The Deepwater Project - A sea of change for the USCoast Guard

He has an extensive background in electronic systems with previous work experience including–lead electronics design engineer for the Coast Guard's new HEALY icebreaker supervisor of west coast shipboard electronics projects and Commanding Officer of a regional electronics support command. LCdr. Anderson holds a BS degree in electrical engineering from the Coast Guard Academy MS degrees in electrical engineering and engineering management from Northeastern University and recently received an MS in the management of technology from MIT. Diane Burton:is Surface Technical Director for the U.S. Coast Guard Deepwater Project. Previously she worked as a senior Naval architect in the Hull Form and Hydrodynamics Division of the Naval Sea Systems Command. She has worked for several years on the hydrodynamics of a variety of ship classes with the U.S. Navy U.S. Coast Guard and NOAA. She was responsible for surface ship developments and small combatant stability updates which include the following tasks: Hull Form Design System (HFDS) upgrades Integrated Computation Design Environment Database development for NAVSEA's Hydrodynamics/Hydroacoustics Technology Center Cooperative Research Navies international program for the development for dynamic stability criteria and FFG/DDG class stability. She has a BSE and MSE from the University of Michigan in naval architecture and marine engineering and is presently pursuing a masters of engineering management from George Washington University specializing in systems engineering technology insertion and project management. Commander M. Steven Palmquist:is the Deepwater Project's Assistant Project Manager for C4ISR. A Registered Prokssional Engineer he received an MSEE from the Naval Postgraduate School in 1988. 作者: WHITE, GJ AYYUB, BM Gregory J. White: LCdr. USNR-R is an assistant professor of naval architecture at the U.S. Naval Academy. He received a B. S. degree in engineering mechanics from Vanderbilt University in 1975 an M. E. degree in naval architecture from the University of California Berkeley in 1981 and a Ph.D. from the University of Maryland in 1986. Dr. White served on active duty with the U.S. Navy from 1975 to 1979 first as the damage control assistant aboard the USS Reasoner (FF-1063) and then as the commissioning CIC officer aboard the USS Merrill (DD-976). After leaving active duty and while attending graduate school he worked at Mare Island Naval Shipyard in the scientific section (Code 250.1). Upon completion of graduate school he then worked for Exxon International Company as a research engineer in the R & D division of the tanker department. A lieutenant commander in the Ready Reserve Dr. White drills with the repair department of a submarine tender reserve unit and recently completed the reserve engineering duty officer qualification program. A member of ASNE since 1983 Dr. White is also a member of SNAME and the U.S. Naval Institute Dr. White received the “Jimmie” Hamilton Award for 1985. Bilal M. Ayyub:is currently an assistant professor of civil engineering at the University of Maryland. He received his B. S. degree in civil engineering from the University of Kuwait in 1980. He completed both his M. S. (1981) and Ph.D. (1983) in civil engineering at the Georgia Institute of Technology. While there he was awarded the Kuwait Foundation for the Advancement of Science Fellowship. Dr. Ayyub has extensive background in risk-based analysis and design simulation pre-stressed composite steel girders and construction engineering. He is engaged in research work involving structural reliability bridges marine structures mathematical modelling using the theories of probability statistics and fuzzy sets. He also attended the Harvard Graduate School of Business Administration. He is presently a task manager at TRW Inc. McLean Virginia responsible for landing craft air cushion (LCAC) engineering support. Since joining TRW in 1967 he has had several technical project management and system engineering responsibilities in amphibious ships transportation and energy. He was responsible for the preliminary engineering design and cost estimates for tracked air cushion vehicles (TACVs). He has been active in several professional societies including ASNE and served as vice-chairman Los Angeles Section American Institute of Aeronautics and Astronautics. John C. Kim:received his degrees of B.S. in electrical engineering Tri-State University 1959 M.S. in electrical engineering Michigan State University 1960 and Ph.D. in electrical engineering Michigan State University. He is presently a senior staff engineer with TRW Inc. McLean Virginia where his technical experience has included communications system engineering and navigation system analysis. Since joining TRW in 1969 he has held numerous positions including section head project manager and department manager. His previous employment includes E-Systems/Melpar Division and Honeywell. Dr. Kim has been active in the IEEE Washington Chapter activities which included secretary vice-chairman and chairman of Systems Science and Cybernetics Group. Edward G.U. Band:received a B.S. degree in mechnical engineering in 1946 and a D.I.C in aeronautical engineering in 1947 at the City and Guilds College of London University. He has applied most of his 24 years of experience in the application of human engineering technology to maritime systems. Mr. Baker has directed much of Carlow's efforts to reduce ship workload and to improve human performance and maritime safety through application of human factors methods and data. He is a Certified Industrial Ergonomist (CIE) as well as a Certified Human Factors Engineering Professional (CHFEP). Both certifications were granted by Oxford Research where Mr. Baker also serves as an Advisory Board member. Russell D. Krull P.E. is a senior engineer with A&T/Proteus Engineering with more than 18 years of experi-ence in marine engineering naval architecture and program management including 16 years of active duty in the U.S. Coast Guard. Recent experience includes advanced ship design studies engineering software development technical support for the USMC Advanced Amphibious Assault Vehicle propulsion systems analyses ship structural engineering and cargo handling systems engineering. Mr. Krull has an M.S.E. in naval architecture and marine engineering and an M.S.E. in industrial and operations engineering from University of Michigan and a B.S. in ocean engineering from the U.S. Coast Guard Academy. Capt. Glenn L. Snyder USCG. Regrettably since this paper was originally written Capt. Snyder has passed away. At the time of his death he was an operations specialist assigned to the Coast Guard's Deepwater Capabilities Replacement Project as Chief of Human Systems Integration. He served as commanding officer of the patrol boat Cape George (WPB-95306) the icebreaking tug Biscayne Bay (WTGB-104) and the cutter Legare (WMEC-911). A 1975 graduate of the U.S. Coast Guard Academy Capt. Snyder held an M.A. in national security and strategic studies from the U.S. Naval War College and an M.A. in international relations from Salve Regina College. He attended MIT from 1962–1965 earning a master of science in mechanical engineering and a naval engineers degree. Early assignments as an engineering duty officer included SRF Yokosuka CINCPACFLT staff and SupShip Pascagoula. From 1976 to 1987 he served in a variety of senior ship design assignments: CVV ship design manager director NAVSEC Hull and Ship Design Divisions director NavSea Ship Design Management and Integration Office commander David Taylor Naval Ship R&D Center and director NavSea Ship Design Group. Recently retired but recalled to active duty he is the professor of naval construction and engineering at MIT. He has received seven personal decorations including two Legion of Merit awards. Robert G. Keane Jr.:is currently the deputy director of the NavSea Ship Design Group. He has been employed by NavSea and its predecessor organizations for over twenty years. He is a graduate of The Johns Hopkins University from which he received his B.E.S. degree in mechanical engineering in 1962. He received his M.E. degree in mechanical engineering in 1967 from Stevens Institute of Technology and in 1970 his M.S.E. degree in naval architecture and marine engineering from the University of Michigan. Mr. Keane held increasingly responsible design positions involving ship arrangements hull equipment hull form and hydrodynamic performance before being selected in 1981 for the Senior Executive Service to be director of the Naval Architecture Subgroup. He directs support to U.S. users of the INTELSAT satellite network particularly in the areas of certifying that performance of earth-stations is in accordance with system requirements and in supporting the unique needs of television customers. Mr. Cotner's primary technical interests are earth-station design transmission analysis and high power amplifiers. Mr. Cotner has been with COMSAT for over 25 years. Most recently he served as Director of Technical Liaison and Analysis responsible for much of COMSAT World Systems research and development programme for high-level technical interaction with customers such as AT&T and MCI and for initiatives to improve the quality of international satellite transmission. He has also held technical management positions in COMSAT Laboratories COMSAT General where he was a Division Director Earth Segment Engineering and COMSAT World Systems where he represented the U.S. Signatory on the INTELSAT Board of Governors Technical Advisory Committee for five years. Mr. Cotner is a colonel (retired) in the Signal Corps U.S. Army Reserve where he was assigned to several mobilization positions related to satellite communications including a tour of duty on the Joint Staff. Sejd received his B.S. degree in Civil Engineering from Case Western Reserve University and has since undergone considerable graduate study at both The George Washington and American Universities. He served almost four years in the U.S. Navy as a Naval Aviator and enjoys the unique distinction of being qualified in both Heavier- and Lighter-than-Air aircraft. Early in his career he was employed at the Navy's Bureau of Ships in the capacity of a Structural Designer and Structural Research Monitor. In 1966 he joined the Staff of the Center for Naval Analyses where he was involved in the mathematical modeling of ships and aircraft and in economic “trade-off‘ analysis. In 1970. he went to the Naval Ship Engineering Center as an Operations Research Analyst in the Ship Design and Development Division. At the present time he is employed as a Program Manager for the Naval Sea Systems Command Ship Design Research and Development Office. A member of ASNE since 1973 he also is a member of the Association of Scientists and Engineers at NAVSEA the Operations Research Society of America and the Lighter-Than-Air Society. Mr. Kenneth W. Watkinson received both is B.S. and M.S. degrees in Engineering Science from Florida State University in 1970 and 1971 respectively. Since graduation he has been employed at the Naval Coastal Systems Center (NCSC). Panama City. Fla. where he is primarily involved in the investigation of the stability and control of underwater vehicles. For the past four years he has been the Task Leader and Principal Investigator for the NCSC portion of the Advanced Submarine Control Program involved in developing control design methods and the instrumentation system for the Submarine Control System Test Vehicle.
