As it is known that the city government of Palembang has implemented e-government, but how much e-government can help the Palembang city government to interact between the government and all levels of society including the poor in Palembang city. In its application, the condition of e-government services is still insufficient for the infrastructure to support e-government services for the poor in Palembang city. To design e-government services such as good digital population services, it is necessary to design IS / IT services for people in Palembang City with the Service Design stage in the 2011 Version of the Information Technology Infrastructure Library (ITIL) Framework so that they can be accepted by all levels of society including the poor in Palembang city. This study uses a qualitative approach. The results of this research are in the form of a digital population service information system design such as administrative and population services, Family Hope program (PKH) services and digital archive storage services based on the Service Design stages in ITIL Version 2011 that have been carried out, namely the Service Catalog Management process and Service Level Management in the form of documents. Bayesian curriculum generation in sparse reward reinforcement learning environments

This paper introduces the Bayesian Curriculum Generation Algorithm, a sophisticated approach for curriculum learning in sparse reward reinforcement learning contexts. Diverging from traditional methodologies, this algorithm utilizes Bayesian networks to dynamically create tasks by altering problem parameters, thereby impacting task difficulty. It operates independently from the core reinforcement learning algorithm, enabling compatibility with a variety of RL techniques. A notable feature of our algorithm is its capability for unsupervised task classification, utilizing a clustering process applicable to both image outputs and scalar values. This method efficiently categorizes tasks based on difficulty, circumventing the need for exhaustive training for each task. However, the effectiveness of this approach is contingent upon the presence of definable parameters within the environment and necessitates domain expertise to determine the appropriate tool, be it image output or scalar parameter analysis. The algorithm selects tasks from a curated pool corresponding to specific difficulty levels and adapts according to the agent's performance. Successful task completion triggers the generation of more complex tasks, whereas encountering challenges results in the maintenance or minor adjustment of task complexity. This adaptive feature significantly enhances the efficiency of the learning process. Empirical evaluations conducted in various environments, characterized by maze-like structures, discrete or continuous settings, and the presence of adversarial entities hindering the agent's mission, demonstrate the algorithm's efficacy and its superiority over conventional methods. The Bayesian Curriculum Generation Algorithm represents a significant advancement in reinforcement learning, providing a dynamic and adaptable solution for complex learning challenges. © 2025 The Authors

Addition units are present across many computational kernels inherent in various error-tolerant applications, including machine learning, signal, image, and video processing. Notably, adder compressors are the target when high speed and low power are the main design concerns. This work introduces energy-efficient structures of 3-2 approximate adder compressors (Ax3-2) and three distinct versions of 4-2 approximate adder compressors (Ax4-2). We compared our proposed Ax3-2 and Ax4-2 compressors with state-of-the-art energy-efficient approximate adder compressors (AxACs). Both Ax3-2 and Ax4-2 models passed through rigorous tests as standalone units. Furthermore, we integrated the Ax4-2 models into an essential application kernel appearing in video coding, i.e., the Sum Squared Differences (SSD) video accelerator. We introduce Ax3-2 and Ax4-2 that yield a new Pareto front concerning both energy-quality and area-quality trade-offs, thereby demonstrating a marked improvement over the prevailing state-of-the-art energy-efficient AxACs. © 2023 IEEE.

Multi-Processors Systems-on-Chip (MPSoCs) are demanding for high performance, low power and high density, and therefore, three-dimensional integrated circuits (3DIC) emerge as a solution to integrate these systems. In order to appropriately interconnect the layers of these systems in terms of flexibility and scalability, a Network-on-Chip (NoC) is typically employed. In this paper, we argue about the scenario of 3D designs, covering all important issues about this new concept. In agreement with all features discussed in this paper, we have proposed a hierarchical 3D topology that meets well the reality of these designs. Experimental results analyze different topologies and show the large benefits in area and power of our proposal. © 2013 IEEE.

The analysis of emergency response actions usually concentrates on failures as a means to improve future procedures and emergency plans. In this paper we adopt a resilience approach that focuses on the analysis of successful actions. We use group storytelling to recall the actions performed by emergency teams during an incident. A method aimed at recognizing resilient actions is proposed and its application is illustrated in a real case. © Springer-Verlag Berlin Heidelberg 2007.

The historical data on disasters serves various purposes, such as managing the risk of future disasters, assessing risk in the insurance sector, and formulating policies to reduce disaster risks, among others. To meet these objectives, there are databases, covering several types of disasters. However, in addition to differences in purposes, scope, access, and coverage, there are variations in the criteria for registering a disaster in the database and the information used for this register. Due to these differences, we have a scenario with discrepancies of information across existing databases. In this study, we propose a repository that combines the main advantages of some global databases, the data needs due to multilateral agreement, and the possibility of integrating regional or specific databases. The proposed Natural Disaster Data Repository (R2DN) contains a data schema and a data mapping process with two of the main global databases (EM-DAT and DesInventar) and S2ID. © 2024 Information Systems for Crisis Response and Management, ISCRAM. Knowledge Management has become a prominent subject for organizations, but often characterization and treatment of the information that flows in a well-defined design work process are muddled. We argue that context is the fundamental information resource for better understanding and carrying on activities and interactions. We propose an environment to support the cycle of creating and dealing with information about activities and interaction, focusing on their context. The goal of this paper is to discuss and specify mechanisms that can be used to collect context information within this environment. ©2007 IEEE.

Method for improvement of transparency: Use of text mining techniques for reclassification of governmental expenditures records in Brazil

Many countries have transparency laws requiring availability of data. However, often data is available but not transparent. We present the Transparency Portal of Brazilian Federal Government case and discuss limitations of public acquisitions data stored in free text format. We employed text-mining techniques to reclassify descriptive texts of measurement units related to products and services. The solution presented in KNIME and Java aggregated measurements in the original (n = 69,372 with 78% reduction in number of descriptions, 94% items classified) and in cross validation sample (n = 105,266 with 88% reduction, classifying 78% of items). In addition, we tested computational time for processing of texts for a wide range of data input sizes, suggesting the stability and scalability of the solution to process larger datasets. Finally, we produced analysis identifying probable input errors, suppliers and purchasing units with abnormal transactions and factors affecting procurement prices. This paper presents a deep learning approach for automatic detection and visual analysis of Invasive Ductal Carcinoma (IDC) tissue regions. The method proposed in this work is a convolutional neural network (CNN) for visual semantic analysis of tumor regions for diagnostic support. Detection of IDC is a time-consuming and challenging task, mainly because a pathologist needs to examine large tissue regions to identify areas of malignancy. Deep Learning approaches are particularly suitable for dealing with this type of problem, especially when many samples are available for training, ensuring high quality of the learned features by the classifier and, consequently, its generalization capacity. A 3-hidden-layer CNN with data balancing reached both accuracy and F1-Score of 0.85 and outperforming other approaches from the literature. Thus, the proposed method in this article can serve as a support tool for the identification of invasive breast cancer. © 2022 International Medical informatics Association (IMIA) and IOS Press.
