AIRPET, an Asian regional air pollution research network, which is coordinated by the Asian Institute of Technology, involves six cities: Bandung, Bangkok, Beijing, Chennai, Manila, and Hanoi. One of the objectives of the network is to provide a comprehensive assessment of particulate matter (PM) air quality though monitoring and receptor modeling tools jointly by six research teams in these cities. The results within the scope of this monitoring and modeling objective in phase 1 (2001-2003) were presented. In total, the network collected over 2500 PM_2.5 and PM₁₀ samples from characteristic urban sites. In all these cities the levels of PM₁₀ and PM_2.5 were found high especially during the dry season which the frequently exceeded the EPA standard for PM₁₀ and PM_2.5, especially at the traffic sites. Traffic had the highest PM_2.5 contribution in most cities with the exceptional high share (> 70%) in Manila. Traffic and coal combustion had high contribution in Beijing while NaNO₃ was found high in Hanoi. The engineering Games at UnicenP began in 1999 and, in 2004, the 6 th edition had the participation of approximately 600 students, freshmen and sophomore, from the Civil, Computer, Electric and Mechanical engineering programs at Centro Universitário Positivo. In the last two editions of the games there has been a change in the format, with the students now being made responsible for the acquisition of the materials to be employed in the games. This is now possible due to advanced announcement of team composition, which gives the students enough time to contact fellow team members and get organized prior to engineering Games day. The new format has helped improve team organization, and also made the games easier to set up, since more time can be devoted by the faculty to task creation and evaluation as opposed to the former assemblage of kits of materials to be handed to the teams. © 2005 IEEE.

The potential for an Ecological Treatment System (ETS) to improve water quality of highly concentrated dairy wastewater is supported by the effective treatment of municipal wastewater by previous ecological systems such as Living Machines™, algal scrubbers, and treatment wetlands. This study utilized a lab-scale ETS that consisted of six components;three aerated vegetative tanks, one anaerobic tank, one clarifier, and one wetland mesocosm, resulting in a total water volume of 878 L. This system treated dairy wastewater added in increments of 7.5, 15, and 22.5 L every 72 hours. The influent CBOD5 of the waste averaged 1490.46 mg L-1. Regardless of loading rate, the system consistently reduced CBOD5 concentrations more than 99%. Percent reductions for the following variables were not affected by the different loading rates;TSS (96.5%), PC (99.5%), POC (99.2%), and TN (87.1%). However, there was a significant difference (R-ANOVA, p-value 4-N, PO4-P, and TP. Reduction rates greater than 99% were measured for NH4-N, TP, and TSS for all loading rates. However, TSS and NH4-N did not meet effluent discharge goals of 10 mg L-1 and 0.1 mg L-1, respectively, at loading rates of 22.5 L, and TP did not meet the effluent discharge goal of 1 mg L-1 for any of the loading rates. The effectiveness of the system to remove NO 3-N was limited by the bio-availability of carbon. At the lowest loading rate (7.5 L), there were no reductions in concentrations of NO 3-N. However, at the highest loading rate (22.5 L) the NO 3-N was reduced to zero during the first 3 hours of treatment. The dependence of nitrate reduction on the bio-availability of carbon was supported by an inverse relationship (r2=0.77) between PC and nitrate at the highest loading rate.

In developing countries, environmental conflicts are resolved mainly in the political arena. In the developed nations, approaches favoring structured negotiation support techniques are more common, with methodologies and studies designed especially for this purpose, deriving from Group Communications and Decision Theory. This paper analyzes an environmental dispute in the City of Rio de Janeiro, applying conflict analysis methods and simulating its settlement. It concludes that the use of these methodologies in the developing countries may be undertaken with adaptations, designed to train community groups in negotiating while fostering the democratization of the settlement of these disputes. © 2003 Elsevier Science Inc. An evaluation of landfill disposal of asbestos-containing waste and geothermal residues within a risk-assessment framework

The public perception of risks related to waste disposal facilities appears to reflect general societal anxieties and fears, which may not have a reasonable basis. A three-tier risk assessment study was therefore conducted to evaluate the landfill disposal of asbestos-containing waste (ACW) and geothermal residues. From the tier-1 analysis, the dominant asbestiform phase was identified as chrysotile, that is tightly bound in the matrix of calcite, while arsenic, cadmium, chromium, and lead were identified as the chemicals of potential concern associated with geothermal residues. From the tier-2 analysis, none of the possible exposure pathways associated with the landfill disposal of ACW was found to be potentially significant. On the other hand, there were potentially significant pathways associated with landfill disposal of geothermal residues because of the considerable potential pollution impact of leachate on soil and groundwater quality. From the tier-3 analysis, the health risk associated with landfill disposal of geothermal residues was found to be time-dependent, since the contributions to risk from water-dependent and water-independent pathways occur at different times, as indicated by RESRAD–Chem simulations. Component pathway analyses were performed to identify critical exposure pathways. The results from model sensitivity analysis have identified the input parameters that have the most influence on the time of peak risk, and the cancer risk associated with water-dependent and water-independent pathways.

During the past 30 years, reliability-based risk assessment and management processes have been developed and applied in assessing and maintaining the integrity of a worldwide infrastructure of offshore structure systems. These systems are characterized as a combination of structures, hardware/equipment, operating personnel, organizations, environments and the interfaces between these components. Background on current and future trends in development of comprehensive programs to help improve the quality and reliability of offshore structure systems are outlined. The importance and characteristics of human and organizational factors are discussed. A combination of proactive, reactive and interactive approaches have been developed that employ three strategies to achieve desirable quality and reliability: reduce likelihood of malfunctions, increase detection and correction of malfunctions, and decrease the effects and consequences of malfunctions. System robustness and fail-safe design are key elements of the third strategy.

Survey of reduced workload and crewing strategies for ocean patrol vessels

He has applied most of his 24 years of experience in the application of human engineering technology to maritime systems. Mr. Baker has directed much of Carlow's efforts to reduce ship workload and to improve human performance and maritime safety through application of human factors methods and data. He is a Certified Industrial Ergonomist (CIE) as well as a Certified Human Factors Engineering Professional (CHFEP). Both certifications were granted by Oxford Research where Mr. Baker also serves as an Advisory Board member. Russell D. Krull P.E. is a senior engineer with A&T/Proteus Engineering with more than 18 years of experi-ence in marine engineering naval architecture and program management including 16 years of active duty in the U.S. Coast Guard. Recent experience includes advanced ship design studies engineering software development technical support for the USMC Advanced Amphibious Assault Vehicle propulsion systems analyses ship structural engineering and cargo handling systems engineering. Mr. Krull has an M.S.E. in naval architecture and marine engineering and an M.S.E. in industrial and operations engineering from University of Michigan and a B.S. in ocean engineering from the U.S. Coast Guard Academy. Capt. Glenn L. Snyder USCG. Regrettably since this paper was originally written Capt. Snyder has passed away. At the time of his death he was an operations specialist assigned to the Coast Guard's Deepwater Capabilities Replacement Project as Chief of Human Systems Integration. He served as commanding officer of the patrol boat Cape George (WPB-95306) the icebreaking tug Biscayne Bay (WTGB-104) and the cutter Legare (WMEC-911). A 1975 graduate of the U.S. Coast Guard Academy Capt. Snyder held an M.A. in national security and strategic studies from the U.S. Naval War College and an M.A. in international relations from Salve Regina College. In addition he was a 1998 fellow of the Foreign Service

The U.S. Coast Guard is in the concept exploration phase of its Integrated Deepwater System (IDS) acquisition project. This project will define the next generation of surface, air and command, control, communications, computers, intelligence, surveillance, and reconnaissance (C4ISR) assets used to perform the Coast Guard's missions in the IDS environment (>50 NM off the U. S. coastline). As part of early technology investigations, the needs exist to: (1) analyze the workload requirements of the IDS, (2) identify alternative means to perform ship's work, and (3) optimize ship manning consistent with ship workload, performance criteria, and the available tools and equipment aboard. To reduce shipboard work requires an understanding of the mission and support requirements placed on the vessel and crew, how these requirements are currently met, and how requirements might otherwise be met to reduce workload and crew size. This study examined currently implemented workload and manpower reducing approaches of commercial maritime fleets, U.S. and foreign navies, and foreign coastguards. These approaches were analyzed according to evaluation criteria approved by the IDS acquisition project team. From this, strategies for shipboard work reduction that may be considered for adoption by the IDS were identified and analyzed according to performance and costs factors. Ten workload-reducing strategies were identified: damage control, bridge, multiple crewing, engineering, risk acceptance, modularity, deck, enabling technologies, ship/personnel readiness, and operability and maintainability.

Load Distribution and Body Angle Measurement in Static Walking of a Quadruped Walking Robot

A prototype quadruped walking robot has been developed to examine the possibility of application in agricultural works. The purpose of current study is to obtain some information on load distribution and inclination angle of vehicle body in three typical motion of forward, lateral and turning walk. The result showed that the current configuration of robot body required the severe translation of CG point which results in increasing of pitching angle of vehicle body.
