LIVELY graduated from the University of Colorado with a BS in applied mathematics and an MS in mathematics in 1976 and from the Massachusetts Institute of Technology with an MS in electrical engineering and the degree ocean engineer in naval architecture and marine engineering in 1984. He retired from the U.S. Navy in 1989 after 23 years of service. Assignments included electrical officer on the USS Constellation (CV 64) project engineer for the DDG 51 machinery control system (NAVSEA) and DDG 51 Technical Director (NAVSEA). He was vice president of the PDI Division of Bird-Johnson Company from July 1989 to November 1998 where he managed various gas turbine and machinery controls related development projects. He joined Anteon Corporation's Systems Engineering Group as senior controls engineer in December 1998 where he provided technical support to the integrated power systems program (NAVSEA PMS 510) and managed the Office of Naval Research Afloat Laboratory. DR. MARK KIRKPATRICK is currently an independent consultant in human factors and work-load/manning analysis and modeling. He holds a Ph.D. degree in experimental psychology from The Ohio State University and has 34 years of experience in applied human factors. From 1982 through 2000 Dr. Kirkpatrick served as the senior vice president of Carlow International. Prior to joining Carlow in 1982 Dr. Kirkpatrick served as a member of the technical staff at North American Rockwell's Missiles Division and as a project director and vice president for Essex Corporation. His areas of expertise include workload simulation task analysis operator-in-the-loop simulation human performance experimentation statistical analysis and human factors T&E. METREY retired from U.S. government service in January 2001 having served as the director of the Naval Surface Warfare Center Carderock Division and prior to formation of the Carderock Division as the technical director of the David Taylor Research Center for a combined total of 15 years. Prior to serving as the technical director of the David Taylor Research Center Mr. Metrey held key positions in the Navy secretariat among them serving as the deputy assistant secretary of the Navy for surface warfare and the principal advisor to the assistant secretary of the Navy (research engineering and systems). He holds a bachelor of science degree in mechanical engineering from Marquette University Milwaukee Wisconsin and a master of science degree in mechanical engineer-ing from George Washington University Washington D.C. DR. SCOTT C. TRUVER is group vice president National Security Studies Anteon Corporation and directs the Center for Security Strategies and Operations in Anteon's Systems Engineering Group. Since 1972 he has participated in numerous studies for government and private industry in the United States and abroad he has also written extensively for U.S. and foreign publications. He has supported key offices in the Navy Secretariat Office of the Chief of Naval Operations and Headquarters U.S. Marine Corps Navy Systems Commands and laboratories and other Navy and Marine Corps commands and activities. Dr. Truver holds a doctor of philosophy degree in marine policy studies (1978)—the first Ph.D. in this field ever awarded by an institute of higher education—and a master of arts degree in political science and international relations (1974) from the University of Delaware where he held research and university fellowships. He has applied most of his 24 years of experience in the application of human engineering technology to maritime systems. Mr. Baker has directed much of Carlow's efforts to reduce ship workload and to improve human performance and maritime safety through application of human factors methods and data. He is a Certified Industrial Ergonomist (CIE) as well as a Certified Human Factors Engineering Professional (CHFEP). Both certifications were granted by Oxford Research where Mr. Baker also serves as an Advisory Board member. Russell D. Krull P.E. is a senior engineer with A&T/Proteus Engineering with more than 18 years of experi-ence in marine engineering naval architecture and program management including 16 years of active duty in the U.S. Coast Guard. Recent experience includes advanced ship design studies engineering software development technical support for the USMC Advanced Amphibious Assault Vehicle propulsion systems analyses ship structural engineering and cargo handling systems engineering. Mr. Krull has an M.S.E. in naval architecture and marine engineering and an M.S.E. in industrial and operations engineering from University of Michigan and a B.S. in ocean engineering from the U.S. Coast Guard Academy. Capt. Glenn L. Snyder USCG. Regrettably since this paper was originally written Capt. Snyder has passed away. At the time of his death he was an operations specialist assigned to the Coast Guard's Deepwater Capabilities Replacement Project as Chief of Human Systems Integration. He served as commanding officer of the patrol boat Cape George (WPB-95306) the icebreaking tug Biscayne Bay (WTGB-104) and the cutter Legare (WMEC-911). A 1975 graduate of the U.S. Coast Guard Academy Capt. Snyder held an M.A. in national security and strategic studies from the U.S. Naval War College and an M.A. in international relations from Salve Regina College. From 1976 to 1987 he served in a variety of senior Washington positions: aircrafi carrier (CW) ship design manager Director NVSEC's 450 man Hull Division Director NAVSEC Ship Design Division Commander of the 3000 man David Taylor Research Center (now NSWC CD) and a second three year tour as Director NAVSEA Ship Design Group. He was professor of Navad Construction and Engineering at MIT for three years. While on active duty he received numerous personal decorations including two awarad of the Legion of Merit. Currently he is the Chief Systems Engineer for John J. McMullan Assoc. the country's largest naval architecture and marine engineering company. Since 1986 he has published twelve Papers on naval ship technology design and acquisition. He is a member of SNAME's Ship Design Committee an Overseas Fellow of RINA lectures at the NAVSEA Institute and DSMC and remains on the MIT faculty as a senior lecturer. Neil T. Baron:Mr. Baron is a graduate of Marquette University. He provided senior systems engineering support to ship and system design programs including MCM-1 MHC-51 LHD-5 and headed the the Topside Design branch under the Weapons Systems Directorate at the Naval Sea Systems Command. The Topside Design branch is involved in all new construction and active fleet upgrade programs related to antennas/weapon systems/ship architecture systems engineering integration. Mr. Baron has been instrumental in forwarding the “Topside Vision” for the Navy and currently supports OPNAV and senior NAVSEA steering groups in the development of topside technologies and their application to ship and system acquistion programs. He has an extensive background in electronic systems with previous work experience including–lead electronics design engineer for the Coast Guard's new HEALY icebreaker supervisor of west coast shipboard electronics projects and Commanding Officer of a regional electronics support command. LCdr. Anderson holds a BS degree in electrical engineering from the Coast Guard Academy MS degrees in electrical engineering and engineering management from Northeastern University and recently received an MS in the management of technology from MIT. Diane Burton:is Surface Technical Director for the U.S. Coast Guard Deepwater Project. Previously she worked as a senior Naval architect in the Hull Form and Hydrodynamics Division of the Naval Sea Systems Command. She has worked for several years on the hydrodynamics of a variety of ship classes with the U.S. Navy U.S. Coast Guard and NOAA.
