SARCHIN, T.H.The Author is head of the Technical Support Section
Ship Concept Design Division of Naval Ship Engineering Center. His group is responsible for conducting special studies relative to design problems and participating in the Ship Systems Command's RDT&E program in the area of ship hydrodynamics. His educational background includes a BS in Aeronautical Engineering from the University of Washington and graduate study at Catholic University and the University of Maryland. He has over 28 years of continuous experience in the Bureau of Ships and is a member of the Society of Naval Architects and Marine Engineers before whom he recently presented a paper on “The Stability of Naval Ships.” He is also a charter member of the ASE and is a registered Professional Engineer in the District of Columbia.

Class of 1938. His graduate work has included instruction in Naval Construction and Marine Engineering at Massachusetts Institute of Technology leading to a Master of Science degree in 1944 and the Advanced Management Program at the Harvard Graduate School of Business in 1964. As an Engineering Duty Officer he has served in various Naval commands including the Mare Island Naval Shipyard the New York Naval Shipyard and as Fleet and Force Maintenance Officer on the staffs of Commander in Chief and Commander Service Force U.S. Pacific Fleet. Within the Bureau of Ships his duties have included Director of the Facilities Division Head of the Hull Design Branch Director of the Ship Design Division and most recently Assistant Chief of the Bureau of Ships for Design Shipbuilding and Fleet Maintenance. He is a member of Sigma Xi SNAME and is currently serving as a member of the ASNE council. In October 1965 he was designated by the Secretary of the Navy as Project Manager Fast Deployment Logistic Ship Project.

As an Engineering Duty Officer he has served in various Naval commands including the Mare Island Naval Shipyard the New York Naval Shipyard as Chief Engineer of the USS PHILIPPINE SEA (CVA47) during the Korean War and as Fleet and Force Maintenance Officer on the staffs of Commander in Chief and Commander Service Force U.S. Pacific Fleet. Within the Naval Ship Systems Command formerly the Bureau of Ships his duties have included Director of the Ship Design Division Head of the Hull Design Branch Director of the Ship Design Division and Assistant Chief of the Bureau of Ships for Design Shipbuilding and Fleet Maintenance. He is a member of Sigma Xi ASNE and SNAME. From October 1965 to 31 July 1967 he served as Project Manager Fast Deployment Logistic Ship Project. As of 1 August 1967 he has discharged the duties of Deputy Chief of Naval Material for Logistic Support.
