The third Gravitational-Wave Transient Catalog (GWTC-3) describes signals detected with Advanced LIGO and Advanced Virgo up to the end of their third observing run. Updating the previous GWTC-2.1, we present candidate gravitational waves from compact binary coalescences during the second half of the third observing run (O3b) between 1 November 2019, 15∶00 Coordinated Universal Time (UTC) and 27 March 2020, 17∶00 UTC. There are 35 compact binary coalescence candidates identified by at least one of our search algorithms with a probability of astrophysical origin pastro>0.5. Of these, 18 were previously reported as low-latency public alerts, and 17 are reported here for the first time. Based upon estimates for the component masses, our O3b candidates with pastro>0.5 are consistent with gravitational-wave signals from binary black holes or neutron-star–black-hole binaries, and we identify none from binary neutron stars. However, from the gravitational-wave data alone, we are not able to measure matter effects that distinguish whether the binary components are neutron stars or black holes. The range of inferred component masses is similar to that found with previous catalogs, but the O3b candidates include the first confident observations of neutron-star–black-hole binaries. Including the 35 candidates from O3b in addition to those from GWTC-2.1, GWTC-3 contains 90 candidates found by our analysis with pastro>0.5 across the first three observing runs. These observations of compact binary coalescences present an unprecedented view of the properties of black holes and neutron stars.

Social Media specifically Micro-blogging sites have become very rich data repositories. However the generated data is dynamic by nature, tied to temporal conditions and the subjectivity of its users. Everyday life experiences, discussions or events have a direct impact on the behaviors reflected in social networks. It is therefore of great importance to asses the impact these interactions are having over a social group. An alternative to answer this is determining how influential a topic is according to the behavior presented on a social network over time. It is then necessary to find and develop methods that can contribute towards this task. Having identified a topic in social media we can first classify it as time specific or long term, then posts relevant to the topic are collected and each one is assigned an emotion label. We then propose an Influence Value score which will be given to each topic based on its lifespan, emotion transition and reach. This lays ground to quantify how influential a topic is over a social group, specifically from events detected on twitter.

This paper deals with the computation of ground resistance, surface voltage, touch voltage and step voltage, to mesh with horizontal wires arranged in different angles. The computer program implemented used in the mathematical modeling is based on the method proposed by Heppe, which allows obtaining the grounding parameters for homogeneous soil and soil stratified in two layers. The results obtained with the proposed method will be compared with other methods in literature. Also will be presented the results of a grounding grid using wires at various angles.

SciPy is an open source scientific computing library for the Python programming language. SciPy 1.0 was released in late 2017, about 16 years after the original version 0.1 release. SciPy has become a de facto standard for leveraging scientific algorithms in the Python programming language, with more than 600 unique code contributors, thousands of dependent packages, over 100,000 dependent repositories, and millions of downloads per year. This includes usage of SciPy in almost half of all machine learning projects on GitHub, and usage by high profile projects including LIGO gravitational wave analysis and creation of the first-ever image of a black hole (M87). The library includes functionality spanning clustering, Fourier transforms, integration, interpolation, file I/O, linear algebra, image processing, orthogonal distance regression, minimization algorithms, signal processing, sparse matrix handling, computational geometry, and statistics. In this work, we provide an overview of the capabilities and development practices of the SciPy library and highlight some recent technical developments. Copyright © 2019, The Authors. Despite the evolution of cloud computing in recent years, the performance and comprehensive understanding of the available private cloud tools are still under research. This paper contributes to an analysis of the Infrastructure as a Service (IaaS) domain by mapping new insights and discussing the challenges for improving cloud services. The goal is to make a comparative analysis of OpenNebula, OpenStack and CloudStack tools, evaluating their differences on support for flexibility and resiliency. Also, we aim at evaluating these three cloud tools when they are deployed using a mutual hypervisor (KVM) for discovering new empirical insights. Our research results demonstrated that OpenStack is the most resilient and CloudStack is the most flexible for deploying an IaaS private cloud. Moreover, the performance experiments indicated some contrasts among the private IaaS cloud instances when running intensive workloads and scientific applications.

Fuzzy logic is used in many applications from industrial process control to automotive applications, including consumers trend forecast, aircraft maneuvering control and others. Considering the increased interest in using of multi-rotor aircrafts (usually called drones) for many kinds of applications, it is important to study new methods to improve multi-rotor maneuverability while controlling its stability in a proper way. Controlling the flight of multi-rotors, specially those equipped six rotors, is not a trivial task. When considering the design of such a control systems, traditional approaches such as PD/PID are very difficult to design, in spite of being easily implementable. This work proposes an approach based on multiple interconnected fuzzy controllers, aiming to control the various aspects related to maneuverability of a hexacopter carrying a free payload forming a pendulum. The behavior produced by such a control system has been simulated on a well-known robotics simulation environment and analyzed in terms of flight stability, as well as roll, pitch and yaw movements. The results show the feasibility of the proposed approach in keeping the hexacopter flying in a stable way.

For water-cooled stator bar of power generator, leaks of water at the copper strand brazing location will reduce dramatically its insulation resistance. Therefore, the insulation resistance measurement is an important and simple test to perform in the periodic maintenance program. The temperature has an important effect on the insulation resistance. To correctly trend the insulation resistance of the winding, a correction factor has to be applied. This paper describes experimental data performed on both dry and wet epoxy-mica insulation from bars removed from an operating generator. The results are compared with different correction models. They show an important difference of the temperature coefficient between the dry and wet bar.

The task of designing WMSN real scenarios in order to evaluate the network performance is not trivial. This work sheds some light on this challenge by studying the impact of the load size when using ZigBee protocol in WMSN that transmits images. The main feature is to use real nodes for reading and dividing camera data into packages for transmission over the network. We have analyzed the number of packets transmitted by sensor node and the number of packets received by base station as a success parameter of the delivery. We have also analyzed data delay and data delivery for each load size: 64, 80 and 96 bytes. The results reveal that there is a trade-off between latency and success rate and that the packet size definition can promote the productivity of network resources and the quality of the provided services.

The use of recommender systems is widespread in several everyday systems. People are now exposed to different offerings, based on their interests, in order to anticipate decisions. However, in a different way recommender systems for accessibility domain require further studies and researches. In order to provide resources for people with special needs, we developed the Vulcanus, a recommender system designed for people with disabilities, offering access to resources according user's needs. The recommender system approaches concepts from ubiquitous computing, such as user profiles, context awareness, trails management, and similarity analysis. Vulcanus uses two different approaches: resources patterns and categories patterns; where different systems can use it, for example as a Web Service. Vulcanus was evaluated in different scenarios. These scenarios used more than 800 thousands of trails that simulate wheelchair users using resources along six months. The obtained results show that both approaches are able to provide relevant recommendations, providing resources that in fact can support users' needs.

Managing UCONabc policies in modern distributed computing systems is a challenge for traditional approaches. The provisioning model has trouble to keep track and to synchronize large numbers of distributed policies, outsourcing model may suffer from network overhead and single point of failure. This paper describes an approach to manage distributed UCONabc policies, derived from the combination of authorization assertions and policy templates. It combines the benefits of provisioning and outsourcing, eliminating their respective drawbacks. Prototyping details and performance evaluation are shown, messages are 42.7% smaller than provisioning and response times are faster than outsourcing. © 2015 IEEE.
