He served initially in theUSS Davis (DD-937)as Main Propulsion Assistant attended the Naval Destroyer School. and then was a member of the Pre-Commissioning Crew and Engineer Officer in theUSS Julius A. Furer (DEG-6).Selected as an Engineering Duty Officer (ED) in 1968. he had a tour in the Maintenance Department Staff of Commander Cruiser-Destroyer Force U.S. Atlantic Fleet at Newport. R.I. after which he attended Massachusetts Institute of Technology for graduate studies which culminated in his receiving his M.S. degree in Mechanical Engineering and his degree of Ocean Engineer in 1972. Following graduation he was assigned to the Boston Naval Shipyard followed by two years in theUSS Puget Sound (AD-38) asRepair Officer after which he was ordered to the Norfolk Naval Shipyard as the Production Engineering Officer. Currently he is on duty in the Naval Sea Systems Command (PMS 399) where he is the Trials Officer and Deputy Hull Technical Director for the OLIVER HAZARD PERRY (FFG 7) Class Acquisition Program. Cdr. Woodruff is a qualified Surface Warfare Officer. and among his military decorations holds the Naval Achievement Medal and the Vietnamese Meritorious Unit Citation Gallantry Cross. In addition to ASNE which he joined in 1967. he is a member of SNAME and the U.S. Naval Institute. and his two previous papers on Naval Shipyard Production presented at ASNE Day 1978 and 1979 were published in theNaval Engineers JournalVol. 90 No. 2 (April 1978) and Vol. 91. No. 2 (April 1979).

作者: FRISCH, FRANZ A.P. TODD, CHARLES Dr. Franz A.P. Frischgraduated from the Technical University of Vienna in Austria. He has thirty years' experience in shipbuilding and related subjects. He has worked as a Naval Architect Guarantee Engineer Chief Estimator Production Manager and Director for Shipyard Planning and Maintenance in Austria Denmark Sweden and Germany. In 1956 he was first invited to the United States to testify on foreign cost and production in subsidy cases before the Maritime Administration. From 1957 through 1962 he was associated with several U.S. Naval Architect firms: was Owner's Representative in Europe and Japan conducted studies on transport economy for Venezuela ICC and shipowners and was a consultant for shipyard planning in Brazil and Europe. In 1963 he joined the Staff of the Center for Naval Analysis (CNA) and became Head of the Logistic Section and Study Director. There he originated the FDL ship and ship concept and was assigned as advisor to the Project Manager. From 1968 through 1974 Dr. Frisch was a Faculty member and visiting lecturer at Massachusetts Institute of Technology he lectured on Shipyard Management Ocean Transportation Systems Theory in Transportation and in Interdisciplinary Seminars. In 1972 and 1973 he was consultant to Dubai Drydock. Ltd. for layout of a new shipyard in the Arabian Gulf but since 1973 he has been with the Naval Sea Systems Command mostly involved in special projects. Dr. Frisch is also Adj. Professor for Virginia Polytechnic Institute & State University (VPI) where he teaches graduate courses in Advanced Engineering Economy and Management Concepts. Mr. Charles Toddis a graduate of Howard University School of Engineering Washington D.C where he has also pursued his graduate work. He has fifteen years' experience in New Construction Shipbuilding Acquisition Programs concentrating in the areas of Major Ship Class Project Engineering and Program Management. 作者: DANGEL, R BRICE, AE The Authors A. Edward Brice was born and educated in Scotland where he graduated from the James Watt Memorial College and Paisley Technical College. His earliest marine engineering experience was obtained at Scotts's Shipbuilding and Engineering Company Limited from 1952 to 1959 where he was involved in the production and design of steam and diesel machinery plants for both Naval and commercial ships. During a five year stay in Canada Mr. Brice gained diversified experience in industries other than marine such as petrochemical plants and steel mills. He moved to the U.S. in 1964 where he was the design supervisor in charge of marine engineering at NASSCO covering new construction for American President Lines AFS type ships for the U.S. Navy Project Mohole Car Ferries for the State of Washington and 17 LST's for the U.S. Navy. During the contract definition phase of the DD-963 Mr. Brice authored several portions of the technical proposal while employed by Litton industries. He was also responsible for the system and detail design including the technical management of sub-contracts for the steam propulsion plant for the LHA 1 Class ships. Mr. Brice has been active in the Washington area for the last ten years performing marine engineering projects for the U.S. Navy. His principal interest since 1974 has been in shipboard energy conservation. He assisted in the development of the NavySTMSYS program and later in the operational verification aboard FF-1074. Mr. Brice has conducted four SECA T visits aboard ships with 1200 PSI steam plants and has recently completed an at-sea visit aboard on AOR with a 600 PSI steam plant. Richard Dangel was bom in New York City. He received his Bachelor's degree from the Sloan School of Industrial Management of the Massachusetts Institute of Technology in 1955. He has also completed graduate work for a Masters in Engineering Administration at George Washington University. Biondi:received his B.S.E.E. degree from the University of Illinois and has since taken additional graduate studies at The George Washington University. Currently he is Head of the Ship Type Combat System Integration Branch (Code-6141) Naval Sea Systems Command. Prior to his present appointment he served as Radar Branch Head in the former Naval Ship Engineering Center (NA VSEC) and was responsible for development and production of shipboard radars such as the AN/SPS-48 AN/SPS-49 AN/SPS-52 and AN/SPS-55. His primary Navy Radar and Combat System experience was attained during his earlier career in the Navy's Bureau of Ships where he was the AN/SPS-48 Radar Project Manager as well as the Navy Tactical Data System Data Processing and Display Project Engineer - a total of twenty years of Navy Radar and NTDS experience. In addition to ASNE which he joined in 1977 he is a member of IEEE and ASE and has had several technical papers published on Radar Radar Processing and Transmission Lines. Mr. Bradford E. Kruger:is a Senior Member of the Technical Staff at ITT Gilfillan Los Angeles Calif. He received his B.S.E.E. and M.S.E.E. degrees from the University of California at Berkeley in 1955 and 1956 respectively and has been with Gilfillan since then. For the past fifteen years he has been involved in the concept formulation and design of numerous radar systems for the Army Navy and Marine Corps. Most recently he has been the Principal Radar Systems Engineer for the SSURADS then the DDGX Program. In addition to ASNE which he joined in June 1980 he is a member of IEEE and holds several patents in Radar and Antenna Technology.

Prior to pursuing an advanced degree at Webb Institute of Naval Architecture he spent two years in destroyers and four years in submarines. Designated an Engineering Duty Officer (EDO) in 1966 he attended the Deep Sea Diving School and proceeded to Hunters Point Division of the San Francisco Naval Shipyard. Here he was responsible for the production efforts in the Deep Dive System MK 2 and the SEALAB III Program. While at Hunters Point he was also the 12th Naval District Salvage Officer and the Salvage Master during the raising of the nuclear submarine USS Guitarro which sank at Mare Island Naval Shipyard in May 1969. Following a tour on the Staff Commander Service Force U.S. Atlantic Fleet as the Fleet Salvage Officer he assumed command of the Experimental Diving Unit Washington D.C. in 1971 with additional duty at the Naval Ship Systems Command as the Supervisor of Diving. During this tour the Experimental Diving Unit conducted a world record 1600 foot wet hyperbaric dive. Relieved of this command on 1 October 1973 he presently remains as the Supervisor of Diving.
