Quality of images used in a variety of systems contributes to the success of discovering beneficial details used in different fields of computing. The quality of the image plays a vital role in increasing the success rate of image recognition and related fields. Image quality can be degraded due to distortion, imperfection during image capture, inappropriate light balancing, and exposure to name a few. Various deblurring techniques were introduced to address blurred issues, transforming an image to lesser imperfections, successfully reading and/or identifying available details on it. This study aims to identify, define, and evaluate deblurring techniques in a way that demonstrates comprehension of the tradeoffs involved in the design. Significantly, the study compares various techniques that can be used to recover hidden details in the presence of image noise. The MA TLAB was used as a tool for testing and evaluating the deblurring techniques. PSNR, MSE, and computational time were used to compare each identified deblurring techniques. Based on the comparative performance results of each technique, in terms of accuracy measure, Lucy-Richardson got the highest PSNR ratio of 25.8312 that leads the best result while wiener filter got the lowest PSNR ratio of 21.3012. While, based on the MSE results, Wiener Filter got a higher rate of 0.0074;while blind deconvolution and Lucy-Richardson got the lowest value of 0.0026. And in terms of execution time, Wiener Filter performs the fastest computational time. © 2019 IEEE.

On the bandwidth of singular plasmonic resonators in relation to the Chu limit

Plasmonic nanostructures with singular geometries can exhibit a broadband scattering response that at first glance appears to violate the lower bounds for the radiation quality (Q) factor of small radiators, known as the Chu limit. Here we explore this apparent contradiction, investigating the Q factor of the resonant modes supported by two nearly touching cylinders, and analyze how their fractional bandwidth fares in relation to the Chu limit. We first derive lower bounds for the radiation Q factors of two-dimensional objects of arbitrary cross-section. We then discuss the dissipation and radiation Q factors associated with the plasmonic resonances of a cylinder dimer as a function of its gap size. We show that the radiation Q factor is always larger than the minimum Q and, as long as the peaks in the scattering spectrum are well separated, their bandwidth is equal to the inverse of their Q factor. In the limit of touching cylinders, the resonance spectra transition from discrete to a continuum around an accumulation point, yielding a broadband response for any finite level of material loss. Within any given frequency interval, the response is the result of a multitude of plasmon resonances, each individually obeying the Chu limit. Nevertheless, the connection between the Q factor and the overall bandwidth of the scattering response is lost. Our study sheds light onto the exotic resonant phenomena emerging when plasmonic materials are shaped in singular geometries, and outlines their opportunities and limitations for nanophotonics. The Quality of Service (QoS) for applications is becoming increasingly important with the expansion of the Internet. A software-defined network offers flexibility and scalability in the use of network resources, like a meter table, which enables OpenFlow switches to measure flow rates and can be used to realize the rate limiter QoS. However, this drops packets when the flow-rate is over the limit, making the TCP congestion window reduce and grow periodically. The QoS of the upper layer using TCP will suffer regularly because of packet losses and bandwidth oscillation. Therefore, we propose a QoSTCP protocol using the meter and Rate Limiting Notification (RLN) to improve the QoS of TCP in SDN. The meter in the switch measures the flow rate to mark RLNs in the packets when the flow rate exceeds the threshold. A QoSTCP sender gets marking information to reduce the window size proportional to the marking packet ratio to avoid packet drop. We also provide a theoretical analysis to estimate when to mark packets at specific thresholds under two kinds of bandwidth demands in QoS, maximum and average rate. In order to verify QoSTCP performance, we implement a Two Rate Three Color Marker (trTCM) meter to measure the flow rate and mark RLNs using a programming protocol-independent Packet Processors (P4) switch. To simplify our implementation, the existing Explicit Congestion Notification (ECN) and Data Center TCP (DCTCP) are modified to emulate QoSTCP behavior. Experiment results confirm not only that QoSTCP provides a consistent rate guarantee by avoiding packet drop but also that it matches our theoretical analytical results.

Background Effective management of hyperlipidemia is crucial for preventing cardiovascular diseases. However, traditional monitoring systems often lack efficiency, particularly in navigating electronic health records (EHRs) to identify and track at-risk patients. Objective This study aims to evaluate the impact of a Hyperlipidemia Medication Reminder System (HLD-MRS) implemented in a district hospital to streamline EHR navigation and enhance patient management. Methods A pre-post prospective study was conducted at a district hospital. This study designed the HLD-MRS to integrate patient data, guideline recommendations, and risk factor assessments into a single interface, simplifying EHR navigation. This study compared EHR navigation times and patient tracking rates before and after HLD-MRS implementation across the Cardiology, Endocrinology, and Family Medicine departments. Results Among 750 patients with follow-up appointments, 334 were identified as having HLD or being at high-risk status. The HLD-MRS significantly reduced mean EHR navigation time from 83.9 s (SD = 8.6) to 53.8 s (SD = 6.6) across all departments (p < 0.001). The proportion of actively monitored HLD patients increased from 42.5 % to 56.6 %, while cases with unknown or withheld assessment status decreased from 57.5 % to 28.4 %. Conclusion The HLD-MRS improved efficiency in EHR navigation and increased the frequency of active patient monitoring. This guideline-driven decision support system shows promise for enhancing hyperlipidemia care in high-volume outpatient settings.

The purpose of this study is to evaluate the quality of secretarial, financial and staffing information systems at the Directorate General of AHU, known as the E-PASTI system. There are two variables analysed, namely system quality and information quality. Data collection using questionnaires that distributed to 123 employees who used the E-PASTI system but returned 93 questionnaires. Data quality analyst uses descriptive quantitative method. The results of the study are several conditions related to the system and information quality of E-PASTI. The quality can be a reference for the AHU Directorate General to improve the quality of E-PASTI that suits the needs of employees.

Free-electron radiation is a fundamental photon emission process that is induced by fast-moving electrons interacting with optical media. Historically, it has been understood that, just like any other photon emission process, free-electron radiation must be constrained within a finite time interval known as the "formation time", whose concept is applicable to both Cherenkov radiation and transition radiation, the two basic mechanisms describing radiation from a bulk medium and from an interface, respectively. Here we reveal an alternative mechanism of free-electron radiation far beyond the previously defined formation time. It occurs when a fast electron crosses the interface between vacuum and a plasmonic medium supporting bulk plasmons. While emitted continuously from the crossing point on the interface — thus consistent with the features of transition radiation — the extra radiation beyond the conventional formation time is supported by a long tail of bulk plasmons following the electron’s trajectory deep into the plasmonic medium. Such a plasmonic tail mixes surface and bulk effects, and provides a sustained channel for electron-interface interaction. These results also settle the historical debate in Ferrell radiation, regarding whether it is a surface or bulk effect, from transition radiation or plasmonic oscillation. Covid-19 pandemic is an international disaster that is experienced by almost all countries in the world. This has an impact on all lines of the life of each country. Among them is the education sector. Aside from efforts to solve this co-19 problem, the state must continue to maintain the stability and sustainability of the learning process that is the right of all citizens. Indonesia experienced the same thing. face to face learning “shock” and immediately take the fastest action by utilizing existing technology, but not all of them are ready. Using survey methods and adopting the theories of Delon and McLean, this study aims to determine the readiness of organizers, lectures, and students for current conditions, their readiness in undergoing the learning process while maintaining the quality of education and user satisfaction (instructors and students) towards learning. The results of this study prove that we all tend to be unprepared but strangely, on the other hand, the fact is that the positive things from this pandemic prove that education practitioners in Indonesia are better prepared by online learning because they are more comfortable and satisfied with online learning while supported by the government and a good system (96% of respondents) compared to face to face (4% of respondents).

There have been many studies conducted related to Smart City, IT Governance and Big Data. In this study aims to find out how the relationship between the three and how to form a framework to explain it. The methodology used is qualitative by looking for some literature on smart city framework, IT Governance framework, and a Big Data framework. From these results, an overall picture of the relationship between the three is concluded, where Big Data has a role in IT Governance. and also the relationship of IT Governance to the realization of Smart City. This paper presents the sports apps based on a mobile application that has a function to help the provider or the owner of the sports field and sports vendor to promote their business in the apps. Due to the popularity and convenience that mobile applications had and high interest from many people in having a healthy life, it is a great opportunity to combine both of them. Therefore, this study focusses to build mobile sports application using object-oriented analysis and design method, that could meet the demand of lots of peoples that wants to do a sport especially a ball sport. Otherwise, the application can help and support the community and public, especially for ball sports fans, to make reservations for the sports field easier without having to come to the location and also meet their sporting needs.

Autism Spectrum Disorder is a pervasive developmental disorder that will affect children in terms of interpersonal communication, social interaction, and imaginative levels in play. Many therapies to help the motor neuron performance is one of them Pretend Play. Pretend Play is a therapy that invites children in playing to demonstrate something else and tell how to use objects that are considered in the child's imagination. However, in the era of highly developed technology, many fields have used the Augmented Reality method as a visualization of various aspects. With this method researchers will present the therapeutic visualization of the block to 3D transportation tool that is useful for strengthening motor nerves and visual strength of the child. The system can run well during marker detection, marker movement, and 3D object display with the accuracy of precision angle and distance between virtual world with real world reach 100% with angle 0 at distance 31 cm and the maximum distance from the marker is 46 cm and the maximum angle is 30. © 2019 Published under licence by IOP Publishing Ltd.
