作者: SONENSHEIN, N USN (RET.) The Author graduated from the U.S. Naval Academy in the Class of 1938. His work has included instruction in Naval Construction and Marine Engineering at Massachusetts Institute of Technology which lead to his MS degree in 1944 and in the Advanced Management Program at Harvard Graduate School in 1964. As an Engineering Duty Officer (ED) he has served in various Navy commands including Mare Island and New York Naval Shipyards USS Philippine Sea (CVA-47) during the Korean conflict as Chief Engineer and on the Staffs of both the Commander-in-Chief and the Commander Service Force U.S. Pacific Fleet as Fleet and Force Maintenance Officer. Within the Naval Ship Systems Command and its predecessor Bureau of Ships his duties included those of Director Facilities Division Head Hull Design Branch Director Ship Design Division Assistant Chief for Design Shipbuilding and Fleet Maintenance and from 1969 to 1972 as Commander Naval Ship Systems Command. Other assignments have included Project Manager for the Navy's Fast Deployment Logistic Ship Project from 1965 to 1967 Deputy Chief of Naval Material for Logistic Support from 1967 to 1969 and Chairman Naval Material Command Shipbuilding Council which commenced upon completion of his tour as Commander Naval Ships Systems Command in 1972. On 4 September 1973 he was appointed Director of the Defense Energy Task Group (DETG) and subsequently on 15 November 1973 as Director of Energy for the Department of Defense. Upon his retirement from the naval service in November 1974 he became Assistant to the President Global Marine Development Inc. based in Newport Beach Calif. A former President of ASNE from 1970 to 1971 he is currently the Vice-President of the Society of Naval Architects and Marine Engineers. In addition he is a member of the honorary engineering society Sigma Xi and listed among those named in “Who's Who in America.”

作者: MARCY, HT The Honorable H. Tyler (“Ty”) Marcy:was born in 1918 in Rochester New York but moved to Baltimore Maryland at an early age where he attended public schools. He is a graduate of the Massachusetts Institute of Technology from which he received both his BS and MS degrees in Electrical Engineering. Subsequent to receiving the latter degree in 1941 he designed and developed gun control systems in the MIT Servomechanism Laboratory until 1946 when he became Associate Director Special Projects Department M. W. Kellogg Company and worked on rocket engine development missile controls and analog air defense systems. In 1951 Mr. Marcy left Kellogg Company to join the IBM Corporation where he remained until 1972 and was employed in various engineering and managerial positions. At IBM his first assignment concerned the bomb/navigational system for the B-52 aircraft. He then moved into commercial development of data processing machines and peripheral devices subsequently being placed in a series of technical management positions which included Assistant Manager of Product Development Corporate Headquarters New York (1956) Manager Poughkeepsie N.Y. Laboratory (1957) Vice-President General Products Division (1962) Vice-President Systems Development Division (1965) and Director of Technology Corporate Headquarters Armonk N. Y. (1968). His last position was held until 1972 when he left IBM to do private consulting work in engineering management technology and program review. In October 1974 he was appointed by the President to his present office as Assistant Secretary of the Navy for Research and Development. Mr. Marcy has been a member of the Instrument Society of America since 1963 serving as its President from 1971 until 1974. In 1967 he became a Fellow of the Institute of Electrical and Electronic Engineers (IEEE) for his leadership in feedback control and for his significant contribution to the management of technical enterprise. 作者: FROSCH, ROBERT A. Robert A. Frosch was appointed Assistant Secretary of the Navy for Research and Development on July 1 1966. In this capacity he is responsible for formulation and management of the Navy's Research Development Test and Evaluation program. In addition he is responsible for policy guidance of Navy work in Oceanography. In July 1966 he was designated Chairman of the Interagency Committee on Oceanography which was reconstituted in July 1967 as the Interagency Committee on Marine Research Education and Facilities (ICMREF). This Committee reports directly to the National Council on Marine Resources and Engineering Development chaired by the Vice President. As Chairman of ICMREF Dr. Frosch has contributed to the national oceanographic program and to the Navy's role in ocean sciences and engineering. In November 1967 Dr. Frosch was Chairman of the United States Delegation to the Fifth Session of the Intergovernmental Oceanographic Commission which met in Paris. Dr. Frosch entered Government service in 1963 when he joined the Department of Defense as Director of Nuclear Test Detection (Project VELA) Advanced Research Projects Agency. In 1965 he became Deputy Director of the Advanced Research Projects Agency and remained in that position until becoming Assistant Secretary of the Navy. Prior to completing graduate work Dr. Frosch joined Hudson Laboratories of Columbia University in 1951 as a scientist. He held various positions of increasing responsibility until appointed Director in 1956 which position he held until 1963. While at Hudson Laboratories he was involved in cooperative research with the Office of Naval Research on projects in underwater sound and related marine matters applicable to undersea warfare. He took part in various seagoing research projects. He served as a member of various anti-submarine warfare and oceanographic advisory committees to the Navy and to the Department of Defense.
