Received his B.Sc. from the University of Bombay India an M.A. in mathematics from the University of Cambridge U.K. and a Ph.D. in physics from the University of Maryland. He is currently an Associate Executive Director of the Network Technology Division at COMSAT Laboratories. He has been involved in research and development activities in ISDN VSAT networks data communications and network systems and architectures. Prior to his current positions Dr. Chitre was a Principal Scientist in the Network Technology Division at COMSAT Laboratories. Dr. Chitre joined COMSAT Laboratories in 1980. He has made major contributions to the analysis and architecture of data communication ISDN and BISDN via satellite. Dr. Chitre directs and participates in the international and national standards activities in ISDN BISDN and data communication as they apply to satellite communication. He was Chairman of the Working Group on Protocols and Network Timing Function of the CCIR/CCITT Joint Ad Hoc Group on ISDN-Satellite Matters during 1990–1992. Currently he is the Chairman of the Working Group on New Technologies in the ITU Intersector Coordinating Group (ICG) on Satellite Matters. Dr. Chitre was a programme manager during 1990 and 1991 on a contract from INTELSAT on systems studies on satellite communications systems architectures for ISDN and broadband ISDN systems. Currently he is the technical manager of the DoD Contract on ATM via satellite demonstration and the programme manager for the INTELSAT contract on analysis and top-level specification of INTELSAT ISDN subnetworks and SDH compatible transport network. He received his B.S. in electrical engineering at the University of Central Florida in 1984. Since then his duties at the Naval Training Systems Center have centered around acoustic simulation and the technical management of surface anti-submarine warfare trainer procurements. Rodney A. Long:is the lead software engineer for Device 14A12 Surface Anti-Submarine Warfare Team Trainers at the Naval Training Systems Center in Orlando Florida. He received his B.S. in computer engineering at the University of South Carolina in 1987. He has been with the Naval Training Systems Center since 1987 as the government software engineer on a variety of training systems for the Army Navy and Marine Corps.

His interests include application of computers to all aspects of engineering with particular emphasis on utilization of small computers. Mr. Calvert is a licensed professional engineer in Maryland. He received a BSEE from Drexel University in 1969 and since that time has completed a number of graduate courses related to machinery acoustics. Francisco A. Rodriguez:is an engineer with the Propulsion and Auxiliary Systems Department David Taylor Research Center. He was formerly with the Computer-Aided Design/Interactive Graphics Group of the Division of Engineering and Weapons U.S. Naval Academy. His interests include interfacing the computer aided design to the computer aided manufacturing along with related software and hardware development. Mr. Rodriguez received a BSEEfrom the University of Virginia in 1968. James S. Slebzak:is a mechanical engineering technician with the Propulsion and Auxiliary Systems Department David Taylor Research Center. He received his machinists papers in 1971 after serving his apprenticeship at David Taylor Research Center. He continued his education and became the senior numerical control programmer at the Annapolis Laboratory. He completed his mechanical technology degree from Anne Arundel Community College in 1986. His interests are in the application of numerically controlled manufacturing techniques to prototype machinery components.

After completing naval training he obtained a Bridge Watchkeeping Certificate with subsequent employment as communications officer. Upon completion of his Engineering Certificate of Competency his appointments encompassed the following: engineering officer in several HMC ships various engineering positions in Defence Headquarters and HMC dockyards and officer-in-charge of the Engineering Division Halifax. His last naval appointment in Defence Headquarters was as section head responsible for machinery controls interior communications and navigation systems he was also project manager for the Shipboard Integrated Machinery Control System (SHINMACS). In 1987 he took up the position of manager technical development at CAE Electronics Ltd. Montreal Canada. Rashid Khan:obtained an honors degree in electrical and electronics engineering at Newcastle-upon-Tyne Polytechnic England in 1973. After graduation he worked as a software design engineer on various real-time systems before joining a large packet switching project in Belgium. He was responsible for optimisation and integration of the Network Management Center. He emigrated to Canada in 1981 and joined CAE Electronics Ltd. where he has worked in a supervisory capacity on several real-time control systems. She is currently the president of Vail Research and Technology Corporation. Experience includes twelve years in reliability maintainability and availability (RMA) engineering software development and cost analysis in NA VSEA the Naval Surface Weapons Center and industry. She developed RMA requirements and performed simulations on a wide variety of naval ships and underwater weapons. She is a co-developer of the computer simulation techniques used in this paper for which she received a Group Achievement A ward from NA VSEA in 1980. Ms. Vail is currently a member of ASNE IEEE and the Society of Reliability Engineers. Publications include “DDG-47 Reliability Engineering Analysis”Naval Engineers JournalApril 1978. Steven K. Kleinattended Indiana University where he earned BS and MS degrees in mathemtical physics and completed course work for PhD degrees in mathematical physics and inorganic chemistry. He is currently a division director with ORI Inc. He has taught physics and mathematics at Indiana University and has over fifteen years experience in RMA engineering and management including director of product assurance for the joint cruise missile project. He has provided RMA engineering support to a broad spectrum of Navy and Air Force tactical and strategic weapon systems and is a past member of the NASA microcircuit line certification team. Kevin Balonis a graduate of the University of Maryland where he earned a BSEE degree. He is currently employed with ORI Inc. where he is performing a variety of projects related with implementation of higher order languages in embedded firmware architectures.

She received her commission from Officer Candidate School in April 1971 and performed her first tour of duty with VFP-63 NAS Miramar. LCdr. Paige then received her MS from the Naval Post Graduate School in June 1976 and returned to San Diego to serve as Head Support Software Division at the Fleet Combat Direction System Support Activity. In May 1981 she reported to NA VSEA (PMS-408) where she served initially as Chairman of the NAVMAT Software Engineering Environment Working Group. She has been assigned as Deputy AN/UYK-43 Acquisition Manager since October 1981. LCdr. Paige was designated a fully qualified Engineering Duty Officer in December 1983. Robert A. Converse:is presently the Acquisition Manager for the Ada Language System/Navy (ALS/N) for the Naval Sea Systems Command Tactical Embedded Computer Resources Project. As such he is responsible for the definition and development of the ALS/N to be provided as a Navy standard computer programming system for Navy mission critical applications. Mr. Converse received a Bachelor of Science degree in Physics from Wheaton College Wheaton II. He spent fourteen years with the Naval Underwater Systems Center Newport Rhode Island during which time he designed and developed the Fortran compiler for the Navy Standard AN/UYK-7 computer. Also during that period he received a Master of Science degree in Computer Science from the University of Rhode Island. His thesis for that degree was entitled “Optimization Techniques for the NUSC Fortran Cross-Compiler”. Mr. Converse started his involvement with the Ada program in 1975 with the initial “Strawman” requirements review. Subsequently he was named as the Navy Ada Distinguished Reviewer and was intimately involved in the selection and refinement of the Ada language as it evolved to become ANSI/MIL-STD-1815A.

Upon graduation he was employed for one year with the Pennsylvania Department of Highways as a construction engineer. In July 1940 he became a Marine Engineer at the Philadelphia Naval Shipyard where after a period of apprenticeship and special training in this new field he was assigned to the Machinery Scientific Group of the Design Division. In October 1945 he was transferred to the Design Division of the Bureau of Ships. Mr. Marron is now Head of the Project Coordination Office in the Machinery Systems Division of the Naval Ship Engineering Center. Mr. Marron is a member of ASNE ASE. Grover C. Bayles joined NAVSEC in February 1966 upon concluding a career in private industry in the allied field of engineering application of naval machinery. Responsibilities in NAVSEC have centered upon the application of gas turbine engines to naval combatant ships. Efforts have been directed primarily to technical coordination of procurement development of software requirements and technical liaison between the contractor and NAVSHIPS for the procurement of propulsion systems. Mr. Bayles is a member of ASNE ASE. Peter Robinson a native of Maine graduated from the Maine Maritime Academy in 1956 and received his Bachelor of Marine Science Degree U.S. Coast Guard License and Commission in the U.S. Naval Reserve. He presently holds a Second Assistant Engineers License for steam vessels. After a tour as Main Engines Officer aboard an aircraft carrier and some merchant service he entered the University of Maine. After four years he received his Bachelor of Science Degree in Mechanical Engineering. Upon graduation he was employed for four years with the Portsmouth Naval Shipyard in the Nuclear Power Division primarily in the Test Group.
