The study of electricity markets operation has been gaining an increasing importance in last years, as result of the new challenges that the electricity markets restructuring produced. This restructuring increased the competitiveness of the market, but with it its complexity. The growing complexity and unpredictability of the market's evolution consequently increases the decision making difficulty. Therefore, the intervenient entities are forced to rethink their behaviour and market strategies. Currently, lots of information concerning electricity markets is available. These data, concerning innumerous regards of electricity markets operation, is accessible free of charge, and it is essential for understanding and suitably modelling electricity markets. This paper proposes a tool which is able to handle, store and dynamically update data. The development of the proposed tool is expected to be of great importance to improve the comprehension of electricity markets and the interactions among the involved entities.

The smart grid concept appears as a suitable solution to guarantee the power system operation in the new electricity paradigm with electricity markets and integration of large amounts of Distributed Energy Resources (DERs). Virtual Power Player (VPP) will have a significant importance in the management of a smart grid. In the context of this new paradigm, Electric Vehicles (EVs) rise as a good available resource to be used as a DER by a VPP. This paper presents the application of the Simulated Annealing (SA) technique to solve the Energy Resource Management (ERM) of a VPP. It is also presented a new heuristic approach to intelligently handle the charge and discharge of the EVs. This heuristic process is incorporated in the SA technique, in order to improve the results of the ERM. The case study shows the results of the ERM for a 33-bus distribution network with three different EVs penetration levels, i. e., with 1000, 2000 and 3000 EVs. The results of the proposed adaptation of the SA technique are compared with a previous SA version and a deterministic technique.

This paper presents an artificial neural network applied to the forecasting of electricity market prices, with the special feature of being dynamic. The dynamism is verified at two different levels. The first level is characterized as a re-training of the network in every iteration, so that the artificial neural network can able to consider the most recent data at all times, and constantly adapt itself to the most recent happenings. The second level considers the adaptation of the neural network's execution time depending on the circumstances of its use. The execution time adaptation is performed through the automatic adjustment of the amount of data considered for training the network. This is an advantageous and indispensable feature for this neural network's integration in ALBidS (Adaptive Learning strategic Bidding System), a multi-agent system that has the purpose of providing decision support to the market negotiating players of MASCEM (Multi-Agent Simulator of Competitive Electricity Markets).

This paper presents an approach for text processing of PDF documents with well-defined layout structure. The scope of the approach is to explore the font's structure of PDF documents, using perceptual grouping. It consists on the extraction of text objects from the content stream of the documents and its grouping according to a set criterion, making also use of geometric-based regions in order to achieve the correct reading order. The developed approach processes the PDF documents using logical and structural rules to extract the entities present in them, and returns an optimized XML representation of the PDF document, useful for re-use, for example in text categorization. The system was trained and tested with Portuguese Legislation PDF documents extracted from the electronic Republic's Diary. Evaluation results show that our approach presents good results. The emergence of new business models, namely, the establishment of partnerships between organizations, the chance that companies have of adding existing data on the web, especially in the semantic web, to their information, led to the emphasis on some problems existing in databases, particularly related to data quality. Poor data can result in loss of competitiveness of the organizations holding these data, and may even lead to their disappearance, since many of their decision-making processes are based on these data. For this reason, data cleaning is essential. Current approaches to solve these problems are closely linked to database schemas and specific domains. In order that data cleaning can be used in different repositories, it is necessary for computer systems to understand these data, i.e., an associated semantic is needed. The solution presented in this paper includes the use of ontologies: (i) for the specification of data cleaning operations and, (ii) as a way of solving the semantic heterogeneity problems of data stored in different sources. With data cleaning operations defined at a conceptual level and existing mappings between domain ontologies and an ontology that results from a database, they may be instantiated and proposed to the expert/specialist to be executed over that database, thus enabling their interoperability.

The rapid proliferation of human population and the growth of consumption leaded to an increase of hazardous waste. This becomes a worldwide ecological and environmental challenge. According to last available statistics the estimated global municipal solid waste reached 2.02 billion tons. Unfortunately there is not only solid waste: vegetable oil, one kind of liquid waste, used in food manufacturing, is responsible for serious contamination of water resources. Its collection is profitable by recycling into biodiesel and is already regulated in some countries. However it faces several logistic issues. Major issues are related to collection delays, which lead to oil giveaway, and reduced collection [1,2]. This paper proposes a solution to some of these logistic problems introducing a system to manage cooking oil collection in order to increase collection profits. The developed system follows a defined oil collection plan in order to optimize collection routes, introducing a sensor network that triggers collection events to a central system overcoming the current collection delays and wastes. The system is being tested in a real scenario with a Portuguese cooking oil collection company.

The introduction of new distributed energy resources, based on natural intermittent power sources, in power systems imposes the development of new adequate operation management and control methods. This paper proposes a short-term Energy Resource Management (ERM) methodology performed in two phases. The first one addresses the hour-ahead ERM scheduling and the second one deals with the five-minute ahead ERM scheduling. Both phases consider the day-ahead resource scheduling solution. The ERM scheduling is formulated as an optimization problem that aims to minimize the operation costs from the point of view of a virtual power player that manages the network and the existing resources. The optimization problem is solved by a deterministic mixed-integer non-linear programming approach and by a heuristic approach based on genetic algorithms. A case study considering a distribution network with 33 bus, 66 distributed generation, 32 loads with demand response contracts and 7 storage units has been implemented in a PSCADbased simulator developed in the field of the presented work, in order to validate the proposed short-term ERM methodology considering the dynamic power system behavior.

People with vision disabilities deal with serious limitations while moving around. Common navigation systems do not fully address the needs of blind people, which can only be attended with an adapted product. Blavigator is a navigation system for the blind, currently being developed at the University of Trás-os-Montes e Alto Douro. Blavigator proposes a solution to enhance mobility, finding routes and providing contextual information about points of interest in user's surroundings, guiding him to a desired destination. In this paper is presented the navigation module of Blavigator that ensures a continuous feed of information with sufficient detail allowing the blind user to reach the desired destination successfully. A pilot test with 5 blindfolded persons was conducted to test the navigation module feasibility and do some performance analysis. The results are promising and provide evidence that the navigation module helps blind people to successfully reach the desired destination.

Assistive technology enables people to achieve independence when performing daily tasks and it enhances their overall quality of life. Visual information is the basis for most navigational tasks, so visually impaired individuals are at disadvantage due to the lack of sufficient information about their surrounding environment. With recent advances in inclusive technology it is possible to extend the support given to people with visual disabilities in terms of their mobility. In this context we propose and describe the Blavigator project, whose global objective is to assist visually impaired people in their navigation on indoor and outdoor environments. This paper is focused mainly on the Computer Vision module of the Blavigator prototype. We propose an object collision detection algorithm based on disparity images. The proposed algorithm uses a 2D Ensemble Empirical Mode Decomposition image optimization algorithm and a two layer disparity image segmentation to detect nearby objects.

In this work, a novel method for segmentation of Remote Sensing (RS) images based on the Darwinian Particle Swarm Optimization (DPSO) for determining the n-1 optimal n-level threshold on a given image is proposed. The efficiency of the proposed method is compared with the Particle Swarm Optimization (PSO) based segmentation method. Results show that DPSO-based image segmentation performs better than PSO-based method in a number of different measures.
