Designing healthcare organizations to reduce medical errors and enhance patient safety.

Medical errors and patient safety are urgent healthcare management challenges. To date, not enough has occurred to provide a systematic organizational design framework for reducing medical errors and improving patient safety. The authors offer such a framework by integrating multiple organizational factors and using well-accepted organization theory, citing relevant empirical research studies of medical errors and patient safety to support specific organizational factors. They discuss organizational design implications and recommendations for healthcare executives.

The aim of this paper is to enrich the SWOT analysis by utilizing the five change stages of process development: birth, growth, harvesting, storage, and transformation. Each quadrant of the matrix of the SWOT model could be represented by one stage and the phases between stages correspond to transformation. The five-change processes originate from phases of the seasonal life cycle based on the Chinese Ying-yang and five elements theory. This study tries to establish a plausible bridge between Western two-dimensioned quadruple categories (2 × 2 frameworks) and Chinese five elements. In addition, integrating the concept of business life cycle with the SWOT analysis provides the policy maker with a dynamic approach to effective strategies. Finally, the managerial implications of each stage are discussed from the perspective of Chinese five elements.

Recent studies on molecular level classification of tissues have produced remarkable results, and indicated that gene expression assays could significantly aid in the development of efficient cancer diagnosis and classification platforms. However, cancer classification based on the DNA array data is still a difficult problem. The main challenge is the overwhelming number of genes relative to the number of training samples. It makes accurate classification of data more difficult. This paper applies genetic algorithms (GA) with an initial solution provided by t-statistics (t-GA) for selecting a group of relevant genes from cancer microarray data. The decision tree based cancer classifier is then built on top of these selected genes. The performance of this approach is evaluated by comparing with other gene selection methods using the publicly available gene expression datasets. Experimental results indicate that t-GA has the highest accurate rate among different methods. The Z-score figure also shows that the gene selection operation provided by t-GA is reproducible. © 2007 IEEE.

Megaprojects - that is, publicly funded infrastructure projects that cost more than $1 billion and require many years to plan, design and build - consume vast amounts of public resources. Yet little has been written about how to structure the relationships among the multi-sector players. This paper explores several frameworks for examining the arrangements for managing megaprojects and questions whether the tradeoffs between efficiency and accountability adequately protect the public interest. The authors focus on Boston’s two recent megaprojects, but believe the notions discussed here could be used to better understand other megaprojects at home and abroad. The authors conclude by calling for further research on the use of collaborative arrangements in multi-sector undertakings, with an eye to defining the range of collaborative undertakings and reflecting upon the limitations and benefits along the continuum of collaborative relationships.

Community of Choice or Ghetto of Last Resort: Community Development and the Viability of an African American Community1

His research focuses on citizen-government relations community attachment community development and local government performance. Glaser has recent publications in Public Integrity Journal of Public Administration Research and The0 y International Journal of Organization Behavior Journal of Urban Affairs Public Productivity and Management Review Journal of Public Budgeting Accounting and Financial Management and Public Works Management b Policy. Lee E. Parker teaches criminal justice related courses in the School of Community Affairs at Wichita State University. Parker has recent publications in the International Journal of Organization Behavior and the Journal of Urban Affairs. Hong Li was a graduate research assistant in the Hugo Wall School of Urban and Public Affairs at Wichita State University. Li graduatated from the Master of Public Administration program in May of 2003.

The viability of local government-sponsored community development of poor ethnic enclaves hinges on the perceptions of residents. If residents view the enclave in which they live as their “community of choice,” they will be more likely to join with local government to coproduce community improvement. Residents who see their enclave as their community of choice tend to hold positive perceptions of neighbors and neighborhood and are less fearful of crime. Conversely, those who see the enclave where they live as a “ghetto of last resort” commonly are not meeting their economic expectations, are uneasy about race related issues, and are concerned about the desirability of their neighborhood. Government should not employ a community development strategy to preserve a “ghetto of last resort” where most residents remain because they feel they have few options. The vast majority of the residents examined here view the enclave where they live as their community of choice.
