This book constitutes the refereed proceedings of the First International Conference on Health Information science, held in Beijing, China, in April 2012. The 15 full papers presented together with 1 invited paper and 3 industry/panel statements in this volume were carefully reviewed and selected from 38 submissions. The papers cover all aspects of the health information sciences and the systems that support this health information management and health service delivery. The scope includes 1) medical/health/biomedicine information resources, such as patient medical records, devices and equipments, software and tools to capture, store, retrieve, process, analyze, optimize the use of information in the health domain, 2) data management, data mining, and knowledge discovery (in health domain), all of which play a key role in decision making, management of public health, examination of standards, privacy and security issues, and 3) development of new architectures and applications for health information systems.

The Pacific Rim International Conference on Artificial Intelligence (PRICAI) is a biennial international event which focuses on Artificial Intelligence (AI) theories and technologies, and their applications which are of social and economic importance for countries in the Pacific Rim region. Seven earlier conferences were held in: Nagoya, Japan (1990); Seoul, Korea (1992); Beijing, China (1994); Cairns, Australia (1996); Singapore (1998); Melbourne, Australia (2000); and Tokyo, Japan (2002). PRICAI 2004 was the eigth in the series and was held in Auckland, New Zealand in August 2004. PRICAI 2004 had attracted a historical record number of submissions, a total of 356 papers. After careful reviews by at least two international Program Committee members or referees, 94 papers were accepted as full papers (27%) and 54 papers (15%) were accepted as posters. Authors of accepted papers came from 27 countries. This volume of the proceedings contains all the 94 full papers but only a 2-page - tended abstract of each of the accepted posters. The full papers were categorized into four sections, namely: AI foundations, computational intelligence, AI technologies and systems, and AI specific application areas. Among the papers submitted, we found “Agent Technology” to be the area having the most papers submitted. This was followed by “Evolutionary Computing”, “Computational Learning”, and “Image Processing”.

The advancement of the Internet of Medical Things (IoMT) has led to the emergence of various health and emotion care services, e.g., health monitoring. To cater to increasing computational requirements of IoMT services, Mobile Edge Computing (MEC) has emerged as an indispensable technology in smart health. Benefiting from the cost-effectiveness of deployment, unmanned aerial vehicles (UAVs) equipped with MEC servers in Non-Orthogonal Multiple Access (NOMA) have emerged as a promising solution for providing smart health services in proximity to medical devices (MDs). However, the escalating number of MDs and the limited availability of communication resources of UAVs give rise to a significant increase in transmission latency. Moreover, due to the limited communication range of UAVs, the geographically-distributed MDs lead to workload imbalance of UAVs, which deteriorates the service response delay. To this end, this paper proposes a UAV-enabled Distributed computation Offloading and Power control method with Multi-Agent, named DOPMA, for NOMA-based IoMT environment. Specifically, this paper introduces computation and transmission queue models to analyze the dynamic characteristics of task execution latency and energy consumption. Moreover, a credit assignment scheme-based reward function is designed considering both system-level rewards and rewards tailored to each MD, and an improved multi-agent deep deterministic policy gradient algorithm is developed to derive offloading and power control decisions independently. Extensive simulations demonstrate that the proposed method outperforms existing schemes, achieving \(7.1\%\) reduction in energy consumption and \(16\%\) decrease in average delay.

The Self-Organizing Map (SOM) is one of the most frequently used architectures for unsupervised artificial neural networks. Introduced by Teuvo Kohonen in the 1980s, SOMs have been developed as a very powerful method for visualization and unsupervised classification tasks by an active and innovative community of interna tional researchers. A number of extensions and modifications have been developed during the last two decades. The reason is surely not that the original algorithm was imperfect or inad equate. It is rather the universal applicability and easy handling of the SOM. Com pared to many other network paradigms, only a few parameters need to be arranged and thus also for a beginner the network leads to useful and reliable results. Never theless there is scope for improvements and sophisticated new developments as this book impressively demonstrates. The number of published applications utilizing the SOM appears to be unending. As the title of this book indicates, the reader will benefit from some of the latest the oretical developments and will become acquainted with a number of challenging real-world applications. Our aim in producing this book has been to provide an up to-date treatment of the field of self-organizing neural networks, which will be ac cessible to researchers, practitioners and graduated students from diverse disciplines in academics and industry.
