructing healthcare AI tools that will be trusted, deployed and adopted in real-world clinical practice. Researchers are encouraged to take the recommendations into account in proof-of-concept stages to facilitate future translation towards clinical practice of healthcare AI. Loss of secret keys is the deadly attack in public key cryptosystems. We present an identity-based threhold key-insulated proxy signature (IBTKIPS) scheme to settle the problem of key exposure in the identity-based proxy signature system. The proposed IBTKIPS scheme is secure in the standard model. In the IBTKIPS scheme, we use at least k out of n helper keys to refresh the temporary secret keys. The IBTKIPS scheme is more flexible and securer than the identity-based proxy signature scheme.

This paper works on one of the most recent pedestrian crowd evacuation models, i.e., "a simulation model for pedestrian crowd evacuation based on various AI techniques", developed in late 2019. This study adds a new feature to the developed model by proposing a new method and integrating it with the model. This method enables the developed model to find a more appropriate evacuation area design, among others regarding safety due to selecting the best exit door location among many suggested locations. This method is completely dependent on the selected model's output, i.e., the evacuation time for each individual within the evacuation process. The new method finds an average of the evacuees’ evacuation times of each exit door location;then, based on the average evacuation time, it decides which exit door location would be the best exit door to be used for evacuation by the evacuees. To validate the method, various designs for the evacuation area with various written scenarios were used. The results showed that the model with this new method could predict a proper exit door location among many suggested locations. Lastly, from the results of this research using the integration of this newly proposed method, a new capability for the selected model in terms of safety allowed the right decision in selecting the finest design for the evacuation area among other designs. © 2020, CC BY.
