Enterprises value monitoring as it provides dependable e-services, whether it is an interactive Web site or programmatic Web service. However, this task becomes non-trivial when enterprises begin to require support from thousands of servers across geographical areas. How can the communications between a monitoring systems and remote servers be minimized? Could the task be achieved easily based on a readily available technology such as SNMP? How can we monitor thousands of servers powered by, say, Tomcat, which lacks SNMP support? How may a poorly responsive site be identified prior to being reported as a failure by SNMP? In this paper, we propose a unified e-monitoring system that enables system administrators to remotely monitor the health of distributed e-services in both the form of Web site and Web services. We further discuss our implementation experience based on a pragmatic prototype.

The tendering process is a key business process that helps businesses find a suitable contractor. In the building and construction industries, clients invite tenderers to submit an estimate of prices, detailing the costs associated with completing a building. In this way, the client can base their decision on the result of the tenders to select the most suitable contractor. Currently in Hong Kong, many of such tendering processes are still mainly manual and paper based. The tenderers need to collect the tender's booklet, price it, and bring it back to the client's office before the deadline. In this paper, we present a design and implementation of an e-tendering system by using Web services for the automation of such tendering processes. We also show how e-tendering reduces the problems that occur in the manual process.

In the business world, financial institutions like banks and investment firms heavily rely on technologies to manipulate daily operations and support business activities. Due to limited resources, outsourcing of computer system development and maintenance has become a trend for many years, but many problems still exist during system development. In particular, the inter-dependencies among these artifacts cause integration and reliability problems and make the development process difficult to maintain. In this paper, we propose the e-monitoring of outsourcing projects centered on a central administration server, strengthened by an alert management system (AMS). Remote monitoring agents working in conjunction with outsourced parties, constrained by control rules, (as well as human experts) generate alerts through the AMS when discrepancies are detected. These alerts ensure that problems are detected and overcome in a timely manner. Web services are employed as the underlying implementation infrastructure. We demonstrate our approach (overall and discrepancies monitoring) with a case study on a new project development in a financial institution regarding mandatory provident fund projects in Hong Kong.

The Hong Kong Police Force (HKPF) is currently utilizing static images stored in computers or on printed hard- copies to recognize Missing Persons (MP) and Wanted Persons (WP). This method is unsuitable for today's rapidly changing environment. The Missing Person Unit (MPU) is still using plastic sheets with human distinguishing characteristics to sketch the face of the MPs. This approach is inefficient and ineffective because of the limitations of manual working procedures, such as searching the image in the manual filing system. So, it is time the HKPF transformed those manual procedures into computerized systems because the recognition of MP or WP is a vital function in the MPU. Further, contemporary Web services technologies are being employed to solve various operational problems, such as mobile access and information integration with other governmental departments.

Peer-to-peer (P2P) topology has significant influence on the performance, search efficiency and functionality, and scalability of the application. In this paper, we propose a particle swarm optimization (PSO) approach to the problem of neighbor selection (NS) in P2P networks. Each particle encodes the upper half of the peer-connection matrix through the undirected graph, which reduces the search space dimension. The results indicate that PSO usually required shorter time to obtain better results than genetic algorithm (GA), specially for large scale problems.

Identification of nonlinear systems has drawn much attention in recent years. This paper presents a new identification algorithm for Hammerstein models based on bacterial foraging. In specific, the biomimicry of the bacterial chemotaxis algorithm is used to identify model parameters. A flowchart of this identification algorithm is given. Simulation and Comparison studies show that the proposed bacterial foraging based approach outperforms the particle swarm optimization in terms of both convergence and precision.

There is now an increasing demand for sharing images and image data for process integration among healthcare institutions. Web services technology has recently been widely proposed and gradually adopted as a platform for supporting integrations. The Health Insurance Portability and Accountability Act (HIPAA) imposes rules as national standards to protect individuals' health information in the U.S., highlighting security and privacy protection requirements. There are so far no holistic solutions to tackle the various protection issues in this area, especially in inter-institutional healthcare progress integration. We propose the exchange of medical images through a medical image exchange platform (MIEP), especially replacing ad-hoc and manual exchange practices. We show how contemporary technologies of Web services and watermarking can help archive images with layered implementation architecture. Through dedicated Web services technologies with watermarking mechanism, not only can the development, deployment, and maintenance of software be streamlined, the privacy protection in medical image exchanges as required by disparate processes can also be much facilitated

A novel design method of the self-tuning control algorithm is introduced for order-varying systems. In specific, the self-tuning regulator is optimized by the particle swarm optimization algorithm. The system error can be tracked by an implicit identification fashion in order to increase precision and decrease computation time. This method is suitable for typical industrial process control, especially for order-varying and large-time-delay systems. Simulations and comparisons show its advantages over traditional methods which are based on least-squares algorithms in terms of robustness and tracing precision.

Bloom's taxonomy of the cognitive domain and the SOLO taxonomy are being increasingly widely used in the design and assessment of courses, but there are some drawbacks to their use in computer science. This paper reviews the literature on educational taxonomies and their use in computer science education, identifies some of the problems that arise, proposes a new taxonomy and discusses how this can be used in application-oriented courses such as programming.
