Ayyub.:is a Professor of Civil Enginnering and the Director of the Center for Technology and Systems Management at the University of Maryland (College Park). He is also a researcher and consultant in the areas of structural engineering inspection methods and practices reliability and risk analysis. He completed his B.S. degree in civil engineering in 1980 and completed both the M.S. (1981) and Ph.D. (1983) in civil engineering at the Georgia Institute of Technology. Dr. Ayyub has an extensive background in uncertainty modeling and marine structural reliability marine structures uncertainty modeling and anaylsis and mathematical medeling using the theories of probability statistics and fuzzy sets. He has completed several research projects that were funded by the NSF USCG USN the USACE ASME and several engineering companies. Dr. Ayyub served the engineering community in various capacities through societies that include ASNE ASCE ASME SNAME IEEECS and NAFIPS. He is the authour and co-author of about 250 publications in journals and conference proceedings and reports. His publications include edited books textbooks and book chapters. Dr. Ayyub is the only double recipient of the ASNE “Jimmie” Hamilton Award for the best papers in the Naval Engineers Journal in 1985 and 1992. Also he received the ASCE “Outstanding Research Oriented Paper” in the Journal of Walter L. Huber Research Prize in 1997 and the K.S. Fu Award of NAFIPS in 1995. He is a registered Professional Engineer (PE) with the State of Maryland. Zbigniew J. Karaszewski:is the Associate Director of the University of Maryland's Center for Technology and Systems Management and technical director of the Center for Maritime Leadership. Among his current responsibilities is to lead implementation activities of the NAVAIR Advanced Avionics Architecture study described in this paper. Cdr. Jahnke graduated from the University of Minnesota with a B.S. degree in aeronautical engineering and was commissioned in 1974. After flight training as a Naval flight officer he was assigned to Naval Air Station Barbers Point Hawaii where he served as Tactical Coordinator for P-3B aircraft. He was assigned to the Communications Directorate of the Joint Staff in 1990 where he participated in support of Desert Shield/Desert Storm and was part of the original cadre of officers responsible for the “C41 for the Warrior” concept. Cdr. Jahnke also has a Master of Science degree from the University of Southern California and is a 1990 graduate of the Industrial College of the Armed Forces. Cdr. Charles E. Jewett USN:is currently the Common Avionics Requirements Officer for Naval Aircraft Programs. He has served the Navy as an Aeronautical Engineering Duty Officer since 1982 with previous defense acquisition assignments as the Avionics Architecture and Engineering Branch Head Fighter/Attack Avionics systems Engineering Branch Head and A-12 Avionics Officer and A-6F Deputy Program Manager and the A-6 Avionics Officer. Cdr. Jewett entered the Navy as an Aviation Officer Candidate in 1971 receiving his commission and earning his wings as a Naval Flight Officer the same year. After graduating from the U.S. Naval Test Pilot School in 1976 he was assigned to the Strike Aircraft Test Directorate of the Naval Air Test Center where he participated in various electronic warfare electro-optics and software update evaluations for A-6 EA-6B and OV-10 aircraft. 作者: KING, JF BARTON, DE J. Fred King:is the manager of the Advanced Technology Department for Unisys in Reston Virginia. He earned his Ph.D. in mathematics from the University of Houston in 1977. He has been principal investigator of research projects in knowledge engineering pattern recognition and heuristic problem-solving. Efforts include the development of a multi-temporal multispectral classifier for identifying graincrops using LANDSAT satellite imagery data for NASA. Also as a member of the research team for a NCI study with Baylor College of Medicine and NASA he helped develop techniques for detection of carcinoma using multispectral microphotometer scans of lung tissue. He established and became technical director of the AI Laboratory for Ford Aerospace where he developed expert scheduling modeling and knowledge acquisition systems for NASA. Since joining Unisys in 1985 he has led the development of object-oriented programming environments blackboard architectures data fusion techniques using neural networks and intelligent data base systems. Douglas E. Barton:is manager of Logistics Information Systems for Unisys in Reston Virginia. He earned his B.A. degree in computer science from the College of William and Mary in 1978 and did postgraduate work in London as a Drapers Company scholar. Since joining Unisys in 1981 his work has concentrated on program management and software engineering of large scale data base management systems and design and implementation of knowledge-based systems in planning and logistics. As chairman of the Logistics Data Subcommittee of the National Security Industrial Association (NSIA) he led an industry initiative which examined concepts in knowledge-based systems in military logistics. His responsibilities also include evaluation development and tailoring of software engineering standards and procedures for data base and knowledge-based systems. He received a B.S. in mechanical engineering from Michigan Technological University and an M.S. in mechanical engineering from Michigan State University. Mr. Brown joined Westinghouse in 1986 and has since worked on such projects as the testing and analysis of current collection apparatus the design of shaft and bearing arrangements for high speed electrical motors and the design of a submersible electric motor. He also has experience in the use and analysis of fiber-reinforced composites at room temperature and at cryogenic temperatures. This knowledge of composites was applied to a study involving a fibrous composite robot arm. Mr. Brown is working on the rotor design of a cryogenically cooled AF generator and also the design of the vertical motor test facility for the Motor Silencing Program. Jeffrey R. Repp is a senior engineer with Westinghouse Research and Development Center. He received a B.S. in electrical engineering from Pennsylvania State University an M.S. in electrical engineering from the University of Cincinnati and an M.B.A. in management/industrial management from Xavier University. Mr. Repp has 13 years of experience in the field of electrical engineering specializing in the design and analysis of electromagnetic devices. This experience includes the development design testing and analysis of a wide variety of electric motors ranging from fractional horsepower permanent magnet motors through large (10000 hp) synchronous and induction motors. 作者: HOPE, JP STORTZ, VE Jan Paul Hope a native of Northern Virginia received his bachelor of science degree in mechanical engineering from the University of Virginia in 1969. Upon graduation he began his career in the Department of the Navy with the Naval Ship Systems Command in the acquisition of patrol craft mine sweepers and submarine rescue ships. In January 1971 he transferred to the ship arrangements branch of the Naval Ship Engineering Center. He was selected for the long-term training program at George Washington University in 1974 and completed the program in February 1976 with the degree of master of engineering administration. While at the Naval Ship Engineering Center Mr. Hope was general arrangement task leader on the AO-177 CG-47 CSGN CSGN (VSTOL) CGN-9 (Aegis) and CGN-42 and he also assisted in the landmark Naval Sea Systems Command civilian professional community study. In 1978 he was selected as acting head of the damage control section and subsequently was selected as acting head of the surface ship hydrodynamic section. In February 1980 he was promoted to head of the surface combatant arrangements design section. Mr. Hope was selected for the first class of the NA VSEA commander's development program. While on the program he served in the DDGX combat systems engineering division and the DDGX project office of NA VSEA was the assistant director for ship design in the office of the Assistant Secretary of the Navy for shipbuilding and logistics and was the director of weight engineering and the director of systems engineering for the DDG-51 project in NA VSEA. Upon completion of the program Mr. Hope was assigned as the deputy director of the boiler engineering division to create a new division as a major fleet support initiative by NA VSEA. In June 1985 he joined the staff of the Assistant Secretary of the Navy for shipbuilding and logistics. THE UNITED STATES NAVY'S “DESIGN WORK study” APPROACH TO THE DEVELOPMENT OF SHIPBOARD CONTROL SYSTEMS

Plato:is Head of the Design Work Study/ Shipboard Manning/Human Factors Engineering Section Systems Engineering and Analysis Branch Naval Ship Engineering Center (NAVSEC). He graduated from the City College of New York in 1956 receiving his Bachelor of Mechanical Engineering degree. Following this he started work at the New York Naval Shipyard in the Internal Combustion Engine and Cargo Elevator Section. During 1957 and 1958 he was called up for active duty with the U.S. Army Corps of Engineers and served in Europe with a Construction Engineer Battalion. After release from active duty he returned to the shipyard where he remained until 1961 when he transferred to the Naval Supply Research and Development Facility Bayonne New Jersey. Initially he was in charge of an Engineering Support Test Group and the drafting services for the whole Facility. Later he became a Project Engineer in the Food Services Facilities Branch with duties that included planning and designing new afloat and ashore messing facilities for the Navy. In 1966 he transferred to NAVSEC as a Project Engineer in the Design Work Study Section and in this capacity worked on selected projects and manning problems for new construction and also developed a computer program (Manpower Determination Model) that makes accurate crew predictions for feasibility studies. In 1969 he became Head of the Section. He has been active in the U.S. Army Reserve since his release from active duty and his duties have included command of an Engineer Company various Staff positions and his present assignment as Operations Officer for a Civil Affairs Group. He has completed the U. S. A rmy Corps of Engineers Career Course and the Civil Affairs Career Course and is presently enrolled in the U.S. Army Command and General Staff College non-resident course. He was designated Engineering Duty Officer (1400) in June 1958 and has had numerous engineering and industrial tours of duty. He has a Master's Degree in Mechanical Engineering from the Naval Postgraduate School (1965) and a Master's Degree in Business Administration (Systems Analysis) from the Defense Systems Analysis Program University of Rochester (1970). Upon completion of the latter he was ordered to The Center for Naval Analyses where he served as a cost analyst and shipbuilding/ship repair consultant. Additionally he was Project Officer for the Navy and the Environment Study. His present assignment is Director of Production Test and Integrated Logistic Support—LHA Project Naval Ship Systems Command. He is President of the CNA Sigma Xi Club and is active in the American Society of Naval Engineers. He has published articles in theASME Journal for PowertheJournal of the American Water Works Associationand theNaval Engineers Journal. Mr. Robert E. Borgstrom was graduated from the California State University at Northridge with a B.A. (1969) and an M.A. (1970) in Geography. He was Manager of Programming Services at the Laboratory for the Quantitative Analysis of Environmental and Spatial Systems and is presently with the Office of the Chief of Naval Operations assigned to the Center for Naval Analyses where his work has included studies of the Navy's program for environmental protection.
