"Software engineering" is a term which was coined in the late 1960's as the theme for a workshop on the problems involved in producing software that could be developed economicaLly and would run reliably on real machines. Even now, software engineering is more of a wish than a reality, but the last few years have seen an increased awareness of the need to apply an engineering-type discipline to the design and construction of software systems. Many new proposals have been made for the management of software development and maintenance and many methodologies have been suggested for improving the programming process. As these problems and solutions become better understood, there is a growing need to teach these concepts to students and to practicing professionals. As a prelude to the educational process, it is necessary to gain an understanding of the software design and development process in industry and government, to define the appropriate job categories, and to identify the fundamental content areas of soft ware engineering. The need for quality education in software engineering is now recognized by practitioners and educators alike, and various educational endeavors in this area are now being formulated. Yet, discussions we had had over the past year or so led us to believe that there was insufficient contact between practitioners and educators, with the resultant danger that each group would go off in separate ways rather than working together.

Class of 1938 His graduate work has included instruction in Naval Construction and Marine Engineering at Massachusetts Institute of Technology leading to a Master of Science Degree in 1944 and the Advanced Management Program at the Harvard Graduate School of Business in 1964. As an Engineering Duty Officer he has served in various Naval commands including the Mare Island Naval Shipyard the New York Naval Shipyard as Chief Engineer of the USS PHILIPPINE SEA (CVA47) during the Korean War and as Fleet and Force Maintenance Officer on the staffs of Commander in Chief and Commander Service Force U.S. Pacific Fleet. Within the Naval Ship Systems Command formerly the Bureau of Ships his duties have included Director of the Ship Design Division Head of the Hull Design Branch Director of the Ship Design Division and Assistant Chief of the Bureau of Ships for Design Shipbuilding and Fleet Maintenance. He is a member of Sigma Xi ASNE and SNAME. From October 1965 to 31 July 1967 he served as Project Manager Fast Deployment Logistic Ship Project. As of 1 August 1967 he has discharged the duties of Deputy Chief of Naval Material for Logistic Support.

Defense Studies Program Graduate School of Public Administration Harvard University. He received his Bachelor of Arts degree from Vanderbilt University in 1943 and his Master of Arts and Ph.D. from Princeton University in 1949 and 1954. He has taught Political Science at Princeton Vassar College and Michigan State University. He was Assistant Professor of Political Science at the latter institution when he came to Harvard in July 1955. During 1953-54 Dr. Ransom was a “Congressional Fellow” of the American Political Science Association working on Capitol Hill as a staff member for Senators and Congressmen.
