An efficient rate control scheme for H.264 encoding has been proposed, where p domain source modeling, which was first used in block-based DCT coding system such as H.263, MPEG-2 and MPEG-4, is introduced. For accurate rate control, parameter thetas, the slope of the linear function of bit rate R vs. p, should be estimated in advance for each frame. Least-Mean-Square (LMS) algorithm is adopted for the estimation of thetas, which is further refined by a new factor thetas-ratio for each frame. Simulation results for standard test sequences show that, compared with JVT-H017, the new algorithm achieves better coding performance, while the output bit rates are more accurate.

In this paper, we propose an improved particle filter algorithm for real-time tracking a randomly moving target in dynamic environment with a moving monocular camera. For making the tracking task robustly and effectively, color histogram based target model is integrated into particle filter algorithm. Bhattacharyya distance is used to weight samples by calculating each sample's histogram with a specified target model and it makes the measurement matching and samples' weight updating more reasonable. In order to reduce sample depletion, the improved algorithm will be able to take the latest observation into account. The experimental results confirm that the method is effective even when the monocular camera is moving and the target object is partially occluded in a clutter background.

As no reference frame can be obtained in Intra-frame error concealment, reducing the degradation of spatial reconstructed image is one of the key techniques in error concealment. In this paper, a novel spatial error concealment algorithm based on fuzzy clustering for Intra-frame in H.264 is proposed. This proposed algorithm gives a new selection of eigenvectors and similarity measurement for fuzzy clustering. The experimental results show that the proposed algorithm can improve the edge details, achieve a better subjective quality of the recovered image and increase PSNR (Peak Signal-to-Noise Ratio) as well.

A novel algorithm for matching synthetic aperture radar (SAR) image to Optical image based on lineal feature using Hausdorff distance combined with genetic algorithm is proposed in this paper. A new method is presented to extract lineal feature from low signal to noise ratio (SNR) SAR image. Based on the edge image from SAR and Optical image, modified Hausdorff distance is adopted as a similarity measure because it is insensitive to noise. Genetic algorithm is used as searching strategy to achieve high computation speed for its inertial parallel. Experimental results using real SAR and Optical images demonstrate that the algorithm is robust, fast and can achieve high matching accuracy.

In traditional Direct Torque Control (DTC), speed regulator is widely based on conventional Proportional Integral Derivative (PID) controller, which has to depend on precise math model of the subject. However, PID cannot easily achieve swift response, small overshooting and fine speed control precision especially in low speed range. This paper introduces a nonlinear control tcchnology-Auto Disturbance Rejection Controller (ADRC) into DTC to improve the speed adaptation capability and robustness, and a parameter design method of stator flux estimation is proposed. Aiming at the characters of weak and small targets in infrared images, an algorithm based on Least Squares Support Vector Machines (LS-SVM) is presented to fuse long-wave and mid-wave infrared images and detect targets. image intensity surfaces for the neighborhood of every pixel of the original long-wave infrared image and mid-wave infrared are well-fitted by mapped LS-SVM respectively. And long-wave and mid-wave infrared image gradient images are obtained by LS-SVM based on radial basis kernels function. Fusion rule is set up according to the features of gradient images. At last, segment fused image and targets can be detected with contrast threshold. Compared with wavelet fusion detection algorithm and morphological fusion detection algorithm, when a target is affected by baits, the experimental results demonstrate that the proposed approach in the paper based on LS-SVM to fuse and detect weak and small target is reliable and efficient.
