Our highly digitized world brings us into contact with networked information systems with the potential to help us locate information quickly and easily at the touch of a button. But it is far from easy to quickly find the exact information we need. Every new resource added increases the time needed to locate the right information. The increasing scale of resource collections continues to drive the need for innovative methods of organizing and providing access to the information within these collections (Bates, 1999 ). This panel will discuss the prospect of designing for uncertainty - that is creating information systems based on the premise that (in certain situations) uncertainty can be a powerful mediating strategy for people.

The WATERS Network (WATer and Environmental Research Systems Network) will be an integrated real-time distributed observing system which will enable academic and government scientists, engineers, educators, and practitioners to advance effective management of our nation's water resources by understanding human interactions with water and the natural and built environment. WATERS will provide easily accessible real time environmental data as well as analysis tools to engineers, scientists, educators, K- graduate students and policymakers so they can better understand how water quantity, quality and related components of the hydrologic cycle are impacted by natural and human influences. The WATERS strategic plan will be completed by July 2007 and requires constituent input. This paper describes the draft Conceptual Design and the education Plan of WATERS Network. This paper will highlight the potential impact of WATERS on undergraduate and graduate environmental engineering education in order to elicit input from the environmental engineering education community on how WATERS Network could better meet the future needs of undergraduate and graduate students and educators. Various techniques of autostereoscopic three-dimensional (3D) display for displaying real 3D information have been investigated in recent years. We have performed research and application of integral videography (IV), which is an animated display technique based on the principle of integral photography (IP). Although IV and IP are ideal ways to display 3D images, their spatial viewing resolution and high-speed image rendering algorithm must be improved. The pixel pitch of the display and the lens pitch are the main factors affecting IV image quality. We improved the image quality by increasing the number and density of the pixels. Parallel image processing and displaying method were also developed for animated IV imaging. We have created a scalable high-resolution image using multiple projection and project it onto a small screen to achieve high-density pixels using long-focal-length projection optics. Furthermore, an image calibration method was developed for geometrical correction and color modulation to generate seamless IV images. We evaluated the developed device by displaying an X-ray computed tomography (CT) image. Measurement of the geometrical accuracy of the reproduced IV images demonstrated that the spatial resolution of the display system matched that by theoretical analysis. Experimental results showed that our technique is very effective in obtaining 3D animated images with practical spatial resolution. © 2006 Wiley Periodicals, Inc.

The Collaborative Large-scale Engineering Analysis Network for Environmental Research (CLEANER) Project Office has been established with funding from the National Science Foundation (NSF) to the University of Illinois Urbana-Champaign (UIUC) and a coalition of 11 other institutions. The project office is coordinating the creation of a strategic plan consisting of research, cyberinfrastructure, and education plans that set forth a roadmap for the collaborative engineering analysis network for the study of environmental problems. This report will be completed by July 2007 and requires input from K-12 educators, administrators and other stakeholders in K-12 education. This paper describes the CLEANER project, provides an example of the CLEANER education Committee's vision for the K-12 area and lists contacts for further information. The intention of this paper is to elicit input from the K-12 engineering education community, including K-12 educators, on how the CLEANER education Plan could better meet the future needs of K-12 students and educators © American Society for Engineering education, 2006.

He attended Duke University graduating in May 1974 with a bachelor of science in zoology. He was commissioned in the Navy in May 1974 through the NROTC Program at Duke. Rear Adm. Hamilton's sea tours include electronics material officer and combat information center officer in USS Hawkins (DD 873) (1974 to 1976) fire control officer and missile officer in USS Coontz (DDG 40) (1976 to1978) operations officer in USS Callaghan (DDG 994) (1981 to 1984) executive officer USS Fox (CG 33) (1986 to 1988) and commanding officer USS O'Brien (DD 975) (1991 to 1993). Rear Adm. Hamilton's shore tours include anti-submarine warfare program analyst and administrative assistant to director Program Resource Appraisal Division (OP-91) Office of the Chief of Naval Operations (1984 to 1986) head Aegis Destroyer Section (OP-355F) and financial coordinator Aegis Cruiser Destroyer Branch Office of the Chief of Naval Operations (1988 to 1990) and military staff specialist for naval war-fare in the Office of the Under Secretary of Defense (Acquisition and Technology) (1994 to 1996). In May 1996 Rear Adm. Hamilton became program manager for the arsenal ship which was designed to provide massed precision fires in support of Fleet commander's warfighting requirements. After completing the first two design phases and passing significant acquisition reform lessons learned to the DD 21 Program Office Rear Adm. Hamilton closed down the Arsenal Ship Program in March 1998. From April 1998 to February 2000 Rear Adm. Hamilton served as deputy for Fleet in the Program Executive Office Theater Surface Combatants (PEO TSC-F). In this position he was responsible for Fleet Introduction and Lifetime Support of 120 surface combatants (DDG 51 CG 47 DDG 993 DD 963 FFG 7). Rear Adm. The challenges which stood as an obstacle to the naval force development are discussed. The main challenge in the national security environment is to be virtually available anywhere in the world at the behest of the national command. It is observed that in surface warefare coast guard has the most applicability and expansion of their surveillance area will help in engaging other vessels away from the manned platform. It is also observed that the relationship with mission modularity and the growth between the coast guard and the navy has attracted interest among the international community.

Received his B.Sc. from the University of Bombay India an M.A. in mathematics from the University of Cambridge U.K. and a Ph.D. in physics from the University of Maryland. He is currently an Associate Executive Director of the Network Technology Division at COMSAT Laboratories. He has been involved in research and development activities in ISDN VSAT networks data communications and network systems and architectures. Prior to his current positions Dr. Chitre was a Principal Scientist in the Network Technology Division at COMSAT Laboratories. Dr. Chitre joined COMSAT Laboratories in 1980. He has made major contributions to the analysis and architecture of data communication ISDN and BISDN via satellite. Dr. Chitre directs and participates in the international and national standards activities in ISDN BISDN and data communication as they apply to satellite communication. He was Chairman of the Working Group on Protocols and Network Timing Function of the CCIR/CCITT Joint Ad Hoc Group on ISDN/Satellite Matters during 1990–1992. Currently he is the Chairman of the Working Group on New Technologies in the ITU Intersector Coordinating Group (ICG) on Satellite Matters. Dr. Chitre was a programme manager during 1990 and 1991 on a contract from INTELSAT on systems studies on satellite communications systems architectures for ISDN and broadband ISDN systems. Currently he is the technical manager of the DoD Contract on ATM via satellite demonstration and the programme manager for the INTELSAT contract on analysis and top-level specification of INTELSAT ISDN subnetworks and SDH compatible transport network. Received the B.S. degree in electrical engineering from national Chiao-Tung University Hsin-Chu Taiwan in 1983 and the M.S. and Ph.D. degrees in electrical engineering from Georgia Institute of Technology Atlanta GA in 1986 and 1990 respectively. The role of satellite communications in networks that provide new services, such as frame relay and multimedia, is investigated. Both passive and active (on-board switching/processing) satellite systems are considered. Novel techniques are developed for each system to demonstrate, via detailed analysis and simulation, how the communications bandwidth agility of multipoint/broadcast satellite channels, and the on-board switching/processing, makes it feasible to provide these new services via hybrid satellite and terrestrial networks in a resource-efficient manner.

There is a very large demand for basic telephone service in developing nations, and remote parts of industrialized nations, which cannot be met by conventional wireline and cellular systems. This is the world's largest unserved market. We describe a system which uses recent advances in active phased arrays, fast-packet switching technology, adaptive routeing, and light spacecraft technology, in part based on the work of the Jet Propulsion Laboratory and on recently-declassified work done on the Strategic Defense Initiative, to make it possible to address this market with a global telephone network based on a large low-Earth-orbit constellation of identical satellites. A telephone utility can use such a network to provide the same modern basic and enhanced telephone services offered by telephone utilities in the urban centres of fully-industrialized nations. Economies of scale permit capital and operating costs per subscriber low enough to provide a service to all subscribers, regardless of location, at prices comparable to the same services in urban areas of industrialized nations, while generating operating profits great enough to attract the capital needed for its construction. The bandwidth needed to support the capacity needed to gain these economies of scale requires that the system use K(alpha)-band frequencies. This choice of frequencies places unusual constraints on the network design, and in particular forces the use of a large number of satellites. Global demand for basic and enhanced telephone service is great enough to support at least three networks of the size described herein. The volume of advanced components, and services such as launch services, required to construct and replace these networks is sufficient to propel certain industries to market leadership positions in the early 21st Century.
