作者: RYAN, FN BERLIN, J Mr. Floyd N. Ryan graduated from Frostburg State College and has performed graduate studies in Technology of Management at American University and University of Southern California. He is presently Executive Director of the Surface Missile Systems Sub-Group in the Naval Sea Systems Command. He was previously Deputy Project Manager of the MK-92 FCS/MK-75 Gun Project Deputy Systems Engineering Manager in the AEGIS Project and Surface Missile Systems Branch Head in the Naval Ordnance Systems Command. His earlier experience with the Department of the Navy included the Engineering Interface Management Office in the Bureau of Ships the Foreign Ship Systems Engineering Office and Switching Systems Design Office at RCA Service Company and he served for four years in the U.S. Navy as an Electronic Technician Petty Officer. In addition to ASNE he is a member of the Association of Scientists and Engineers and is the Executive Director (NAVSEA) for the 1978-79 term. In addition to several outstanding performance awards and citations for achievement Mr. Ryan received the Navy Meritorious Civilian Service Award for exceptional contribution to the development of the AEGIS Weapon System. Mr. Jack Berlin received his Bachelor's degree in Electrical Engineering from the City College of New York and his M.S. degree in Electrical Engineering from Columbia University. He spent eight years in the Radar and Microwave Electronics Section of the Naval Material Laboratory. Subsequently. he has had extensive experience in Radar and Fire Control Systems. This has included responsibility for the design and field evaluation of the GFCS MK 87 Radar. From 1972 to 1973 he was the Sperry Program Manager for the Fire Control System (FCS) MK 92. His current assignment is Assistant Manager for New Developments of Missile and Gun Fire Control Systems for the U.S. Navy. He is a member of the Tau Beta Pi and Eta Kappa Nu Honorary Societies.

作者: FRISCH, FRANZ A.P. TODD, CHARLES Dr. Franz A.P. Frischgraduated from the Technical University of Vienna in Austria. He has thirty years' experience in shipbuilding and related subjects. He has worked as a Naval Architect Guarantee Engineer Chief Estimator Production Manager and Director for Shipyard Planning and Maintenance in Austria Denmark Sweden and Germany. In 1956 he was first invited to the United States to testify on foreign cost and production in subsidy cases before the Maritime Administration. From 1957 through 1962 he was associated with several U.S. Naval Architect firms: was Owner's Representative in Europe and Japan conducted studies on transport economy for Venezuela ICC and shipowners and was a consultant for shipyard planning in Brazil and Europe. In 1963 he joined the Staff of the Center for Naval Analysis (CNA) and became Head of the Logistic Section and Study Director. There he originated the FDL ship and ship concept and was assigned as advisor to the Project Manager. From 1968 through 1974 Dr. Frisch was a Faculty member and visiting lecturer at Massachusetts Institute of Technology he lectured on Shipyard Management Ocean Transportation Systems Theory in Transportation and in Interdisciplinary Seminars. In 1972 and 1973 he was consultant to Dubai Drydock. Ltd. for layout of a new shipyard in the Arabian Gulf but since 1973 he has been with the Naval Sea Systems Command mostly involved in special projects. Dr. Frisch is also Adj. Professor for Virginia Polytechnic Institute & State University (VPI) where he teaches graduate courses in Advanced Engineering Economy and Management Concepts. Mr. Charles Toddis a graduate of Howard University School of Engineering Washington D.C where he has also pursued his graduate work. He has fifteen years' experience in New Construction Shipbuilding Acquisition Programs concentrating in the areas of Major Ship Class Project Engineering and Program Management. Brace: USN reported for active duty in the U.S. Naval Reserve in June 1945 and upon his release from active duty in 1948 entered Chaffey Junior College Ontario Calif. from which he received his Associate Degree in Engineering in June 1949. Subsequently he attended Purdue University from which he received his BS degree in Chemical Engineering in 1951 and while on a Westinghouse Research Fellowship his MS degree in Engineering in 1952. He joined Phillips Petroleum Co. in Oklahoma as a research engineer with the Jet Fuel Research Group upon receiving the latter degree and while so serving obtained 12 patents. In January 1955 he was recalled to active duty and reported to Officers Candidate School. Newport R.I. Upon being commissioned in the U.S. Naval Reserve in May of that year he began his flight training at the Naval Air Training Command ultimately being designated a Naval Aviator and augumented into the regular Navy in 1956. He served with four carrier-based attack squadrons including three combat tours and in 1962 completed a duty assignment with the U.S. Army in South Vietnam. Other assignments include Catapult and Arresting Gear Officer USS Enterprise (CVN-65) duty on the Staff. Commander Naval Air Force. U.S. Atlantic Fleet: Assistant Chief of Staff for Material Task Force 78 during the mine countermeasure operations in North Vietnam Officer-in-Charge. Fleet Air Western Pacific Repair Activity Cubi Point P.I.: and Head. Aircraft Launch and Recovery Equipments Branch Ship Installations Division. Naval Air Systems Command from 1974 to 1976 during which he had full responsibility for all shore-based and shipboard aircraft launching and recovery systems and was Acquisition Manager for the SERD Catapult Program. Capt. Brace who was designated an Aeronautical Engineering Duty Officer in 1964. is a graduate of the U.S. Navy Test Pilot School the Naval War College and the Defense Systems Management School and his military decorations include the Meritorious Service Award the Air Me

He was a fighter pilot in the aircraft carriers USS Ranger and USS Essex during World War II and an instructor at the Guided Missile School. Ft. Bliss Texas from 1947 until 1949 at which time he came to Washington. D.C. as an Assistant Division Director Ships Installation Division Bureau of Aeronautics. In addition his active duty career included assignments as Naval Air Systems Command Representative Atlantic Assistant Commander for Material Acquisition Naval Air Systems Command and Deputy Project Manager for the FlllB/Phoenix Program. Bureau of Naval Weapons. During the first five years of the Polaris Program he was responsible for all testing at the Atlantic Missile Range. He also served as Commander of the Naval Missile Center where he directed the test and evaluation of Airborne Weapon Systems and had been on an earlier assignment the Missile Test Officer. His military decorations include the Silver Star the Legion of Merit two Air Medals the Navy Commendation Medal and a Presidential Unit Citation. Currently he is employed as the Manager of the Analysis and Evaluation Department at CERBERONICS. Inc. Falls Church. Va. Mr. Frederick M. Gloeckler: currently a Consultant to CERBERONICS Inc. graduated from New York University from which he received his BS degree. He began his career with the Department of the Navy in 1938. and culminated it with his retirement in 1972 at which time he was engaged in VSTOL aircraft analysis and was the Director Advanced Systems Division Naval Air Systems Command (and its predecessor organizations). During this period he made major contributions to the Fleet Ballistic Missile Program the F-14 A-7 and S-3 Aircraft Programs and the Phoenix Condor and Harpoon Missile Programs. THE AUTHOR:was born in Brooklyn New York and attended Dartmouth College from 1941 until 1947 during which period he received his AB degree in History magno cum laude and served three years in the U.S. Army. In 1948 he completed graduate study at Columbia University receiving his MA degree in Economic History. In September 1975 Mr. Stryker was appointed to his present position of Assistant Administrator for Policy and Administration Maritime Administration Department of Commerce responsible for the development of U.S. Merchant Marine policies and programs financial analysis and monitoring of the Maritime Industry and internal administration and financial management of the Maritime Administration. Prior to this appointment he was Director of the Administration's Office of Policy and Plans and early in his career served in the Department of Defense in several positions concerned with operations logistics and transportation was a Project Leader with the Institute of Defense Analyses and employed as an Intelligence Research Specialist. Mr. Stryker is a member of Phi Beta Kappa the American Historical Association the American Military Institute and the Company of Military Historians. For his major contributions in support of the Nation's Merchant Marine Program that have been of exceptional value to the Government and to the Merchant Marine Industry he was awarded the Department of Commerce Gold Medal the Department's highest award.
