The purpose of the U.S. Environmental Protection Agency's (EPA) core Oil Spill program effort is to help define core or fundamental Oil Spill program activities nationwide to ensure that EPA maintains a well-trained, dedicated staff with the necessary resources to prevent, prepare for, and respond to oil and hazardous substance incidents the threaten the waters of the United States. It is especially important that sound oil spill programs are in place in all EPA regions and headquarters to adequately address the changing industry culture and to prevent future disasters comparable to the Ashland tank collapse, the Exxon Valdez spill, and recent major pipeline spills. Emphasis on these core activities should help the regional oil spill programs prioritize activities in an era of reduced funding for EPA 's Oil Spill program and aging oil industry infrastructure.

This paper describes studies on high-quality InN growth on sapphire by RF-MBE. Critical procedures to obtain high-quality InN films were investigated and (1) nitridation process of sapphire substrates prior to growth, (2) precise control of V/III ratio and (3) selection of optimum growth temperature were found to be essential. Detailed structural characterizations by XRD, TEM, Raman scattering and EXAFS indicate that InN films obtained in this study have ideal hexagonal wurtzite structure. FWHMs of ω-2θ mode XRD and E2(high)-phonon-mode of Raman scattering are as small as 28.9 arcsec and 3.2 cm−1, respectively. True band gap energy of InN is also discussed based on optical characterization results obtained from well-characterized hexagonal InN grown in this study. PbS, instead of InGaAs, was used as a detector for PL study in order to solve the problem coming from the cut-off wavelength of InGaAs detector. Based on these systematic studies on structural and optical property characterizations using high-quality InN, true band-gap energy of InN is suggested to be less than 0.67 eV and approximately 0.65 eV at room temperature. Single-crystalline InN films are also successfully grown on Si substrates by a brief nitridation of the Si substrates. Significant improvement of InN crystal quality on Si substrates by the insertion of an AlN buffer layer is also demonstrated.

A series of non rapid eye movement (NREM) sleep and rapid eye movement (REM) sleep (REM-NREM sleep cycle) repeats across night. The length of REM-NREM sleep cycle varies between nights or individuals. However, the cause of the variation, which may represent characteristics of sleep, has not been well understood. To verify the cause of the variation, the relationship between each length of REM-NREM sleep cycle and included sleep stage was analyzed. We used the obtained data which consisted of 143 days with 6 to 7-hour sleep (37 healthy males in their 20s). The variation in each length of REM-NREM sleep cycle (Cycle No.1-4 in order of appearance) were observed. Each length of Cycle No.1-4 had positive correlations with stage 1+2 and stage REM. Therefore, each length of REM-NREM sleep cycle represented characteristics of each phase of sleep and could be useful to evaluate sleep quality.
