作者: MARCY, HT The Honorable H. Tyler (“Ty”) Marcy:was born in 1918 in Rochester New York but moved to Baltimore Maryland at an early age where he attended public schools. He is a graduate of the Massachusetts Institute of Technology from which he received both his BS and MS degrees in Electrical Engineering. Subsequent to receiving the latter degree in 1941 he designed and developed gun control systems in the MIT Servomechanism Laboratory until 1946 when he became Associate Director Special Projects Department M. W. Kellogg Company and worked on rocket engine development missile controls and analog air defense systems. In 1951 Mr. Marcy left Kellogg Company to join the IBM Corporation where he remained until 1972 and was employed in various engineering and managerial positions. At IBM his first assignment concerned the bomb/navigational system for the B-52 aircraft. He then moved into commercial development of data processing machines and peripheral devices subsequently being placed in a series of technical management positions which included Assistant Manager of Product Development Corporate Headquarters New York (1956) Manager Poughkeepsie N.Y. Laboratory (1957) Vice-President General Products Division (1962) Vice-President Systems Development Division (1965) and Director of Technology Corporate Headquarters Armonk N. Y. (1968). His last position was held until 1972 when he left IBM to do private consulting work in engineering management technology and program review. In October 1974 he was appointed by the President to his present office as Assistant Secretary of the Navy for Research and Development. Mr. Marcy has been a member of the Instrument Society of America since 1963 serving as its President from 1971 until 1974. In 1967 he became a Fellow of the Institute of Electrical and Electronic Engineers (IEEE) for his leadership in feedback control and for his significant contribution to the management of technical enterprise. Rosenblatt & Son Inc. since 1973 graduated from the University of Stratclyde Glasgow Scotland in 1966 receiving his BS degree in Naval Architecture and subsequent thereto took graduate studies in Business Administration (Finance & Economics) at Temple University in 1971. In his present position he is responsible for the technical and administrative supervision of conceptual feasibility contract and detail design tasks including direct liaison with clients and subcontractors preparation of proposals cost estimates and research work in ship and shipping economics. In this capacity one of his many technical assignments has been as Assistant Project Manager and Leading Research Engineer on the Maritime Administration's “Large Shallow Draft Bulk Carrier Technology Assessment.” Prior to joining M. Rosenblatt & Son Inc. he was employed at Litton Ship Systems (1971–73) as Chief of the Ship System Economic Section at Sun Shipbuilding & Drydock Co. (1968–71) as Senior Research Engineer and at Furness Shipbuilding Co. Ltd. in England (1966–68) as a Computer Section Leader. In addition to ASNE he is a member of SNAME and an associate member of the Royal Institute of Naval Architecture. Mr. Robert G. Christensen:Program Manager for Market Analysis Office of Marine Technology U.S. Maritime Administration was born in New Orleans La. in 1941. He graduated from Louisiana State University in 1964 receiving his BS degree as a major in Mathematics and Business and later attended American University from which he received his MS degree in Operations Research and R&D Management in 1973. A licensed Purser in the Merchant Marine Service he has been employed by the Maritime Administration since 1967 and in his present position is responsible for assisting U.S. shipbuilders and ship operators in the definition of market requirements and the assessment of market opportunities. Plato:is Head of the Design Work Study/ Shipboard Manning/Human Factors Engineering Section Systems Engineering and Analysis Branch Naval Ship Engineering Center (NAVSEC). He graduated from the City College of New York in 1956 receiving his Bachelor of Mechanical Engineering degree. Following this he started work at the New York Naval Shipyard in the Internal Combustion Engine and Cargo Elevator Section. During 1957 and 1958 he was called up for active duty with the U.S. Army Corps of Engineers and served in Europe with a Construction Engineer Battalion. After release from active duty he returned to the shipyard where he remained until 1961 when he transferred to the Naval Supply Research and Development Facility Bayonne New Jersey. Initially he was in charge of an Engineering Support Test Group and the drafting services for the whole Facility. Later he became a Project Engineer in the Food Services Facilities Branch with duties that included planning and designing new afloat and ashore messing facilities for the Navy. In 1966 he transferred to NAVSEC as a Project Engineer in the Design Work Study Section and in this capacity worked on selected projects and manning problems for new construction and also developed a computer program (Manpower Determination Model) that makes accurate crew predictions for feasibility studies. In 1969 he became Head of the Section. He has been active in the U.S. Army Reserve since his release from active duty and his duties have included command of an Engineer Company various Staff positions and his present assignment as Operations Officer for a Civil Affairs Group. He has completed the U. S. A rmy Corps of Engineers Career Course and the Civil Affairs Career Course and is presently enrolled in the U.S. Army Command and General Staff College non-resident course. His work has included instruction in Naval Construction and Marine Engineering at the Massachusetts Institute of Technology leading to a Master of Science degree in 1944 and the Advanced Management Program at Harvard Graduate School of Business in 1964. As an Engineering Duty Officer (EDO) he has served in various Navy commands including the Mare Island Naval Shipyard the former New York Naval Shipyard the USS Philippine Sea (CVA-47) during the Korean War as Chief Engineer and CINCPACFLT and COMSERVPAC Staffs as Fleet and Force Maintenance Officer. Within the Naval Ship Systems Command and its predecessor BUSHIPS his duties have included Director of the Facilities Division Head of the Hull Design Branch Director of the Ship Design Division Assistant Chief for Design Shipbuilding and Fleet Maintenance and as Commander Naval Ship Systems Command from 1969 until 1972. Other duties have included an assignment as the Project Manager for the Navy's Fast Deployment Logistic Ship Project from 1965 to 1967 Deputy Chief of Naval Material for Logistic Support from 1967 to 1969 and Chairman of the Naval Material Command Shipbuilding Council which commenced upon completion of his tour as Commander NAVSHIPS in 1972. On 4 September 1973 he was appointed Director of the Defense Energy Task Group (DETG) and subsequently on 15 November 1973 as Director of Energy for the Department of Defense. A former President of ASNE from 1970 to 1971 he is currently Vice-President of the American Society of Naval Architects and Marine Engineers. In addition he is a member of the honorary engineering society Sigma Xi and listed among those in Who's Who in America.

A 1933 graduate of the Academy he completed a course in Naval Construction at Massachusetts Institute of Technology in 1938 and completed the Advanced Management Program at Harvard Graduate School of Business Administration in 1947. He was commissioned in the Construction Corps in 1936 and became an Engineering Duty (ED) officer in 1940. He is the Assistant Secretary-Treasurer of the Society.

He has completed graduate work in Chemistry at the University of Maryland and Temple University and in Technology and Management at American University. He has been with the Navy Department Washington since 1949 and is currently Head of the Coatings and Chemistry Branch of the Materials Development and Application Office of the Naval Ship Engineering Center. Responsibilities of this Branch include such items as coatings corrosion control techniques insulation chemical cleaning water treatment toxicology and detection and decontamination of biological and chemical warfare agents. Prior to this Mr. Birnbaum was employed in the Industrial Test Laboratory Philadelphia Naval Shipyard from 1938 to 1949. Work during this period included supervision of a section which inspected paints and allied materials and petroleum products to determine their suitability for Naval use and direction of research in fire retardant treatments. He is a member of the American Chemical Society Washington Paint Technical Group. National Association of Corrosion Engineers and the American Society of Naval Engineers. Mr. Bukzin is a research and development program manager in the Naval Ship Systems Command of the Department of the Navy in the fields of non-metallic materials fuels lubricants cold weather operations and several other areas. He is a graduate chemical engineer from New York University with additional training in naval architecture and management which culminated in his participation in the Senior Development Program at Cornell University during the summer of 1960. He has been employed by the Command and its predecessor for the past 2b years and has been in his present position of R&D planning and programming for the past six years.
