The present work proposes a paradigm for the analysis of social networks hidden within incomplete data models, based on the semantic mining of noisy corpora. A proof of concept is implemented and experimented on a partial database resulting from the capture of short text messages in line with the international project `Sms4science'.

Background: The COVID-19 pandemic highlighted gaps in health surveillance systems, disease prevention, and treatment globally. Among the many factors that might have led to these gaps is the issue of the financing of national health systems, especially in low-income and middle-income countries (LMICs), as well as a robust global system for pandemic preparedness. We aimed to provide a comparative assessment of global health spending at the onset of the pandemic;characterise the amount of development assistance for pandemic preparedness and response disbursed in the first 2 years of the COVID-19 pandemic;and examine expectations for future health spending and put into context the expected need for investment in pandemic preparedness. Methods: In this analysis of global health spending between 1990 and 2021, and prediction from 2021 to 2026, we estimated four sources of health spending: development assistance for health (DAH), government spending, out-of-pocket spending, and prepaid private spending across 204 countries and territories. We used the Organisation for Economic Co-operation and Development (OECD)'s Creditor Reporting System (CRS) and the WHO Global Health Expenditure Database (GHED) to estimate spending. We estimated development assistance for general health, COVID-19 response, and pandemic preparedness and response using a keyword search. Health spending estimates were combined with estimates of resources needed for pandemic prevention and preparedness to analyse future health spending patterns, relative to need. Findings: In 2019, at the onset of the COVID-19 pandemic, US$9·2 trillion (95% uncertainty interval [UI] 9·1–9·3) was spent on health worldwide. We found great disparities in the amount of resources devoted to health, with high-income countries spending $7·3 trillion (95% UI 7·2–7·4) in 2019;293·7 times the $24·8 billion (95% UI 24·3–25·3) spent by low-income countries in 2019. In this paper, the altitude tracking problem for an Unmanned Aircraft System (UAS) is considered under the assumption that the altitud velocity is unknown. Since in a practical implementation the employed sensors used to measure the altitude (Barometer and GPS) do not provide the altitude velocity. The proposed strategy was designed by using a Super-Twisting controller based on a High Order Sliding Mode Observer. A comprehensive stability analysis based on the Lyapunov Stability Theory guarantees the convergence of the tracking error in finite time. To demonstrate the performance of the proposed solution, a set of simulation results are presented.

Background: Hearing loss affects access to spoken language, which can affect cognition and development, and can negatively affect social wellbeing. We present updated estimates from the Global Burden of Disease (GBD) study on the prevalence of hearing loss in 2019, as well as the condition's associated disability. Methods: We did systematic reviews of population-representative surveys on hearing loss prevalence from 1990 to 2019. We fitted nested meta-regression models for severity-specific prevalence, accounting for hearing aid coverage, cause, and the presence of tinnitus. We also forecasted the prevalence of hearing loss until 2050. Findings: An estimated 1·57 billion (95% uncertainty interval 1·51–1·64) people globally had hearing loss in 2019, accounting for one in five people (20·3% [19·5–21·1]). Of these, 403·3 million (357·3–449·5) people had hearing loss that was moderate or higher in severity after adjusting for hearing aid use, and 430·4 million (381·7–479·6) without adjustment. The largest number of people with moderate-to-complete hearing loss resided in the Western Pacific region (127·1 million people [112·3–142·6]). Of all people with a hearing impairment, 62·1% (60·2–63·9) were older than 50 years. The Healthcare Access and Quality (HAQ) Index explained 65·8% of the variation in national age-standardised rates of years lived with disability, because countries with a low HAQ Index had higher rates of years lived with disability. By 2050, a projected 2·45 billion (2·35–2·56) people will have hearing loss, a 56·1% (47·3–65·2) increase from 2019, despite stable age-standardised prevalence. Interpretation: As populations age, the number of people with hearing loss will increase. Interventions such as childhood screening, hearing aids, effective management of otitis media and meningitis, and cochlear implants have the potential to ameliorate this burden. Background: The sustainable development goals (SDGs) aim to end HIV/AIDS as a public health threat by 2030. Understanding the current state of the HIV epidemic and its change over time is essential to this effort. This study assesses the current sex-specific HIV burden in 204 countries and territories and measures progress in the control of the epidemic. Methods: To estimate age-specific and sex-specific trends in 48 of 204 countries, we extended the Estimation and Projection Package Age-Sex Model to also implement the spectrum paediatric model. We used this model in cases where age and sex specific HIV-seroprevalence surveys and antenatal care-clinic sentinel surveillance data were available. For the remaining 156 of 204 locations, we developed a cohort-incidence bias adjustment to derive incidence as a function of cause-of-death data from vital registration systems. The incidence was input to a custom Spectrum model. To assess progress, we measured the percentage change in incident cases and deaths between 2010 and 2019 (threshold >75% decline), the ratio of incident cases to number of people living with HIV (incidence-to-prevalence ratio threshold <0·03), and the ratio of incident cases to deaths (incidence-to-mortality ratio threshold <1·0). Findings: In 2019, there were 36·8 million (95% uncertainty interval [UI] 35·1–38·9) people living with HIV worldwide. There were 0·84 males (95% UI 0·78–0·91) per female living with HIV in 2019, 0·99 male infections (0·91–1·10) for every female infection, and 1·02 male deaths (0·95–1·10) per female death. Global progress in incident cases and deaths between 2010 and 2019 was driven by sub-Saharan Africa (with a 28·52% decrease in incident cases, 95% UI 19·58–35·43, and a 39·66% decrease in deaths, 36·49–42·36). This paper focuses on the aerodynamic design and performance of a mini airplane UAV. The mini aerial vehicle is based on a conceptual design considering a high aerodynamic finesse (a high ratio between lift and drag), flying and handling qualities in order to perform a reliable and stable flight. The equations of motion are described using the Newton-Euler formulation and the stability derivatives are obtained from the aerodynamic design of the aerial vehicle. A static analysis is presented in order to study the mini airplane in trim condition. Simulations illustrate the performance for the closed-loop system of the aerial vehicle. The platform and its avionics are developed using low-cost, easy operation, sensors and components.

This paper addresses the development and implementation of a testbed for object's manipulation by using unmanned aerial vehicles *** and the VICON Cameras System. Such testbed allows the user to choose among two development environments to perform aerial manipulation establishing a communication with LabVIEW, ROS and the C++ Qt library;thus, the user can employ the development environment more suitable for his application. Drone (v1 or v2) via a WiFi connection which sends and receives data using the communication protocol UDP and sockets for connection with the vehicle UDP ports. This platform sends control and navigation commands to the UAVs in order to position them in the space with user interaction by means of a graphical user interface. This testbed enables the implementation of more complex applications, such as complex controllers. In addition, to validate the effectiveness of this testbed, experimental results of aerial manipulation between two quadrotors are presented.

A novel approach based on Unscented Kalman Filter (UKF) is proposed for nonlinear state estimation. The Invariant UKF, named π-IUKF, is a recently introduced algorithm dedicated to nonlinear systems possessing symmetries as illustrated by the quaternion-based mini Remotely Piloted Aircraft System (RPAS) kinematics modeling considered in this paper. Within an invariant framework, this algorithm suggests a systematic approach to determine all the symmetry-preserving terms which correct accordingly the nonlinear state-space representation used for prediction, without requiring any linearization. Thus, based on both invariant filters, for which Lie groups have been identified and UKF theoretical principles, the developed π-IUKF has been previously and successfully applied to the mini-RPAS attitude estimation problem, highlighting remarkable invariant properties. We propose in this paper to extend the theoretical background and the applicability of our proposed π-IUKF observer to the case of a mini-RPAS equipped with an aided Inertial Navigation System (INS) which leads to augment the nonlinear state space representation with both velocity and position differential equations. All the measurements are provided on board by a set of low-cost and low-performance sensors (accelerometers, gyrometers, magnetometers, barometer and even Global Positioning System (GPS)). Our designed π-IUKF estimation algorithm is described in this paper and its performances are evaluated by exploiting successfully real flight test data. Indeed, the whole approach has been implemented onboard using a data logger based on the well-known Paparazzi system. The results show promising perspectives and demonstrate that nonlinear state estimation converges on a much bigger set of trajectories than for more traditional approaches.

Current multi-operator image resizing methods succeed in generating impressive results by using image similarity measure to guide the resizing process. An optimal operation path is found in the resizing space. However, their slow resizing speed caused by inefficient computation strategy of the bidirectional patch matching becomes a drawback in practical use. In this paper, we present a novel method to address this problem. By combining seam carving with scaling and cropping, our method can realize content-aware image resizing very fast. We define cost functions combing image energy and dominant color descriptor for all the operators to evaluate the damage to both local image content and global visual effect. Therefore our algorithm can automatically find an optimal sequence of operations to resize the image by using dynamic programming or greedy algorithm. We also extend our algorithm to indirect image resizing which can protect the aspect ratio of the dominant object in an image.

Information-theoretic Measures for Objective Evaluation of Classifications

This work presents a systematic study of objective evaluations of abstaining classifications using Information-Theoretic Measures (ITMs). First, we define objective measures for which they do not depend on any free parameter. This definition provides technical simplicity for examining "objectivity" or "subjectivity" directly to classification evaluations. Second, we propose twenty four normalized ITMs, derived from either mutual information, divergence, or cross-entropy, for investigation. Contrary to conventional performance measures that apply empirical formulas based on users' intuitions or preferences, the ITMs are theoretically more sound for realizing objective evaluations of classifications. We apply them to distinguish "error types" and "reject types" in binary classifications without the need for input data of cost terms. Third, to better understand and select the ITMs, we suggest three desirable features for classification assessment measures, which appear more crucial and appealing from the viewpoint of classification applications. Using these features as "meta-measures", we can reveal the advantages and limitations of ITMs from a higher level of evaluation knowledge. Numerical examples are given to corroborate our claims and compare the differences among the proposed measures. The best measure is selected in terms of the meta-measures, and its specific properties regarding error types and reject types are analytically derived.
