This study is seeking for review and evaluation of electronic municipality as an alternative, complement or development of traditional municipality. Municipality is an organization which is responsible for arrangement and checking of city affairs. These affairs include all affairs related to the construction, transportation and traffic, cleanness, green space etc. In fact, municipality is a set of mechanism Involving city and citizenship whose purposes are supplying and meeting of civilians' material and spiritual needs. electronic government establishment is a prospect formed by all efforts based on IT development. To do this is not possible by traditional and bureaucratic ways which were prevalent before. So it is needed for the government to enter into the digital world step by step with other parts of the society and provide all necessary information and services in the form of on-line accessibility for everyone so that all parts of society can easily communicate with governmental sectors in advance with higher quality and lower cost and receive necessary services and exchange the information. Results show that Perfect application of a new technology needs social adoption and removing previous deficiencies and generally more perfect services. To do this in our country, it seems that deletion of municipalities in its traditional form and replacing it by electronic municipality can cause challenges even if these challenges are in the first years. In addition, this matter has some practical prohibitions too, since some operations cannot be offered electronically. Lack of necessary infrastructures may be one reason of that. Also, to be complement may be a sort of duties classifications and services between traditional municipality and electronic municipality regardless of having considerable and different progresses and offering service coordinated with current period. Transmission expansion planning is an important component of power system planning that affects all aspects of the power system including both generation and demand side in different ways. An inherent problem to today's restructured power markets is the congestion management problem. Since the transmission system is limited by operational and reliability constraints, the participants face significant congestion costs that can be alleviated by investing in transmission capacity. In this paper, an economics-based transmission expansion planning model is proposed. The model minimizes the costs of investment and congestion over a planning horizon that includes multiple load profiles. Decimal Codification Genetic Algorithm (DCGA) is then used to solve the resulting nonlinear mixed-integer problem. The model proposed here will be particularly useful for independent transmission planners who are responsible for making decisions regarding power network operations. The Garver's 6-bus network is examined to show the adequacy of the proposed model. Testing proposed expansion approach on an actual transmission network of northwest of Iran, the Azerbaijan regional electric company, the results reveals effectiveness of the model to handle realistic power networks.

This paper compares the efficiency of on-off Keying (OOK) modulation formats non-return-to-zero (NRZ) and return-to-zero (RZ) in both electrical and optical chromatic dispersion compensation. While In electrical compensator feed forward-decision feedback equalizer (FFE-DFE) method was applied, Dispersion Compensation Fiber (DCF) was chosen to evaluate the effect of modulation format on them. Hybrid excitation machines (HEMs) that consist of permanent magnet (PM) and field excitation coil (FEC) as their main flux sources has several attractive features compared to interior permanent magnet synchronous machines (IPMSM) conventionally employed in hybrid electric vehicles (HEVs). Among various types of HEM, the machine with both permanent magnet and field excitation coil located on the stator has the advantage of robust rotor structure similar as switch reluctance machine (SRM). In addition, the variable flux control capabilities from field excitation coil make this machine becoming more attractive to be applied for high-speed motor drive systems, coupled with reduction gear. This HEM can be categorized as hybrid excitation flux switching synchronous machine (HEFSSM). In this paper, a novel 12Slot-10Pole HEFSSM where the field excitation coil is wounded in radial direction in the stator is proposed for traction drives in HEVs. The design target of the proposed machine is a maximum torque of 210Nm with reduction gear ratio of 4:1, a maximum power of 123kW, a maximum power density more than 3.5kW/kg, and a maximum speed of 20,000r/min with similar restrictions and specifications in IPMSM used for LEXUS RX400h. The deterministic design optimization method based on 2D-FEA is used to treat design parameters defined in rotor, armature coil slot and field excitation coil slot until the target performances are achieved, under maximum current density condition for both armature coil and field excitation coil. The final results show that the final design HEFSSM is able to keep the same torque density in existing IPMSM installed on a commercial SUV-HEV.

The Trading Agent CAT Market Design Competition aims to implement intelligent adaptive systems for controlling the operations of an abstract double auction market on a day to day basis whereby simulated software trading agents participate to buy and sell according to special constraints and rules. In the competition, the given agent, called market specialist, runs in direct competition to other market agents in a highly uncertain environment which is characterized by lack of knowledge of the exact parameters of traders' strategies, their cost and budget preferences and the behavior of competing markets. In this paper, we will present a novel agent which is based on the use type-2 fuzzy systems to implement the agent charging policy. Through several experiments, it will be shown that the type-2 fuzzy based agent will be able to outperform the existing agents as well as its type-1 counterparts under high uncertainty conditions.

Ordinary CCTV can only be used to record incidents if it occur. It works without preventing it and it is only useful to be an evidence for the investigation. The purpose of developing this project is as the earlier prevention to avoid crime by giving alert or feedback from the object that was detected from captured video. The captured video in this project will be convert into frame of images and being analyze by using MATLAB software that already consist all the techniques of image processing. The output of this project will be classified if there is any motion or not by using the value of total sum of pixel value from each image data. The classification is actually based on the threshold value. This project indirectly reduce weakness and careless of human guard observation as it give continuous 24-hour monitoring of surveillance video to alert security officers to an intruder potential.

This article presents a 3D magnetotransistor for detecting magnetic field in three dimensions (B X , B Y , and B Z ) by relying on the difference between base and collector currents (ΔI CB ). This device used low biasing current. It was designed and fabricated using CMOS fabrication technology. The device structure consisted of one emitter, 4 collectors and 4 bases. LOCOS oxide was grown to surround the emitter area to limit lateral carrier loss, and therefore reducing the overall biasing current. The experiment showed that, at 0.2 mA of biasing current, the BX, BY and BZ direction sensitivity to magnetic field within the range of 0 - 400 mT are 0.05, 0.07 and 0.145 mV/mT, respectively.

This paper presents an adaptive control scheme for systems with uncertain deadzone nonlinearity at the input of a linear plant. A new model for deadzone inverse is developed and used in conjunction with any conventional controllers in order to reduce the effect of deadzone nonlinearity. The deadzone inverse model is notationally compact and is simpler to implement than existing schemes. Two cases are considered: The case where the deadzone spacing is known as well as the case of uncertain deadzone spacing. For the latter case, an adaptive update law is developed to estimate the deadzone spacing. The adaptive deadzone inverse controller is a breakaway from existing deadzone compensators which are implemented in discrete-time and can easily be combined with any of the advanced control methodologies. The stability of the closed-loop system is shown using Lyapunov arguments. Simulation results show that the control methodology greatly improves tracking performance over a PD type controller.
