Human systems integration and advanced technology in engineering department workload and manpower reduction

LIVELY graduated from the University of Colorado with a BS in applied mathematics and an MS in mathematics in 1976 and from the Massachusetts Institute of Technology with an MS in electrical engineering and the degree ocean engineer in naval architecture and marine engineering in 1984. He retired from the U.S. Navy in 1989 after 23 years of service. Assignments included electrical officer on the USS Constellation (CV 64) project engineer for the DDG 51 machinery control system (NAVSEA) and DDG 51 Technical Director (NAVSEA). He was vice president of the PDI Division of Bird-Johnson Company from July 1989 to November 1998 where he managed various gas turbine and machinery controls related development projects. He joined Anteon Corporation's Systems Engineering Group as senior controls engineer in December 1998 where he provided technical support to the integrated power systems program (NAVSEA PMS 510) and managed the Office of Naval Research Afloat Laboratory. DR. MARK KIRKPATRICK is currently an independent consultant in human factors and work-load/manning analysis and modeling. He holds a Ph.D. degree in experimental psychology from The Ohio State University and has 34 years of experience in applied human factors. From 1982 through 2000 Dr. Kirkpatrick served as the senior vice president of Carlow International. Prior to joining Carlow in 1982 Dr. Kirkpatrick served as a member of the technical staff at North American Rockwell's Missiles Division and as a project director and vice president for Essex Corporation. His areas of expertise include workload simulation task analysis operator-in-the-loop simulation human performance experimentation statistical analysis and human factors T&E. He has twenty-five years of experience in systems development and is published in the field of systems development management. He served as corporate research scientist at Systems Exploration Inc. from 1988 to 1991 program director at Computer Science Corporation from 1983 to 1988 director of operations at Republic Management Systems Corporation from 1981 to 1983 and program manager at Computer Science Corporation from 1972 to 1981. A 1962 graduate of the US. Naval Academy he holds a doctoral degree in human behavior and engineering degrees in electronics and communications. He has taught courses on information systems and systems management at most of the colleges in the San Diego area. Dr. Hafner has presented fourteen refereed research papers while publishing sixteen articles and a book A Manager's Guide to Software System Development.

He joined the Department of Electrical Engineering at Syracuse University for his graduate studies in 1989 where he is currently a research assistant. His research interests are in microwave measurements numerical electromagnetics and signal processing. Biographies and photos are not available for M. Manela and R. K. Lade. Tapan K. Sarkar (Sf69-M'76-SM'X1) was born in Calcutta. India on August 2 1948. He received the BTech degree from the Indian Institute of Technology Kharagpur India in 1969 the MScE degree from the University of New Brunswick Fredericton Canada in 1971. and the MS and PhD degrees from Syracuse University. Syracuse NY in 1975. From 1975-1976 he was with the TACO Division of the General Instruments Corporation. He was with the Rochester Institute of Technology (Rochester NY) from 1976-1985. He was a Research Fellow at the Gordon Mckay Laboratory Harvard University Cambridge MA from 1977 to 1978. He is now a Professor in the Department of Electrical and Computer Engineering Syracuse University. His current research interests deal with numerical solutions of operator equations arising in electromagnetics and signal processing with application to system design. He obtained one of the “ best solution” awards in May 1977 at the Rome Air Development Center (RADC) Spectral Estimation Workshop. He has authored or coauthored more than 154 journal articles and conference papers and has written chapters in eight books. Dr. Sarkar is a registered professional engineer in the state of New York. He received the Best Paper Award of the IEEE Transactions on Electromagnetic Compatibility in 1979. He received a bachelor of electrical engineering degree from College of the City of New York in 1960. Mr. Stern joined Dynell Electronics Corporation in 1971 and became part of the Robotic Vision Systems Inc. staff at the time of its spin-off from Dynell. He was program manager of the various three-dimensional sensing and replication systems constructed by Dynell and Robotic Vision Systems. As program manager his responsibilities encompassed technical administrative and operational areas. The first two portrait sculpture studio systems and the first three replication systems built by Robotic Vision Systems Inc. were designed manufactured and operated under his direction. Before joining Dynell Mr. Stern was a senior engineer at Instrument Systems Corporation and chief engineer of the Special Products Division of General Instrument Corporation. Prior to these positions Mr. Stern was chief engineer of Edo Commercial Corporation. At General Instrument and Edo Commercial he was responsible for the design and manufacture of military and commercial avionics equipment. Mr. Stern is presently responsible for directing the systems design and development for all of the company's programs. Robert J. Metzger:is currently engineering group leader at Robotic Vision Systems Inc. He graduated summa cum laude from the Cooper Union in 1972 with a bachelor of electrical engineering degree. Under sponsorship of a National Science Foundation graduate fellowship he graduated from the Massachusetts Institute of Technology in 1974 with the degrees of electrical engineer and master of science (electrical engineering). Taylor Naval Ship Research and Development Center in 1957 as a co-operative student/trainee and received his Bachelor of Science Degree in Physics from Virginia Polytechnic Institute. As a 32-year-old naval architect in 1971 he received both the VietnamHonorServiceMedaland the Navy'sMeritoriousCivilianServiceAwardfor his eight months as liaison with the Vietnamese NAVVS ferro-cement ship program. As head of the Seakeeping and Stabilization Group of the Surface Ship Dynamics Branch his work has led to the development of a new standard Ship Motion Computer Program and the application of ship motions to ship habitability operability and survivability problems. A major area of this work has been the ship/aircraft interface which is particularly sensitive to ship motions wind and other environmental factors. Mr. Dennis A. Woolaver:has been employed as a Naval Architect at the David W. Taylor Naval Ship Research and Development Center since 1965 where his work has resulted in numerous patents. He received his Bachelor of Science Degree in Electrical Engineering from George Washington University where he also completed graduate work in Communication Theory. Additional fields of study include Computer Science and Personnel Management. Current efforts are directed toward surface ship motion mitigation data acquisition and statistical analysis.
