Offshore wind power production is an attractive clean energy option, but the difficulty of access can lead to expensive and rare opportunities for maintenance. As part of the Structural Health and Prognostics Management (SHPM) project at Sandia National Laboratories, smart loads management (controls) are investigated for their potential to increase the fatigue life of offshore wind turbine rotor blades. Derating refers to altering the rotor angular speed and blade pitch to limit power production and loads on the rotor blades. High- fidelity analysis techniques like 3D finite element modeling (FEM) should be used alongside beam models of wind turbine blades to characterize these control strategies in terms of their effect to mitigate fatigue damage and extend life of turbine blades. This study will consider a commonly encountered damage type for wind turbine blades, the trailing edge disbond, and show how FEM can be used to quantify the effect of operations and control strategies designed to extend the fatigue life of damaged blades. The Virtual Crack Closure Technique (VCCT) will be used to post-process the displacement and stress results to provide estimates of damage severity/criticality and provide a means to estimate the fatigue life under a given operations and control strategy.

Chinese market is indispensable for the world's automobile enterprises, and all enterprises have strengthened the investment in Chinese market. Therefore, in order to expand more market shares in China, all automobile companies and independent automotive enterprises have implemented a series of management strategies, and, as a result, made the competition in China more intense. However, Chinese automobile enterprises have not been known to the world. Therefore, this paper selected the independent automobile company Chery as an example, based on the analysis of Chery automobile company, using SWOT and five forces model (5F) analysis to analyze it. Finally, we would like to put forward four solutions to solve the current problems. Through this paper, we hope to make contribution to the development of Chinese automobile enterprises in the future.

AIM: To investigate into the diversity of UGT1A1 polymorphism across three different districts in Japan and highlight genetic differences among the population in Japan. METHODS: We enrolled 50 healthy volunteers from each of the Yamaguchi (western part of Japan), Kochi(southern part of Japan) and Akita (northern part of Japan) prefectures. Blood samples (7 mL) were collected from each participant and stored in EDTA for subsequent genotyping by fragment size analysis, direct sequencing and TaqMan assay of UGT1A1*28, UGT1A7*3/UGT1A9*22 and UGT1A1*93/UGT1A1*6/ UGT1A1*27/UGT1A1*60/UGT1A7 (-57), respectively. RESULTS: The only statistically significant differences in allele polymorphisms among the group examined were for UGT1A1*6. The Akita population showed more UGT1A1*6 heterozygosity (P = 0.0496). CONCLUSION: Our study revealed no regional diversity among UGT1A1, UGT1A7 or UGT1A9 polymorphisms in Japan.

Personalized medicine will improve heath outcomes and patient satisfaction. However, implementing personalized medicine based on individuals’ biological information is far from simple, requiring genetic biomarkers that are mainly developed and used by the pharmaceutical companies for selecting those patients who benefit more, or have less risk of adverse drug reactions, from a particular drug. Genome-wide Association Studies (GWAS) aim to identify genetic variants across the human genome that might be utilized as genetic biomarkers for diagnosis and prognosis. During the last several years, high-density genotyping SNP arrays have facilitated GWAS that successfully identified common genetic variants associated with a variety of phenotypes. However, each of the identified genetic variants only explains a very small fraction of the underlying genetic contribution to the studied phenotypic trait. The replication studies demonstrated that only a small portion of associated loci in the initial GWAS can be replicated, even within the same populations. Given the complexity of GWAS, multiple sources of Type I (false positive) and Type II (false negative) errors exist. The inconsistency in genotypes that caused either by the genotypeing experiment or by genotype calling process is a major source of the false GWAS findings. Accurate and reproducible genotypes are paramount as inconsistency in genotypes can lead to an inflation of false associations. This article will review the sources of inconsistency in genotypes and discuss its effect in GWAS findings.

In order to describe the trend of motor system development of electric vehicle and to figure out the factors that would affect the external drives and the internal resources, the thesis uses scenario analysis method to be the basic framework, adding modified Delphi method to clarify time transition into five categories: changeless, changeable, disappeared, uncertain states and newborn. More precisely, the five factors is used to construct "Scenario Analysis of Markov Modified Delphi Method". The thesis focuses on motor system to do the Foresight analysis, using the transition concept of Markov Chain to clarify the key factors of uncertain states into motor system: brushless DC (BLDC) motor, surface permanent magnet synchronous motor and Switched Reluctance In-Wheel Motor. Moreover, the changeless concept of Markov Chain is used to be background, adding the key factors of changeable and uncertain states to clarify seven kinds of scenario portfolio: basic scenario, scenario assumption I, scenario assumption II, future scenario, breakthrough scenario I, breakthrough scenario II and challenge scenario. It could make the government, industries and related departments realize the development trend of key components about electric vehicle by the scenario descriptions. It can increase their willingness to invest in the related researches to achieve future image, also shape the usable engineering technique and integrated system concepts of electric vehicles in 2020 for public.

How to gauge credit risk: An investigation based on data envelopment analysis and the Markov chain model

Credit risk management is one of the most important issues in the financial services industry. This article proposes a formal methodology based on Data Envelopment Analysis (DEA) and the Markov chain model to assess the credit risk of major enterprises in Taiwan. The first step of this method involves the application of factor analysis to filter financial data according to dimensions and ratios. Second, we derive the credibility scores of domestic corporations with DEA. Third, regression analysis and discriminant analysis validate the results of DEA credibility scores. At this stage, we find that most firms in Taiwan need to improve their respective financial credibility. Fourth, we apply DEA credibility scores to the Markov chain model. Finally, we construct transition matrices to observe the transition process of the financial efficiency of the firms. The advantage of the proposed method is that it is simple to follow and implement, and its empirical results can enable banks and financial institutions to monitor their credit risk quite closely. By using this method, banks and other financial institutions will be able to make more efficient lending decisions and face the Basel Capital Accord in the future. © 2012 Copyright Taylor and Francis Group, LLC.

In this paper, we describe an analysis framework we developed in order to analyze the implementation of a simplification strategy in a Swiss Canton. This strategy is based on a participatory analysis of services and on the development of eGovernment foundations through the use of open standards and open source software. This framework takes into account both the supply side of administrative services and the user uptake. We will furthermore present preliminary results of our survey. © 2011 ACM.

A Hierarchical Methodology for Performance Evaluation Based on Data Envelopment Analysis: The Case of Companies’ Competitiveness in an Economy

In this research, we present a hierarchical Data Envelopment Analysis (DEA) methodology for competitiveness analysis. This methodology takes into account the heterogeneity of the decision making units (DMUs) as well as the diversity of the comparison criteria. We propose to homogenize the DMUs by grouping them hierarchically, which permits a better identification and definition of the criteria in each specific grouping. The methodology proceeds first by the determination of the performances or relative efficiencies, which are in turn aggregated into competitiveness indices in each grouping by the superiority index of [1];then, the overall competitiveness indices are determined additively along the hierarchical levels. We illustrate the methodology by a competitiveness analysis of several companies belonging to different sectors of activity in an economy, where are suggested ways of improvement for the non-competitive companies within their sectors and within the economy.
