The risk of natural disaster has been the focus of public policies. They are based on the Federal Law 12.608 / 2012, establishing the National Policy on Protection and Civil Defense. The overall goal is to understand the public policy related to the risks of natural disasters in the city of Blumenau, by identifying the structure of a public body and its powers. It constitutes an exploratory and descriptive qualitative approach. The method is characterized by systemic method and indirect technical documentation. The research was done in three steps: data collection, tabulation of information, analysis and discussion of results. The results indicate that the Supplementary Law 870/2013 which defines the administrative structure of the public power of Blumenau, does not detail the powers to the municipal responsible body for risk management of natural disasters, precisely indicated in Federal Law 12.608 / 2012.

In the last years, architectural practice has been confronted with a paradigm shift towards the application of digital methods in design activities. In this regard, it is a pedagogic challenge to provide a suitable computational background for architectural students, to improve their ability to apply algorithmic-parametric logic, as well as fabrication and prototyping resources to design problem solving. This challenge is even stronger when considering less favored social and technological contexts, such as in Brazil, for example. In this scenario, this article presents and discusses the procedures and the results from a didactic experience carried out in a design computing-oriented discipline, inserted in the curriculum of a Brazilian architecture course. Hence, this paper shares some design computing teaching experiences and presents some results on computational methods and creative approaches, with a view to contribute to a better understanding about the relations between logical thinking, mathematics and architectural design processes.

A new method for the combined simulation of the audio and haptic response of an acoustic environment for arbitrary musical source material based on physical measurements is presented. Tactile signals are reproduced by the convolution of "decoupled" vibration with impulse responses derived from mechanical impedance measurements. Audio signals are reproduced by the convolution of anechoic sound with binaural room impulse responses. Playback is accomplished through headphones and a calibrated motion platform. Benefits of combining the new method of tactile signal reproduction with known audio auralization techniques include the ability to perform side-by-side listening tests for audio-tactile stimuli perceived in real music performance situations. Details of the method are discussed along with obstacles and applications. Structural response measurements indicate that propagation time and magnitude attenuation with distance vary perceptibly depending on both floor construction and direction of travel. One method of analysis shows that tactile and acoustical impulse responses vary independently across environments, supporting the need for measured vibration signals in audio-tactile displays. The results of the study can be used to calibrate haptic displays for music reproduction, but also to build test environments for perceptual studies aiming to improve stage construction with regard to vibration characteristics.
