作者: Dr. Roy L. Streit Since 1992 Dr. Streit has focused a significant amount of his energy to assignment problems in acoustic warfare data fusion systems. This work led him to the formulation of the PDD Principle a broadly useful theoretical method that enables the derivation of new classes of discrete-continuous estimation algorithms for solving assignment problems without requiring enumeration and pruning. In recognition of his outstanding work in this area Dr. Streit received the NAVSEA Scientist of the Year Award for 1997. Dr. Streit has also been pursuing avenues for analyzing the loss in broadband detection performance of an acoustic array in the presence of interferences. Because examining all possible separations between the signal and many interferers is infeasible he has proposed a Poisson process model for the number and location (s) of the interferers. In this same time period Dr. Streit has also been investigating issues in environmental modeling and localization by proposing a novel integral method for solving the bearings-only target motion analysis problem which enables a natural heuristic for compensating for mismatch between the model predictions and the real world. Most recently Dr. Streit has proposed the Numerical ACoustic Hull ARray (NACHAR) Project as a revolutionary and ambitious approach to hull array design. Its premise is that optimizing the detection capability of large hull arrays requires the full integration of hull sensor array and beamformer design processes. Because NACHAR crosses an unusual number of technical disciplines it involves researchers from several departments. The diversity of Dr. Streif s technical background makes him uniquely suited to lead the project Dr. Streifs truly impressive scientific achievements are complemented by a noteworthy list of professional activities that accentuate his value to Division Newport and the Navy. Advances in aircraft carrier life cycle cost analysis for acquisition and ownership decision-making

作者: Chewning, IM Moretto, SJ Irvin M. Chewning:is currently the Director of the Aircraft Carrier Cost Estimating and Industrial Analysis Group of the Naval Sea Systems Command. Over the past four years Mr. Chewning has guided the cost analysis effort for the new CVNX class aircraft carrier through a three-part analysis of alternatives and is currently steering it towards Milestone I in June of 2000. In 1999 the CVNX cost analysis team was presented the NAVSEA Association of Scientists and Engineers “outstanding team achievement” award for its work on the CVNX analysis of alternatives. Mr. Chewning's professional career includes over 16 years as an employee of Newport News Shipbuilding as a Pipe Fitter Piping Systems Designer Piping Systems Engineer and Cost Engineer. He has worked at the Naval Sea Systems Command since 1980 as a Senior Cost Analyst Branch Head and Deputy Division Director of the Cost Estimating and Analysis Division. He has preformed cost analysis work for virtually all USN combatant programs including submarines cruisers destroyers frigates and aircraft carriers. He also performed the cost analysis work for the OSD evaluation of the Israeli Naval Modernization Program in the 1980's. Mr. Chewning is also Chairman of the NATO Specialist Team on Ship Costing a subgroup of the NATO Naval Group Six on Ship Design. Under his leadership two Allied Naval Engineering Publications have been completed in the 1990's: ANEP-41 on Ship Costing and ANEP-49 on Ways to Reduce Costs of Ships. In 1999 the NATO Specialist Team on Ship Costing completed a paper titled “Manpower Reduction and the Use of Commercial Standards and Practices to Reduce Costs of Ships.” The result of this work will be incorporated in a future revision of the aforementioned ANEFs. Mr. Chewning is a graduate of North Carolina State University with a Bachelor of Science in Mechanical Engineering. He is a graduate of the Naval Sea Systems Command's Engineer-In-Training (EIT) Program. Mr. Anderson was instrumental in introducing the collective protection system (CPS) in the U.S. Navy developing the initial forward-fit package for the USS Gunston Hall and the engineering change proposal (ECP) for the USS Wasp. In 1990 he joined the Human Systems Integration (HSI) Division (SEA 55W5) where he was task leader for auxiliary ships. He joined Ingalls in 1958 and has held various positions in the Engineering Division and participated in the design of numerous merchant ships drill rigs submarines and surface combatants and auxiliary support ships. Mr. Lindgren is a 1958 graduate of the University of Southwest Louisiana. His degree is in mechanical engineering and he is also a licensed professional engineer. William A. Solitario:is the director of advanced technology at Ingalls Shipbuilding Inc. in Pascagoula Miss. He received his B.S. degree in chemical engineering from the City University of New York and has 28 years experience in marine engineering and design. His current responsibilities include the direction of Ingalls' IRAD programs and several Navy-funded R&D programs to improve ship's performance and reduce ship's operating costs. His prior experience includes positions with the U.S. Coast Guard in the icebreaker design project the Military Sealift Command and at Newport News Shipbuilding. He is a graduate of N. Y.S. Maritime College and has a MS degree from the University of Michigan. I.F. Glen:received his professional degrees in naval architecture from the Royal Naval Engineering College Manadon Plymouth and RN College Greenwich London entering the Royal Corps of Naval Constructors in 1967. After serving as a Constructor Lieutenant in the Royal Navy's Far East Fleet for a short period he joined the Polaris submarine project team in Bath England in 1968.
