In this paper, the e-JIKEI Network project, a project for creating community safety with present day technology, is reviewed. With the e-JIKEI Network, each individual watches around his/her house using cameras as his/her eyes, a computer as his/her brain, and software. For privacy protection, we propose the e-JIKEI with Privacy Protection, in which people who own and manage images (the owner) and people who have the right to view the images (the viewer) are separated by the encryption of the images. In order to evaluate our concept, social experiments have been performed. The present status and future prospects have been discussed in detail.

A novel microring resonator accelerometer is proposed. It is realized by a suspended straight waveguide coupled with a microring resonator. Under the external acceleration, the coupling coefficient is a function of gap spacing between the two waveguides. The mathematical model of the sensing element is established. Both the finite element method and coupled mode theory are adopted to analyze and optimize the proposed structure. Simulation results show that the mechanical sensitivity is 0.015 μm/g with the working frequency below 500 Hz and cross-axis sensitivity less than 0.001%, which is promising in seismic related applications.

Aimed at PSO's defect of prematurity, an improved particle swarm optimization(IPSO) is presented. The new arithmetic has better optimization performance by adding random data to premature particles' speed and position. It was applied to the parameter learning and training of Quantum Neural Network(QNN), and a higher efficiency speech recognition system which based on IPSO-QNN was established. The experimental results of MATLAB simulation showed that the new arithmetic did a better job in speech recognition rate and speed which make the best of faster quantum neural computation and PSO's global optimization ability.
