Advances in aircraft carrier life cycle cost analysis for acquisition and ownership decision-making

作者: Chewning, IM Moretto, SJ Irvin M. Chewning:is currently the Director of the Aircraft Carrier Cost Estimating and Industrial Analysis Group of the Naval Sea Systems Command. Over the past four years Mr. Chewning has guided the cost analysis effort for the new CVNX class aircraft carrier through a three-part analysis of alternatives and is currently steering it towards Milestone I in June of 2000. In 1999 the CVNX cost analysis team was presented the NAVSEA Association of Scientists and Engineers “outstanding team achievement” award for its work on the CVNX analysis of alternatives. Mr. Chewning's professional career includes over 16 years as an employee of Newport News Shipbuilding as a Pipe Fitter Piping Systems Designer Piping Systems Engineer and Cost Engineer. He has worked at the Naval Sea Systems Command since 1980 as a Senior Cost Analyst Branch Head and Deputy Division Director of the Cost Estimating and Analysis Division. He has preformed cost analysis work for virtually all USN combatant programs including submarines cruisers destroyers frigates and aircraft carriers. He also performed the cost analysis work for the OSD evaluation of the Israeli Naval Modernization Program in the 1980's. Mr. Chewning is also Chairman of the NATO Specialist Team on Ship Costing a subgroup of the NATO Naval Group Six on Ship Design. Under his leadership two Allied Naval Engineering Publications have been completed in the 1990's: ANEP-41 on Ship Costing and ANEP-49 on Ways to Reduce Costs of Ships. In 1999 the NATO Specialist Team on Ship Costing completed a paper titled “Manpower Reduction and the Use of Commercial Standards and Practices to Reduce Costs of Ships.” The result of this work will be incorporated in a future revision of the aforementioned ANEFs. Mr. Chewning is a graduate of North Carolina State University with a Bachelor of Science in Mechanical Engineering. Nyer is a vice president with ARCADIS Geraghty & Miller Inc. where he is responsible for maintaining and expanding the company's technical expertise in geology/hydrogeology engineering modeling risk assessment and bioremediation. He has been active in the development of new treatment technologies for many years. His areas of research interest include biological treatment suspended solids separation chemical oxidation in situ treatment air treatment systems and the application of new technologies to ground water cleanup. He has been responsible for the strategies technical design and installation of more than 200 ground water and soil remediation systems at contaminated sites throughout the United States. Paulette Mayfield is the project manager for engineering services in ARCADIS Geraghty & Miller Inc. 's Austin Texas office. As such she manages engineering projects conducted by the office and also provides engineering and regulatory support for projects conducted by ARCADIS Geraghty & Miller nationwide. She is also a member of ARCADIS Geraghty & Miller's compliance audit team and has participated in or managed numerous projects associated with RCRA program compliance solid and hazardous waste management regulatory analysis and compliance planning and facility closure/demolition/ property redevelopment. She has participated in the design operation management and evaluation of numerous bioremediation projects including hazardous waste land treatment units petroleumcontaminated soil remediation projects and ground water natural attenuation and enhanced natural attenuation projects. Mayfield also conducted two years of laboratory research involving the in situ biodegradation of petroleum products. Mr. Anderson was instrumental in introducing the collective protection system (CPS) in the U.S. Navy developing the initial forward-fit package for the USS Gunston Hall and the engineering change proposal (ECP) for the USS Wasp. He obtained his B.A. Sc. and M.A.Sc. degrees in electrical engineering (summa cum laude) from the University of Ottawa Ottawa Ontario Canada in 1987 and 1989 respectively. Mr So was a research engineer in the University of Ottawa from January 1989 to October 1991 his research interests included CAD techniques of microwave circuits and numerical methods for electromagnetic wave modelling. He specialized in the development of electromagnetic engineering CAD software and successfully implemented a number of electromagnetic wave simulators based on the two-dimensional and three-dimensional transmission-line matrix methods. From August 1990 to February 1991 he accompanied Professor W. J. R. Hoefer to Rome Italy and Sophia Antiopolas France. During that time he implemented a parallel version of the 3D-TLM simulator for the CM-2 Connection Machine using C-Star and X Windows Library. He is a research engineer and a Ph.D. student at the University of Victoria Victoria British Columbia Canada. He ported the 2D- and 3D-TLM simulators to DECmpp 1200 massively parallel computer using MPL C and C++. He also combined OSA90/hope a commercially available microwave CAD program with a 2D-TLM simulation module for geometry optimization using the Datapipe technique of OSA90/hope. Recently he has developed a distributed client-server computing technique for the TLM method this technique could accelerate the TLM simulation by more than an order of magnitude. After receiving his M.S. in mathematics and statistics and Ph.D. in statistics from the University of New Mexico he joined the Mathematics Department of the University of Toledo to establish its graduate program in statistics with emphasis on consulting and applications. He and McNichols became involved in consulting and research related to statistical issues arising in RCRA ground water monitoring regulation in 1985 and formed EnviroStat in 1990. Davis left academia in 1992 to concentrate on environmental statistics. Roger J. McNichols is professor and chairman of the Industrial Engineering Department at The University of Toledo (Toledo OH 43606). After receiving his Ph.D. in industrial engineering from The Ohio State University he joined the faculty of Texas A and M University where he directed the Maintainability Engineering Graduate Program at Red River Army Depot. At University of Toledo he is also chairman of the Systems Doctoral Program and has served as associate dean of engineering. His research and consulting interests include reliability quality control manufacturing environmental monitoring mathematical modeling and applied statistics.

He is working in support of PEO (TAD) Ship Self-Defense Program in several areas including performance assessment. He retired from the Navy in 1991 after several years at sea and various material command assignment including command of Caron (DD-970) and Aegis technical director. He is an ASNE Member who has an MS in physics from the Naval Postgraduate School. He graduated from the University of Notre Dame with a BS in civil engineering and earned his commission through the NROTC program there. Thomas H. McCants Jr.:is currently a principal system engineer in the ship defense department of the Naval Surface Warfare Center Dahlgren Division. He is supporting the PEO (TAD) in systems engineering and analysis and is supporting the Office of Naval Research in a 6.2 Ship Self-Defense program.
