He served initially in theUSS Davis (DD-937)as Main Propulsion Assistant attended the Naval Destroyer School. and then was a member of the Pre-Commissioning Crew and Engineer Officer in theUSS Julius A. Furer (DEG-6).Selected as an Engineering Duty Officer (ED) in 1968. he had a tour in the Maintenance Department Staff of Commander Cruiser-Destroyer Force U.S. Atlantic Fleet at Newport. R.I. after which he attended Massachusetts Institute of Technology for graduate studies which culminated in his receiving his M.S. degree in Mechanical Engineering and his degree of Ocean Engineer in 1972. Following graduation he was assigned to the Boston Naval Shipyard followed by two years in theUSS Puget Sound (AD-38) asRepair Officer after which he was ordered to the Norfolk Naval Shipyard as the Production Engineering Officer. Currently he is on duty in the Naval Sea Systems Command (PMS 399) where he is the Trials Officer and Deputy Hull Technical Director for the OLIVER HAZARD PERRY (FFG 7) Class Acquisition Program. Cdr. Woodruff is a qualified Surface Warfare Officer. and among his military decorations holds the Naval Achievement Medal and the Vietnamese Meritorious Unit Citation Gallantry Cross. In addition to ASNE which he joined in 1967. he is a member of SNAME and the U.S. Naval Institute. and his two previous papers on Naval Shipyard Production presented at ASNE Day 1978 and 1979 were published in theNaval Engineers JournalVol. 90 No. 2 (April 1978) and Vol. 91. No. 2 (April 1979).

The purpose of the paper is to address the current dilemma facing the Surface Ship Navy as it approaches the twenty-first century. The basic underlying thesis is that the Maintenance Community has lost sight of the goal it must have: to support the Commanding Officer of a ship to get his ship from point A to point B with its weapons system ready. To do this, three basic things must occur: 1) the ship must be capable of getting underway and steaming (i.e., turn the screw); 2) the ship must have its weapons systems working and “up” in all respects (i.e., fight the ship); and 3) the Crew must be prepared (i.e., have sufficient training). It Is submitted that we have lost sight of this fact. There remains an inordinate amount of concern over appearance (external and internal), habitability, plaques, inspections, and various human factors programs, and funds may be spent in there areas when the main machinery plant and missile systems are “down.” A recent example is the effort to remove every speck of wood from all Navy ships including picture frames. Training is addressed also as the third key element missing, particularly in the main machinery spaces. A brief examination is made of the ship cycle as it gas into the maintenance mode, i.e., delivery plus one to two years. A comparison is made with the basic Submarine Force approach to this problem and when the Surface Community may take a page out of the Submarine Force book. An addressed are: 1) Current Ship's Maintenance Project (CSMP); 2) Planned Maintenance System (PMS); 3) Pre-Overhaul Test and Inspection (POT&I); 4) Long lead time SHIPALT material, 5) Intermediate Maintenance Activity (IMA) role (Tenders and SIMAS); and 6) Shipyard role and facilities.

THE “TRADE—OFF” BETWEEN LEARNING AND INFLATION IN SHIPBUILDING

作者： FRISCH, FRANZ A.P. TODD, CHARLES Dr. Franz A.P. Frischgraduated from the Technical University of Vienna in Austria. He has thirty years' experience in shipbuilding and related subjects. He has worked as a Naval Architect Guarantee Engineer Chief Estimator Production Manager and Director for Shipyard Planning and Maintenance in Austria Denmark Sweden and Germany. In 1956 he was first invited to the United States to testify on foreign cost and production in subsidy cases before the Maritime Administration. From 1957 through 1962 he was associated with several U.S. Naval Architect firms: was Owner's Representative in Europe and Japan conducted studies on transport economy for Venezuela ICC and shipowners and was a consultant for shipyard planning in Brazil and Europe. In 1963 he joined the Staff of the Center for Naval Analysis (CNA) and became Head of the Logistic Section and Study Director. There he originated the FDL ship and ship concept and was assigned as advisor to the Project Manager. From 1968 through 1974 Dr. Frisch was a Faculty member and visiting lecturer at Massachusetts Institute of Technology he lectured on Shipyard Management Ocean Transportation Systems Theory in Transportation and in Interdisciplinary Seminars. In 1972 and 1973 he was consultant to Dubai Drydock. Ltd. for layout of a new shipyard in the Arabian Gulf but since 1973 he has been with the Naval Sea Systems Command mostly involved in special projects. Dr. Frisch is also Adj. Professor for Virginia Polytechnic Institute & State University (VPI) where he teaches graduate courses in Advanced Engineering Economy and Management Concepts. Mr. Charles Toddis a graduate of Howard University School of Engineering Washington D.C where he has also pursued his graduate work. He has fifteen years' experience in New Construction Shipbuilding Acquisition Programs concentrating in the areas of Major Ship Class Project Engineering and Program Management. He worked in this capacity on the LSD 36 and 37 Class ships and in the Special Craft Section of the Combatant Craft

Learning leads to a decrease in program cost and inflation leads to an increase in program cost. At a certain time, the benefits of leaming and the penalty due to inflation will balance each other. This time is defined as the “critical time.” The “critical tune” depends upon the number of ships to be built because this determines the possible gain in learning. The “Critical time” also depends upon the assumed inflation, upon the achievable learning rate, and upon the material/labor ratio of the first ship. Learning expectation can be influenced by planning and the material/labor ration by a make– or buydecision. Assumptions on future learning are as vague as assumptions on inflation. The paper shows that it is almost impossible to beat inflation. It shows that accelerated programs are preferable and that make—decisions supersede the value of buy—decisions. The result is derived from an abstract treatment of the subject. © 1978 American Society of Naval Engineers

作者： DANGEL, R BRICE, AE The Authors A. Edward Brice was born and educated in Scotland where he graduated from the James Watt Memorial College and Paisley Technical College. His earliest marine engineering experience was obtained at Scotts's Shipbuilding and Engineering Company Limited from 1952 to 1959 where he was involved in the production and design of steam and diesel machinery plants for both Naval and commercial ships. During a five year stay in Canada Mr. Brice gained diversified experience in industries other than marine such as petrochemical plants and steel mills. He moved to the U.S. in 1964 where he was the design supervisor in charge of marine engineering at NASSCO covering new construction for American President Lines AFS type ships for the U.S. Navy Project Mohole Car Ferries for the State of Washington and 17 LST's for the U.S. Navy. During the contract definition phase of the DD-963 Mr. Brice authored several portions of the technical proposal while employed by Litton industries. He was also responsible for the system and detail design including the technical management of sub-contracts for the steam propulsion plant for the LHA 1 Class ships. Mr. Brice has been active in the Washington area for the last ten years performing marine engineering projects for the U.S. Navy. His principal interest since 1974 has been in shipboard energy conservation. He assisted in the development of the NavySTMSYS program and later in the operational verification aboard FF-1074. Mr. Brice has conducted four SECA T visits aboard ships with 1200 PSI steam plants and has recently completed an at-sea visit aboard on AOR with a 600 PSI steam plant. Richard Dangel was bom in New York City. He received his Bachelor's degree from the Sloan School of Industrial Management of the Massachusetts Institute of Technology in 1955. He has also completed graduate work for a Masters in Engineering Administration at George Washington University. Since graduation he has spent 11 years in private industry with companies in the DOD engineering research

The Ship Energy Conservation Assist Team (SECAT) program was initiated in Fiscal Year (FY) 82 by the Naval Sea systems Command (NAVSEA) to demonstrate and introduce individual Ship Commands to known energy conserving techniques without adding equipment complexity or additional maintenance burden. The principal objective is to provide each ship with an energy consumption, coupled with recommended energy conservation strategies. The technique involves both in-port and underway monitoring and introduction of energy efficient machinery plant alignments, fuel consumption curve generation, and most efficient speed curves. The program has completed visits on six combatants and enjoys the support of both the Commander, Naval Surface Forces, U.S. Atlantic Fleet (COMNAVSURFLANT) and the Commander-in-Chief, U.S. Atlantic Fleet (CINCLANT). Plans are to perform SECAT on additional DDG 2 and FF 1052/1078 Class ships and initiate SECAT on additional ship types in FY 83.

THE UNIMAST CONCEPT - A MAJOR DEPARTURE IN SHIPBOARD RADAR ANTENNA INSTALLATION PHILOSOPHY

Biondi:received his B.S.E.E. degree from the University of Illinois and has since taken additional graduate studies at The George Washington University. Currently he is Head of the Ship Type Combat System Integration Branch (Code-6141) Naval Sea Systems Command. Prior to his present appointment he served as Radar Branch Head in the former Naval Ship Engineering Center (NA VSEC) and was responsible for development and production of shipboard radars such as the AN/SPS-48 AN/SPS-49 AN/SPS-52 and AN/SPS-55. His primary Navy Radar and Combat System experience was attained during his earlier career in the Navy's Bureau of Ships where he was the AN/SPS-48 Radar Project Manager as well as the Navy Tactical Data System Data Processing and Display Project Engineer - a total of twenty years of Navy Radar and NTDS experience. In addition to ASNE which he joined in 1977 he is a member of IEEE and ASE and has had several technical papers published on Radar Radar Processing and Transmission Lines. Mr. Bradford E. Kruger:is a Senior Member of the Technical Staff at ITT Gilfillan Los Angeles Calif. He received his B.S.E.E. and M.S.E.E. degrees from the University of California at Berkeley in 1955 and 1956 respectively and has been with Gilfillan since then. For the past fifteen years he has been involved in the concept formulation and design of numerous radar systems for the Army Navy and Marine Corps. Most recently he has been the Principal Radar Systems Engineer for the SSURADS then the DDGX Program. In addition to ASNE which he joined in June 1980 he is a member of IEEE and holds several patents in Radar and Antenna Technology.

The best topside location for an antenna is on top of the highest mast on the ship, thus affording all-around coverage and minimum interference. However, usually only one antenna can occupy that site. Modern naval combatants have numerous antennas, and the necessary compromises in mounting all of them means that even the best site is often electro-magnetically compromised by adjacent structures and other antennas. A contrary approach is to mount larger antennas lower, and to design the ship to minimize blockage. This is “The UNIMAST Concept,” which argues for a single mast on which are mounted all the ship's major rotating surveillance antennas. The larger antennas rotate around the lower part of the mast, while lighter antennas, e.g., surface search, are sited above. This paper discusses the degradation of sidelobes due to present topside design and numerically relates degradation to Electronic Counter-Countermeasures (ECCM) performance. Removal of that degradation via the UNIMAST Concept requires that a device known as an Annular Rotary Coupler (ARC) be used. The development of just such a high power, wide-band ARC on a Navy-sponsored R&D contract is herein described. Also described is the potential backfitting of the UNIMAST Concept to existing ships; e.g., the DDG-993. Battle damage vulnerability of the UNIMAST Concept with respect to a conventional two mast design is addressed. It is argued that the UNIMAST Concept affords no degradation in vulnerability due to improved potential for protecting vital antenna parts.

The U.S. Navy Diving program

Prior to pursuing an advanced degree at Webb Institute of Naval Architecture he spent two years in destroyers and four years in submarines. Designated an Engineering Duty Officer (EDO) in 1966 he attended the Deep Sea Diving School and proceeded to Hunters Point Division of the San Francisco Naval Shipyard. Here he was responsible for the production efforts in the Deep Dive System MK 2 and the SEALAB III Program. While at Hunters Point he was also the 12th Naval District Salvage Officer and the Salvage Master during the raising of the nuclear submarine USS Guitarro which sank at Mare Island Naval Shipyard in May 1969. Following a tour on the Staff Commander Service Force U.S. Atlantic Fleet as the Fleet Salvage Officer he assumed command of the Experimental Diving Unit Washington D.C. in 1971 with additional duty at the Naval Ship Systems Command as the Supervisor of Diving. During this tour the Experimental Diving Unit conducted a world record 1600 foot wet hyperbaric dive. Relieved of this command on 1 October 1973 he presently remains as the Supervisor of Diving.

The office of the Supervisor of Diving, Naval Ship systems Command, is responsible for the development and testing of swimmer and diver equipment. The goal of the Navy Diving program is to enable the diver to work safely, efficiently, and in comfort at 1,000 feet today;1,500 feet in the near future;and 2,500 feet in the far term. This program is divided into three areas of concern: a) Surface Supported Diving;b) Integrated Diving System;and c) Man‐in‐the‐Sea Deep Ocean. The paper focuses on the aforementioned areas by relating to existing equipments, their problems, and what programs are currently being proved to resolve these problems. © 1974 American Society of Naval Engineers

Background: Decades of steady improvements in life expectancy in Europe slowed down from around 2011, well before the COVID-19 pandemic, for reasons which remain disputed. We aimed to assess how changes in risk factors and cause-specific death rates in different European countries related to changes in life expectancy in those countries before and during the COVID-19 pandemic. Methods: We used data and methods from the Global Burden of Diseases, Injuries, and Risk Factors Study 2021 to compare changes in life expectancy at birth, causes of death, and population exposure to risk factors in 16 European Economic Area countries (Austria, Belgium, Denmark, Finland, France, Germany, Greece, Iceland, Ireland, Italy, Luxembourg, the Netherlands, Norway, Portugal, Spain, and Sweden) and the four UK nations (England, Northern Ireland, Scotland, and Wales) for three time periods: 1990–2011, 2011–19, and 2019–21. Changes in life expectancy and causes of death were estimated with an established life expectancy cause-specific decomposition method, and compared with summary exposure values of risk factors for the major causes of death influencing life expectancy. Findings: All countries showed mean annual improvements in life expectancy in both 1990–2011 (overall mean 0·23 years [95% uncertainty interval [UI] 0·23 to 0·24]) and 2011–19 (overall mean 0·15 years [0·13 to 0·16]). The rate of improvement was lower in 2011–19 than in 1990–2011 in all countries except for Norway, where the mean annual increase in life expectancy rose from 0·21 years (95% UI 0·20 to 0·22) in 1990–2011 to 0·23 years (0·21 to 0·26) in 2011–19 (difference of 0·03 years). In other countries, the difference in mean annual improvement between these periods ranged from –0·01 years in Iceland (0·19 years [95% UI 0·16 to 0·21] vs 0·18 years [0·09 to 0·26]), to –0·18 years in England (0·25 years [0·24 to 0·25] vs 0·07 years [0·06 to 0·08]). Aim The urgency for remote, reliable and scalable biodiversity monitoring amidst mounting human pressures on ecosystems has sparked worldwide interest in Passive Acoustic Monitoring (PAM), which can track life underwater and on land. However, we lack a unified methodology to report this sampling effort and a comprehensive overview of PAM coverage to gauge its potential as a global research and monitoring tool. To address this gap, we created the Worldwide Soundscapes project, a collaborative network and growing database comprising metadata from 416 datasets across all realms (terrestrial, marine, freshwater and subterranean). Location Worldwide, 12,343 sites, all ecosystem types. Time Period 1991 to present. Major Taxa Studied All soniferous taxa. Methods We synthesise sampling coverage across spatial, temporal and ecological scales using metadata describing sampling locations, deployment schedules, focal taxa and audio recording parameters. We explore global trends in biological, anthropogenic and geophysical sounds based on 168 selected recordings from 12 ecosystems across all realms. Results Terrestrial sampling is spatially denser (46 sites per million square kilometre—Mkm 2 ) than aquatic sampling (0.3 and 1.8 sites/Mkm 2 in oceans and fresh water) with only two subterranean datasets. Although diel and lunar cycles are well sampled across realms, only marine datasets (55%) comprehensively sample all seasons. Across the 12 ecosystems selected for exploring global acoustic trends, biological sounds showed contrasting diel patterns across ecosystems, declined with distance from the Equator, and were negatively correlated with anthropogenic sounds. Main Conclusions PAM can inform macroecological studies as well as global conservation and phenology syntheses, but representation can be improved by expanding terrestrial taxonomic scope, sampling coverage in the high seas and subterranean ecosystems, and spatio-temporal replication in freshwater habitats.
