THE “TRADE—OFF” BETWEEN LEARNING AND INFLATION IN SHIPBUILDING

作者: FRISCH, FRANZ A.P. TODD, CHARLES Dr. Franz A.P. Frischgraduated from the Technical University of Vienna in Austria. He has thirty years' experience in shipbuilding and related subjects. He has worked as a Naval Architect Guarantee Engineer Chief Estimator Production Manager and Director for Shipyard Planning and Maintenance in Austria Denmark Sweden and Germany. In 1956 he was first invited to the United States to testify on foreign cost and production in subsidy cases before the Maritime Administration. From 1957 through 1962 he was associated with several U.S. Naval Architect firms: was Owner's Representative in Europe and Japan conducted studies on transport economy for Venezuela ICC and shipowners and was a consultant for shipyard planning in Brazil and Europe. In 1963 he joined the Staff of the Center for Naval Analysis (CNA) and became Head of the Logistic Section and Study Director. There he originated the FDL ship and ship concept and was assigned as advisor to the Project Manager. From 1968 through 1974 Dr. Frisch was a Faculty member and visiting lecturer at Massachusetts Institute of Technology he lectured on Shipyard Management Ocean Transportation Systems Theory in Transportation and in Interdisciplinary Seminars. In 1972 and 1973 he was consultant to Dubai Drydock. Ltd. for layout of a new shipyard in the Arabian Gulf but since 1973 he has been with the Naval Sea Systems Command mostly involved in special projects. Dr. Frisch is also Adj. Professor for Virginia Polytechnic Institute & State University (VPI) where he teaches graduate courses in Advanced Engineering Economy and Management Concepts. Mr. Charles Toddis a graduate of Howard University School of Engineering Washington D.C where he has also pursued his graduate work. He has fifteen years' experience in New Construction Shipbuilding Acquisition Programs concentrating in the areas of Major Ship Class Project Engineering and Program Management. Naval Academy a BS degree in Electrical Engineering from the U. S. Navy Postgraduate School and a MS degree in Aeronautics and Astronautics from MIT. He is a qualified Surface Warfare Officer who served for seventeen years in the unrestricted line. Captain Beecher's military decorations include the Meritorious Service Medal with Star in lieu of Second Award. Mr. Anthony R. DiTrapani:is the Deputy Project Manager of the Guided Missile Frigate Ship Acquisition Project. He received his BS degree in Mechanical Engineering from the University of Wisconsin in 1958. He began his engineering career in the Navy's Bureau of Ships Steam Turbine and Gear Branch. specializing in steam turbine systems for nuclear submarines. In 1962 after completing graduate work at The George Washington University and a Navy–sponsored Electronics Training Program he joined the SQS–26 Sonar Project and served as Head of the Special Projects Section and subsequently the Test and Analysis Section until 1967. In 1967 he was selected to head the ASW Branch and later the Technical Management Plans Division for the DD–963 Ship Acquisition Project. Naval Sea Systems Command until 1971 when he was assigned to the FFG Project.

Coast Guard Academy in 1952 and served in Deck and Engineering assignments in major Coast Guard Cutters until 1955. Between 1955 and 1963 he worked at the Bethlehem Steel Co. Shipbuilding Division Baltimore Yard in engineering and project management for ship repair and conversion programs and at Puget Sound Bridge & Drydock Co. (now Lockheed Shipbuilding) as a Contract Administrator and Project Manager for ship construction and conversion. With the Navy's Bureau of Ships and its successor organizations since 1963. he has been Project Engineer and Technical Division Director for the design and acquisition of a wide variety of surface ships including Destroyers Navy Air Force and NASA Tracking Ships Oceanographic Ships: Minesweepers Patrol and Service Craft and the Sea Control Ship. Brace: USN reported for active duty in the U.S. Naval Reserve in June 1945 and upon his release from active duty in 1948 entered Chaffey Junior College Ontario Calif. from which he received his Associate Degree in Engineering in June 1949. Subsequently he attended Purdue University from which he received his BS degree in Chemical Engineering in 1951 and while on a Westinghouse Research Fellowship his MS degree in Engineering in 1952. He joined Phillips Petroleum Co. in Oklahoma as a research engineer with the Jet Fuel Research Group upon receiving the latter degree and while so serving obtained 12 patents. In January 1955 he was recalled to active duty and reported to Officers Candidate School. Newport R.I. Upon being commissioned in the U.S. Naval Reserve in May of that year he began his flight training at the Naval Air Training Command ultimately being designated a Naval Aviator and augumented into the regular Navy in 1956. He served with four carrier-based attack squadrons including three combat tours and in 1962 completed a duty assignment with the U.S. Army in South Vietnam. Other assignments include Catapult and Arresting Gear Officer USS Enterprise (CVN-65) duty on the Staff. Commander Naval Air Force. U.S. Atlantic Fleet: Assistant Chief of Staff for Material Task Force 78 during the mine countermeasure operations in North Vietnam Officer-in-Charge. Fleet Air Western Pacific Repair Activity Cubi Point P.I.: and Head. Aircraft Launch and Recovery Equipments Branch Ship Installations Division. Naval Air Systems Command from 1974 to 1976 during which he had full responsibility for all shore-based and shipboard aircraft launching and recovery systems and was Acquisition Manager for the SERD Catapult Program. Capt. Following this he served aboard ship in the U.S. Navy as Engineering Officer ultimately joining the Naval Sea Systems Command in 1961. Since that time he has held a variety of positions related to management of development programs and in 1975 received the Naval Sea Systems Command Special Achievement Award for his work in this area. He has published 16 technical papers and has been a frequent lecturer and briefer on Navy developmental programs. Currently. Mr. Benen is Program Manager in the Research and Technology Directorate of the Naval Sea Systems Command where he is responsible for Submarine and Surface Ship Concepts and Hydrodynamics Advance Ship Development Materials Handling and Stowage and Marine Corps Mobility. Among his major active programs are the Landing Vehicle Assault (LVA) the Special Warfare Craft Program the Container Offloading and Transfer System SWATH and the Merchant Ship Naval Augmentation Program. His work has included instruction in Naval Construction and Marine Engineering at Massachusetts Institute of Technology which lead to his MS degree in 1944 and in the Advanced Management Program at Harvard Graduate School in 1964. As an Engineering Duty Officer (ED) he has served in various Navy commands including Mare Island and New York Naval Shipyards USS Philippine Sea (CVA-47) during the Korean conflict as Chief Engineer and on the Staffs of both the Commander-in-Chief and the Commander Service Force U.S. Pacific Fleet as Fleet and Force Maintenance Officer. Within the Naval Ship Systems Command and its predecessor Bureau of Ships his duties included those of Director Facilities Division Head Hull Design Branch Director Ship Design Division Assistant Chief for Design Shipbuilding and Fleet Maintenance and from 1969 to 1972 as Commander Naval Ship Systems Command. Other assignments have included Project Manager for the Navy's Fast Deployment Logistic Ship Project from 1965 to 1967 Deputy Chief of Naval Material for Logistic Support from 1967 to 1969 and Chairman Naval Material Command Shipbuilding Council which commenced upon completion of his tour as Commander Naval Ships Systems Command in 1972. On 4 September 1973 he was appointed Director of the Defense Energy Task Group (DETG) and subsequently on 15 November 1973 as Director of Energy for the Department of Defense. Upon his retirement from the naval service in November 1974 he became Assistant to the President Global Marine Development Inc. based in Newport Beach Calif. A former President of ASNE from 1970 to 1971 he is currently the Vice-President of the Society of Naval Architects and Marine Engineers. In addition he is a member of the honorary engineering society Sigma Xi and listed among those named in “Who's Who in America.”

He is a Submarine Qualified Engineering Duty Officer. Prior to his current assignment in the Naval Sea Systems Command as Director of the Advanced Technology Systems Division he was Design Project Manager in the Norfolk Naval Shipyard. In his present assignment he supervises advanced ship concepts studies advanced ship and systems developments including amphibious and special warfare. He has had special education in management at the U.S. Naval Postgraduate School and at the Harvard Business School. Captain Albee earned a Navy Commendation Medal in 1969 as a result of his performance as Repair Officer while aboard the USS Holland (AS-32). He is a member of ASNE.

作者: MARCY, HT The Honorable H. Tyler (“Ty”) Marcy:was born in 1918 in Rochester New York but moved to Baltimore Maryland at an early age where he attended public schools. He is a graduate of the Massachusetts Institute of Technology from which he received both his BS and MS degrees in Electrical Engineering. Subsequent to receiving the latter degree in 1941 he designed and developed gun control systems in the MIT Servomechanism Laboratory until 1946 when he became Associate Director Special Projects Department M. W. Kellogg Company and worked on rocket engine development missile controls and analog air defense systems. In 1951 Mr. Marcy left Kellogg Company to join the IBM Corporation where he remained until 1972 and was employed in various engineering and managerial positions. At IBM his first assignment concerned the bomb/navigational system for the B-52 aircraft. He then moved into commercial development of data processing machines and peripheral devices subsequently being placed in a series of technical management positions which included Assistant Manager of Product Development Corporate Headquarters New York (1956) Manager Poughkeepsie N.Y. Laboratory (1957) Vice-President General Products Division (1962) Vice-President Systems Development Division (1965) and Director of Technology Corporate Headquarters Armonk N. Y. (1968). His last position was held until 1972 when he left IBM to do private consulting work in engineering management technology and program review. In October 1974 he was appointed by the President to his present office as Assistant Secretary of the Navy for Research and Development. Mr. Marcy has been a member of the Instrument Society of America since 1963 serving as its President from 1971 until 1974. In 1967 he became a Fellow of the Institute of Electrical and Electronic Engineers (IEEE) for his leadership in feedback control and for his significant contribution to the management of technical enterprise.
