His active duty assignments included the staff of the Chief of Naval Operations Director of Surface Warfare as Section Head for Surface Combatant Maintenance and Modernization Program Executive Office Expeditionary Warfare as Assistant Project Manager for the (TAKE 1)Class Program and as Deputy Director Environmental Programs Division at Naval Sea Systems Command. He is a 1993 graduate of the Naval Construction and Engineering Program at the Massachusetts Institute of Technology where he received a Naval Engineers Degree and Master of Science in Mechanical Engineering. Since 1995 he has authored thirteen published technical papers dealing with environmental issues. CDR Markle is the recipient of Fiscal Year 2001 Individual Environmental Quality Awards and Environmental Excellence in Weapon System Acquisition Team Awards from Naval Sea Systems Command Chief of Naval Operations Secretary of the Navy and Secretary of Defense and the 2001 ASNE “Jimmie Hamilton” award. He is a Professional Engineer registered in the State of New York and Commonwealth of Virginia. He serves as the Chair of the Joint ASNE/SNAME Committee on Environmental Engineering and also as Chair of ASTM Ships and Marine Technology Marine Environmental Protection Subcommittee (F25.06).

He has applied most of his 24 years of experience in the application of human engineering technology to maritime systems. Mr. Baker has directed much of Carlow's efforts to reduce ship workload and to improve human performance and maritime safety through application of human factors methods and data. He is a Certified Industrial Ergonomist (CIE) as well as a Certified Human Factors Engineering Professional (CHFEP). Both certifications were granted by Oxford Research where Mr. Baker also serves as an Advisory Board member. Russell D. Krull P.E. is a senior engineer with A&T/Proteus Engineering with more than 18 years of experi-ence in marine engineering naval architecture and program management including 16 years of active duty in the U.S. Coast Guard. Recent experience includes advanced ship design studies engineering software development technical support for the USMC Advanced Amphibious Assault Vehicle propulsion systems analyses ship structural engineering and cargo handling systems engineering. Mr. Krull has an M.S.E. in naval architecture and marine engineering and an M.S.E. in industrial and operations engineering from University of Michigan and a B.S. in ocean engineering from the U.S. Coast Guard Academy. Capt. Glenn L. Snyder USCG. Regrettably since this paper was originally written Capt. Snyder has passed away. At the time of his death he was an operations specialist assigned to the Coast Guard's Deepwater Capabilities Replacement Project as Chief of Human Systems Integration. He served as commanding officer of the patrol boat Cape George (WPB-95306) the icebreaking tug Biscayne Bay (WTGB-104) and the cutter Legare (WMEC-911). A 1975 graduate of the U.S. Coast Guard Academy Capt. Snyder held an M.A. in national security and strategic studies from the U.S. Naval War College and an M.A. in international relations from Salve Regina College. He is a 1993 graduate of the Naval Construction and Engineering Program at the Massachusetts Institute of Technology where he received a naval engineers degree and master of science in mechanical engineering. His interest in environmental issues predates his undergraduate studies at Syracuse Universityl State University of New Ymk College of Environmental Science and Fmestry where he received a bachelm of science degree in fmest engineering from the School of Environmental and Resource Engineering. LCdx Markle has qualified as a Surface Warfare Officer and in submarines through the Engineering Duty Dolphin Program he is a member of the Acquisition Professional Community and a graduate of the Defense Systems Management College Advanced Program Managers Course. He is a professional engineer registered in the State of New York and is a member ofthe American Society of Naval Engineers National Society of Professional Engineers American Society for Testing and Materials Society of Naval Architects and Marine Engineers and Society of Automotive Engineers.
