His graduate work has included instruction in Naval Construction and Marine Engineering at Massachusetts Institute of Technology leading to a Master of Science degree in 1944 and the Advanced Management Program at the Harvard Graduate School of Business in 1964. As an Engineering Duty Officer he has served in various Naval commands including the Mare Island Naval Shipyard the New York Naval Shipyard and as Fleet and Force Maintenance Officer on the staffs of Commander in Chief and Commander Service Force U.S. Pacific Fleet. Within the Naval Ship System Command formerly the Bureau of Ships his duties have included Director of the Facilities Division Head of the Hull Design Branch Director of the Ship Design Division and Assistant Chief of the Bureau of Ships for Design Shipbuilding and Fleet Maintenance. He is a member of Sigma Xi ASNE and SNAME. From October 1965 to 31 July 1967 he served as Project Manager Fast Deployment Logistic Ship Project. As of 1 August 1967 he has assumed the duties of Deputy Chief of Naval Material for Logistic Support.

作者: Birnbaum, L.S. Bukzin, E.A. Saroyan, J.R. Leon S. Birnbaum holds a B.S. degree in Chemistry from City College of New York. He has completed graduate work in Chemistry at the University of Maryland and Temple University and in Technology and Management at American University. He has been with the Navy Department Washington since 1949 and is currently Head of the Coatings and Chemistry Branch of the Materials Development and Application Office of the Naval Ship Engineering Center. Responsibilities of this Branch include such items as coatings corrosion control techniques insulation chemical cleaning water treatment toxicology and detection and decontamination of biological and chemical warfare agents. Prior to this Mr. Birnbaum was employed in the Industrial Test Laboratory Philadelphia Naval Shipyard from 1938 to 1949. Work during this period included supervision of a section which inspected paints and allied materials and petroleum products to determine their suitability for Naval use and direction of research in fire retardant treatments. He is a member of the American Chemical Society Washington Paint Technical Group. National Association of Corrosion Engineers and the American Society of Naval Engineers. Mr. Bukzin is a research and development program manager in the Naval Ship Systems Command of the Department of the Navy in the fields of non-metallic materials fuels lubricants cold weather operations and several other areas. He is a graduate chemical engineer from New York University with additional training in naval architecture and management which culminated in his participation in the Senior Development Program at Cornell University during the summer of 1960. He has been employed by the Command and its predecessor for the past 2b years and has been in his present position of R&D planning and programming for the past six years. 作者: COX, AE Mr. A. E. Cox has twenty-eight years of technical and technical management experience in the shipbuilding industry. Since joining Newport News Shipbuilding and Dry Dock Company in 1941 upon graduation from College he has participated in the design of all aircraft carriers built at NNS&DDCo starting with the Essex Class (CV-9) and progressing through the baby flat top LONG ISLAND the Midway Class (CVB-41) the Forrestal Class (CVA-59) the ENTERPRISE (CVA(N)65) the AMERICA (CVA-66) and the KENNEDY (CVA-67). He served as an officer in the U. S. Naval Reserves during World War II. His primary assignment was as a ship superintendent in new construction. With this and other experience as his credentials earlier this year he was promoted to senior program Manager responsible for the coordination of the activities of all of the program Managers. He is registered professional engineer in the State of Virginia. He holds a bachelors degree in Naval Architecture and Marine Engineering from Webb Institute of Naval Architecture and is a graduate of the Oak Ridge School of Reactor Technology. He completed the Management Course at the Graduate School of Industrial Administration Carnegie Tech. and has taken graduate courses at George Washington University University of Michigan and the University of Virginia.

Prior to this position he held the position of Deputy Chief Design Engineer at the Puget Sound Naval Shipyard. He received his Bachelor of Science degree in Naval Architecture and Marine Engineering from Webb Institute of Naval Architecture and a Bachelor of Law degree from the George Washington University Law School. He was civilian project coordinator for the Hull Design Branch for the design of USS Enterprise CVA(N)65 and has been engaged in hull design for the Navy since 1948. Commander Frederick W. Miehe Jr. U. S. Navy is a student in the Navy Graduate Financial Management Program at The George Washington University. Prior to entering this program he was project officer for major combatant ships in the Machinery Design Branch Bureau of Ships. Earlier duty assignments include shipyards staff and shipboard engineering as well as a brief interlude flying blimps. He received the Bachelor of Science degree at the United States Naval Academy in 1943 and the Degree of Naval Engineer at Massachusetts Institute of Technology in 1949. Lieut. Commander Thomas B. Wilson Jr. U. S. Navy is project officer for aircraft carriers in the Hull Design Branch Bureau of Ships. He received his Bachelor of Science degree at the United States Naval Academy in 1948 and his Master of Science degree at Webb Institute of Naval Architecture in 1953. He has been concerned with the construction conversion repairing docking and operation of aircraft carriers since 1951.

作者: FROSCH, ROBERT A. Robert A. Frosch was appointed Assistant Secretary of the Navy for Research and Development on July 1 1966. In this capacity he is responsible for formulation and management of the Navy's Research Development Test and Evaluation program. In addition he is responsible for policy guidance of Navy work in Oceanography. In July 1966 he was designated Chairman of the Interagency Committee on Oceanography which was reconstituted in July 1967 as the Interagency Committee on Marine Research Education and Facilities (ICMREF). This Committee reports directly to the National Council on Marine Resources and Engineering Development chaired by the Vice President. As Chairman of ICMREF Dr. Frosch has contributed to the national oceanographic program and to the Navy's role in ocean sciences and engineering. In November 1967 Dr. Frosch was Chairman of the United States Delegation to the Fifth Session of the Intergovernmental Oceanographic Commission which met in Paris. Dr. Frosch entered Government service in 1963 when he joined the Department of Defense as Director of Nuclear Test Detection (Project VELA) Advanced Research Projects Agency. In 1965 he became Deputy Director of the Advanced Research Projects Agency and remained in that position until becoming Assistant Secretary of the Navy. Prior to completing graduate work Dr. Frosch joined Hudson Laboratories of Columbia University in 1951 as a scientist. He held various positions of increasing responsibility until appointed Director in 1956 which position he held until 1963. While at Hudson Laboratories he was involved in cooperative research with the Office of Naval Research on projects in underwater sound and related marine matters applicable to undersea warfare. He took part in various seagoing research projects. He served as a member of various anti-submarine warfare and oceanographic advisory committees to the Navy and to the Department of Defense.
