KAGRA, the underground and cryogenic gravitational-wave detector, was operated for its solo observation from February 25 to March 10, 2020, and its first joint observation with the GEO 600 detector from April 7 to April 21, 2020 (O3GK). This study presents an overview of the input optics systems of the KAGRA detector, which consist of various optical systems, such as a laser source, its intensity and frequency stabilization systems, modulators, a Faraday isolator, mode-matching telescopes, and a high-power beam dump. These optics were successfully delivered to the KAGRA interferometer and operated stably during the observations. The laser frequency noise was observed to limit the detector sensitivity above a few kilohertz, whereas the laser intensity did not significantly limit the detector sensitivity.

This article's main contributions are twofold: 1) to demonstrate how to apply the general European Union's High-Level Expert Group's (EU HLEG) guidelines for trustworthy AI in practice for the domain of healthcare and 2) to investigate the research question of what does 'trustworthy AI' mean at the time of the COVID-19 pandemic. To this end, we present the results of a post-hoc self-assessment to evaluate the trustworthiness of an AI system for predicting a multiregional score conveying the degree of lung compromise in COVID-19 patients, developed and verified by an interdisciplinary team with members from academia, public hospitals, and industry in time of pandemic. The AI system aims to help radiologists to estimate and communicate the severity of damage in a patient's lung from Chest X-rays. It has been experimentally deployed in the radiology department of the ASST Spedali Civili clinic in Brescia, Italy, since December 2020 during pandemic time. The methodology we have applied for our post-hoc assessment, called Z-Inspection®, uses sociotechnical scenarios to identify ethical, technical, and domain-specific issues in the use of the AI system in the context of the pandemic. © 2020 IEEE.

An effect of tsunami to hotel occupancy: A case of Phuket, Thailand

As a popular city for global tourists, more than one third of the Phuket GPP depends on the hotel and restaurant sector. The 2004 Indian Ocean Tsunami caused a serious physical damage to hotels and a high cancellation of bookings in the post disaster period, which, in turn, led to most THB 3 billion drop of the hotel and restaurant sector income in 2005 in Phuket. In addition, many tourism facilities in Phuket suffered bankruptcy or a slump, because they started their business again immediately after the reconstruction phase, while tourists did not really come back. This paper is an initiative study of our research project to evaluate the effects of the 2004 Indian Ocean Tsunami on Hotel Occupancy, with a focus on the speed for the physical reconstruction and tourism market recovery. We collected the physical reconstruction period and the hotel occupancy recovery data of six hotels that located in the Patong Beach of Phuket from 2003 to 2017. Through calculation, the average of damage rate (i.e., unavailability of the rooms in this study) is 55.89%, with an average speed for the physical reconstruction to rebuild the rooms about 6.07% of the overall rooms per month. The quotient of these two values indicates that the reconstruction period is around 9.2 months. However, the average period for reconstruction and tourism recovery is about 20 months. There is an about 11 months' delay between that hotel and resorts have finished the reconstruction and the tourists start to visit Phuket as usual. Therefore, the local government, local tourist authority, and hotel entrepreneurs can consider these findings in order to prepare the recovery plan for tourism industry in the future tsunami.

Background: The COVID-19 pandemic highlighted gaps in health surveillance systems, disease prevention, and treatment globally. Among the many factors that might have led to these gaps is the issue of the financing of national health systems, especially in low-income and middle-income countries (LMICs), as well as a robust global system for pandemic preparedness. We aimed to provide a comparative assessment of global health spending at the onset of the pandemic;characterise the amount of development assistance for pandemic preparedness and response disbursed in the first 2 years of the COVID-19 pandemic;and examine expectations for future health spending and put into context the expected need for investment in pandemic preparedness. Methods: In this analysis of global health spending between 1990 and 2021, and prediction from 2021 to 2026, we estimated four sources of health spending: development assistance for health (DAH), government spending, out-of-pocket spending, and prepaid private spending across 204 countries and territories. We used the Organisation for Economic Co-operation and Development (OECD)'s Creditor Reporting System (CRS) and the WHO Global Health Expenditure Database (GHED) to estimate spending. We estimated development assistance for general health, COVID-19 response, and pandemic preparedness and response using a keyword search. Health spending estimates were combined with estimates of resources needed for pandemic prevention and preparedness to analyse future health spending patterns, relative to need. Findings: In 2019, at the onset of the COVID-19 pandemic, US$9·2 trillion (95% uncertainty interval [UI] 9·1–9·3) was spent on health worldwide. We found great disparities in the amount of resources devoted to health, with high-income countries spending $7·3 trillion (95% UI 7·2–7·4) in 2019;293·7 times the $24·8 billion (95% UI 24·3–25·3) spent by low-income countries in 2019. Recurrent neural networks (RNNs) and their bidirectional long short term memory (BLSTM) variants are powerful sequence modelling approaches. Their inherently strong ability in capturing long range temporal dependencies allow BLSTM-RNN speech synthesis systems to produce higher quality and smoother speech trajectories than conventional deep neural networks (DNNs). In this paper, we improve the conventional BLSTM-RNN based approach by introducing a multi-task learned structured output layer where spectral parameter targets are conditioned upon pitch parameters prediction. Both objective and subjective experimental results demonstrated the effectiveness of the proposed technique.

Aims of this study is to analyze the comparison of the characteristics and performance of dry and wet cocoa bean supply chains. The analytical method used the characteristics and supply chain performance with qualitative descriptive analysis using the FSCN (Food Supply Chain Networking) analysis framework. The research results indicated that there are currently two cocoa bean supply chain models in East Luwu District, namely the Dry Cocoa Bean Supply Chain and the Wet Cocoa Bean Supply Chain. The dry cocoa bean supply chain consisted of farmers, collectors, wholesalers and exporters/processing industries, while the wet cocoa bean supply chain consisted of the farmers, collectors and purchasing units (PT. Mars Symbioscience). The Supply chain performance of the wet bean supply chain models showed more effective and more efficient performances with a marketing margin of IDR 31,200 per kilogram and farmer’s share of 100%. The wet supply chain model could become a role model in cocoa agribusiness activities in South Sulawesi because it showed effective and efficient performance.

GFTSM-based Model Predictive Torque Control for PMSM Drive System With Single Phase Current Sensor

A global fast terminal sliding mode (GFTSM)-based model predictive torque control (MPTC) strategy is developed for permanent magnet synchronous motor (PMSM) drive system with only one phase current sensor. Generally two phase-current sensors are indispensable for MPTC. In response to only one phase current sensor available and the change of stator resistance, a novel adaptive observer for estimating the remaining two phase currents and time-varying stator resistance is proposed to perform MPTC. Moreover, in view of the variation of system parameters and external disturbance, a new GFTSM-based speed regulator is synthesized to enhance the drive system robustness. In this paper, the GFTSM, based on sliding mode theory, employs the fast terminal sliding mode in both the reaching stage and the sliding stage. The resultant GFTSM-based MPTC PMSM drive system with single phase current sensor has excellent dynamical performance which is very close to the GFTSM-based MPTC PMSM drive system with two-phase current sensors. On the other hand, compared with proportional-integral (Pl)-based and sliding mode (SM)-based MPTC PMSM drive systems, it possesses better dynamical response and stronger robustness as well as smaller total harmonic distortion (THD) index of three-phase stator currents in the presence of variation of load torque. The simulation results validate the feasibility and effectiveness of the proposed scheme.

The detections of gravitational waves (GW) by LIGO/Virgo collaborations provide various possibilities to physics and astronomy. We are quite sure that GW observations will develop a lot both in precision and in number owing to the continuous works for the improvement of detectors, including the expectation to the newly joined detector, KAGRA, and the planned detector, LIGO-India. In this occasion, we review the fundamental outcomes and prospects of gravitational wave physics and astronomy. We survey the development focusing on representative sources of gravitational waves: binary black holes, binary neutron stars, and supernovae. We also summarize the role of gravitational wave observations as a probe of new physics. © 2021, CC BY.
