In clinical diagnosis of mood disorder, a large portion of bipolar disorder patients (BDs) are misdiagnosed as unipolar depression (UDs). Clinicians have confirmed that BDs generally show "reduced affect'' during clinical treatment. Thus, it is expected to build an objective and one-time diagnosis system for diagnosis assistance by using machine-learning techniques. In this study, facial expressions of BD, UD and control group (C) elicited by emotional video clips are collected for exploring temporal fluctuation characteristics of intensities of facial muscles expression among the three groups. The differences of facial expressions among mood disorders are investigated by observing macroscopic fluctuations. To deal with these problems, the corresponding methods for feature extraction and modeling are proposed. From the viewpoint of macroscopic facial expression, action unit (AU) is applied for describing the temporal transformation of muscles. Then, modulation spectrum is used for extracting short-term variation of AU. The multilayer perceptron (MLP)-based disorder prediction model is then applied to obtain the prediction results. For evaluation of the proposed method, 12 subjects for three group are included in the K-fold (K=12) cross validation experiments. The experiment results reached 61.1% classification accuracy, and outperformed the other baseline methods.

Generative adversarial network (GAN) has achieved impressive success on cross-domain generation, but it faces difficulty in cross-modal generation due to the lack of a common distribution between heterogeneous data. Most existing methods of conditional based cross-modal GANs adopt the strategy of one-directional transfer and have achieved preliminary success on text-to-image transfer. Instead of learning the transfer between different modalities, we aim to learn a synchronous latent space representing the cross-modal common concept. A novel network component named synchronizer is proposed in this work to judge whether the paired data is synchronous/corresponding or not, which can constrain the latent space of generators in the GANs. Our GAN model, named as SyncGAN, can successfully generate synchronous data (e.g., a pair of image and sound) from identical random noise. For transforming data from one modality to another, we recover the latent code by inverting the mappings of a generator and use it to generate data of different modality. In addition, the proposed model can achieve semi-supervised learning, which makes our model more flexible for practical applications.

The problems related with urban fires brings destruction, casualties and economic issues to the country. On aiming to decrease the risk specially on populous areas, the development of classification and/or forecasting systems are needed to detect these events. This paper presents a new case of study related with fire incidents to create a predictor with a machine learning technique allied with an optimization technique. Differential evolution (DE) is a population-based stochastic search evolutionary algorithm applied to nonlinear, nondifferentiable, and continuous space functions. It has shown good performance on a wide range of benchmark problems as well as many real-world applications. Extreme Gradient boosting machine (XGBoost) is an efficient boosting technique that is getting a lot of attention because of its success on winning several of competitions hosted by the site Kaggle. However, XGBoost's hyper-parameters tuning process demands a high effort and computational time, hence the application of an optimization technique as DE. In this context, DE showed to be an efficient and robust optimization tool, presenting good and stable results on the adopted tests. Along with the XGBoost hyper-parameter tuning optimized approach, this paper presents a novel database from service times of real fire incidents of the years 2013 and 2014 that were gathered with the Fire Department of the state of Paraná on the city of Curitiba in Brazil (FDPRC). The regression results could contribute with FDPRC, to speed up the location reckoning process of the fire incidents, improving the answering time of the calling. The learners' needs are an important factor in designing syllabus and materials design, this research deals with the syllabus and material design based on the professional's needs. It is expected that the syllabus and materials designes are communicatively applicable to the professional academy. Descriptive method is applied in this research. The sample of this research is 30 students of ATII Immanuel Academy Medan. They were selected by random sampling to get the data, the questioners were administered to students. the questioners consisted of 54 items and the semi structured interview consisted of 5 questions, the finding indicated that learners' needs were focused on reading and speaking skills. With reference appropriately and proportionally derived for students of the Professional Academy. Further on the basis of the syllabus, materials are designed in which the skills of using language become a priority. Willingness to pay for flood insurance: a case study in Phang Khon, Sakon Nakhon Province, Thailand

Long droughts and floods can reduce agricultural productivity and negatively impact upon businesses in the agriculture and food industries. The prevention and response to floods require both public and private efforts (e.g., 'Pay for Flood' insurance) for utmost effectiveness. The purpose of this study was to determine the potential factors that influence the people of Phang Khon District, near the Nam Un Dam, in paying flood insurance. The regression results showed that the height and duration of flooding, house price, and flood damage, were all key factors that triggered the willingness to pay flood insurance. In contrast, having a house with stairs decreased the likelihood of paying insurance. Our research suggested that 12.69 -19.04 USD/month is a commonly accepted flood insurance premium in Thailand. These findings can guide governments and insurance providers and companies towards improving their flood insurance practices.

Project Management Offices (PMOs) are organizational structures in charge of managing and coordinating several simultaneous projects within companies. Due to the complexity of different projects’ objectives, it’s usual to simplify project indicators and control them by means of the well-known triple constraint or “iron triangle”: scope, cost and time. This approach does not account for the organizational strategy, internal and external stakeholders’ interests, nor other specific indicators. The problems due to the lack of integration caused by this oversimplification are yet amplified in complex project portfolios related to technology development and deployment, since in this kind of scenario the marketing competition demands new features, at lower costs, in no time. These points could be addressed by operations management approaches, such as the Performance Management systems Design Framework (PMSDF). To identify the viability and relevance in using this method in PMOs, this work adopts a mixed methods research. Is begins with a Systematic Literature Review to better understand performance management routine and tools in PMO. It was followed by meetings with two project management consultants, to identify the best practices, habits and advises, to check the differences between practitioner and academic views. Finally, it was conducted interviews with the PMO Director of a trucks’ manufacturer and a PMO Manager in an agrarian-cattle-breeding cooperative, to verify how such companies measure their PMO’s successes. The last step was to adapt the PMSDF to the project management context, evaluating the PMO operation in a medium-sized software development company and propose the restructuration of its Performance Management System.

Within unmanned aerial vehicles on-going research topics, automatic target recognition is acquiring relevance. This is due to the easiness with which it is possible to acquire such devices. In order to do this, signal processing and classification techniques could be adopted. Also, in order to improve the classification ratio, optimization techniques could be used. This subject is object of study for many researchers, but the authors worry about the lack of information while using single-objective optimization techniques. The proposed work comprises the application of multi-objective optimization design in order to create an automatic target recognition system to discriminate different types of unmanned aerial vehicles. In order to accomplish this, a K-band radar system is used to send and receive electromagnetic signals, which are then processed with feature extraction techniques, and finally, applied on an artificial neural network system. In order to improve the system's classification ratio, the classifier is defined as a multi-objective problem, and evolutionary multi-objective optimization techniques are applied. Finally, in order to select the best possible trade-off, the level diagrams multi-criteria decision making methodology is used to compare different solutions. © 2017

Nonprofit organizations have specific and complex characteristics that influence their performance measurement and differentiate it from others business models. So, it is important to know what are the factors, as motivations, barriers, and drivers, that influence the design of a performance measurement system to develop a complete system with all organizational issues, as social aspects, accountability, and legitimacy. A systematic literature review was previously performed and a set of factors that influence the design of performance measurement system for nonprofit organizations were identified. This paper presents a case study conducted in a Fire Department in the United States with the purpose investigate the set of factors in the practice. The data were collected using four techniques: interviews, documents and archival records, and observation. The findings show that the influence of the factors can vary depending on the type of organization and the paper indicates some reasons for that. Therefore, understanding the organization and these factors is a challenge for the performance measurement area to provide tools and frameworks that contribute to the organizational management and research area advance.

Considering Industry 4.0 context, Digital Manufacturing (DM) stands out by combining conventional manufacturing technologies with digital techniques for modeling and analyzing the production system. Basically, its main goal is to assist product lifecycle management and to enable the development, through improvements and maturity evolution, of all aspects related to factory and product design. It is noticed there is a significant amount of information related to DM concepts and technologies, however its implementation process is not widely framed. This paper aims to propose a set of critical success factors (CSF) for DM implementation. For mapping CSF it is applied a research strategy based on academic literature review and consulting reports. Therefore, interviews were conducted for assessing digital manufacturing CSF influences in automotive assembly factory. The main result is a conceptual framework to assist organizations in developing a strategy for DM implementation, and map for that purpose all the required resources and capabilities. This research contributes for updating digital manufacturing CSF discussion in the new context of Industry 4.0 and it provides a guide to check the organizational readiness for DM.

This article's main contributions are twofold: 1) to demonstrate how to apply the general European Union's High-Level Expert Group's (EU HLEG) guidelines for trustworthy AI in practice for the domain of healthcare and 2) to investigate the research question of what does 'trustworthy AI' mean at the time of the COVID-19 pandemic. To this end, we present the results of a post-hoc self-assessment to evaluate the trustworthiness of an AI system for predicting a multiregional score conveying the degree of lung compromise in COVID-19 patients, developed and verified by an interdisciplinary team with members from academia, public hospitals, and industry in time of pandemic. The AI system aims to help radiologists to estimate and communicate the severity of damage in a patient's lung from Chest X-rays. It has been experimentally deployed in the radiology department of the ASST Spedali Civili clinic in Brescia, Italy, since December 2020 during pandemic time. The methodology we have applied for our post-hoc assessment, called Z-Inspection®, uses sociotechnical scenarios to identify ethical, technical, and domain-specific issues in the use of the AI system in the context of the pandemic. © 2020 IEEE.
