Data Envelopment Analysis (DEA) method is a linear programming approach that has been widely used as a framework for evaluating efficiency and measurement. DEA decision making is often faced with situations where the existing DMU has input and output that contains fuzzy and hesitant elements so that it is difficult to make efficiency measurements. This study will design a DEA model in the state of inputs and outputs that contain hesitant elements by using polyhedral uncertainty sets. The results of this study are expected to produce a benchmarking model with DEA that can overcome the hesitant element and have the advantage of using a polyhedral uncertainty set that can measure the linearity of the nominal problem.

The web-mobile payment transition has recently become a trend of business extension in the online payment marketplace. However, channel conflicts always exist in a multichannel environment which harms users' willingness to try out new entrants. Using the status quo bias theory and the coping theory as theoretical lenses, we develop a model to investigate the role of traditional web payment inertia on mobile payment (MP) adoption. Our model posits that consumers' intention to use M P, a form of coping intention, is a combination consequence of primary and secondary appraisal. Web payment inertia in turn demonstrates its effects on MP adoption via the primary and secondary appraisal process. Specifically, we hypothesize that inertia leads to decreased perceived value and increased perceived risk (i.e. primary appraisal factors) of the newly introduced M P. In addition, we hypothesize that inertia moderates the relationship between perceived controllability (i.e. secondary appraisal factor) and intention to use MP, such that perceived controllability becomes more important in the presence of inertia. We intend to conduct a field survey to test the research model and hypotheses.

Building consumers' trust and facilitating their usage intentions are crucial for mobile payment (MP) service providers. Drawing upon the two primary bodies of literature, the trust transfer theory and trust-based acceptance model, this study employs a trust-centric lens with a balanced cognitive and emotional perspective to investigate MP adoption. The model considers not only how cognitive and emotional trust affect consumers' usage intention of MP, but also how to build cognitive and emotional trust through the trust transfer mechanism. We conduct a field survey with 273 responses to test the model. The results indicate that emotional trust in MP has a much stronger effect on consumers' intention to use, while cognitive trust in MP has both direct and indirect effects on intention to use. Our findings also suggest that cognitive and emotional trust can transfer from web payment to MP. In addition, perceived entitativity between the web and mobile payment increases cognitive and emotional trust in MP. Limitations, implications for theory and practice will be discussed.

A genomic database of all Earth’s eukaryotic species could contribute to many scientific discoveries;however, only a tiny fraction of species have genomic information available. In 2018, scientists across the world united under the Earth BioGenome Project (EBP), aiming to produce a database of highquality reference genomes containing all ~1.5 million recognized eukaryotic species. As the European node of the EBP, the European Reference Genome Atlas (ERGA) sought to implement a new decentralised, equitable and inclusive model for producing reference genomes. For this, ERGA launched a Pilot Project establishing the first distributed reference genome production infrastructure and testing it on 98 eukaryotic species from 33 European countries. Here we outline the infrastructure and explore its effectiveness for scaling high-quality reference genome production, whilst considering equity and inclusion. The outcomes and lessons learned provide a solid foundation for ERGA while offering key learnings to other transnational, national genomic resource projects and the EBP. © The Author(s) 2024, corrected publication 2024.

Anecdotal evidences indicate that information technology addiction has become prevalent over the globe, and can result in serious negative consequences. Despite the rising concerns over this issue, its theoretical understanding is still lacking in the mainstream information system literature. Drawing upon the social cognitive theory, this study attempts to reveal why users cannot decrease their addictive behavior of playing smartphone games. The social cognitive theory serves as a framework for interpreting the failure of decreased behavior with three-stage process: self-observation, self-judgment, and self-reaction. We build our research model by following this perspective and propose key drivers in each process to explicate why the decrease of addictive behavior fails. We plan to validate our model using a longitudinal survey design. We expect that this study can improve our limited understanding of information technology addiction. Possible implications for both theory and practice are discussed.

There has been a growing interest in Health Informatics applications, research, and education within the Middle East and North African Region over the past twenty years. People of this region share similar cultural and religious values, primarily speak the Arabic language, and have similar health care related issues, which are in dire need of being addressed. Health Informatics efforts, organizations, and initiatives within the region have been largely under-represented within, but not ignored by, the International Medical Informatics Association (IMIA). Attempts to create bonds and collaboration between the different organizations of the region have remained scattered, and often, resulted in failure despite the fact that the need for a united health informatics collaborative within the region has never been more crucial than today. During the 2017 MEDINFO, held in Hangzhou, China, a new organization, the Middle East and North African Health Informatics Association (MENAHIA) was conceived as a regional non-governmental organization to promote and facilitate health informatics uptake within the region endorsing health informatics research and educational initiatives of the 22 countries represented within the region. This paper provides an overview of the collaboration and efforts to date in forming MENAHIA and displays the variety of initiatives that are already occurring within the MENAHIA region, which MENAHIA will help, endorse, support, share, and improve within the international forum of health informatics.

In this paper, we explain how an experiential learning course and study tour to Gansu Province (People’s Republic of China) enabled undergraduates at the Singapore management University (SMU) to acquire 21st-century competencies and higher-order thinking skills by analyzing and evaluating specific aspects of China’s Belt and Road Initiative (BRI) and China–Singapore (Chongqing) Connectivity Initiative — New International Land–Sea Trade Corridor (CCI-ILSTC) with emphasis on developing viable Go-To-Market (GTM) strategies aimed at selling Gansu produce in four Southeast Asian markets. We share how the course was designed to support the attainment of key learning goals and discuss how we turned pedagogical aspirations into concrete learning outcomes. We introduce key aspects of the so-called “SMU-XO” project that the students conducted in partnership with an industry partner, Pacific International Lines (PIL), and discuss how the project work helped learners to gain global competency by (i) examining critical issues related to BRI such as multi-modal infrastructure connectivity, (ii) appreciating the local perspectives of project stakeholders in Lanzhou and Shanghai and (iii) successfully interacting with people from different cultures, namely China, Indonesia, Vietnam, Malaysia and Thailand.

Globalization places people in a multilingual environment. There is a growing number of users to access and share information in several languages for public or private purpose. In order to deliver relevant information in different languages, efficient multilingual documents management is worthy of study. Generally, classification and clustering are two typical methods for documents management. However, lack of training data and high efforts for corpus annotation will increase the cost for classifying multilingual documents which needs to bridge language gaps as well. Clustering is more suitable to implement in such practical applications. There are two main factors involved in documents clustering, document representation method and clustering algorithm. In this paper, we focus on document representation method and demonstrate that the choice of representation methods has impacts on quality of clustering results. In our experiment, we use parallel corpora (English-Chinese documents on topic of technology information) and comparable corpora (English and Chinese documents on topics of mobile technology and wind energy) as dataset. We compare four different types of document representation methods: Vector Space Model, Latent Semantic Indexing, Latent Dirichlet Allocation and Doc2Vec. Experimental results show that, accuracy of Vector Space Model were not competitive with other methods in all clustering tasks. Latent Semantic Indexing is overly sensitive to corpora itself, for it behaved differently when clustering two different topics of comparable corpora. Latent Dirichlet Allocation behaves best when clustering documents in small size of comparable corpora while Doc2Vec behaves best for large documents set of parallel corpora. Accordingly, characteristics of corpora should be under considerations for rational utilization of document representation methods to have better performance.

Objective: To identify the influences of local and regional climate phenomena on dengue transmission in Lahore District of Pakistan, from 2006 to 2014. Methods: Time-series models were applied to analyze associations between reported cases of dengue and climatic parameters. The coherence trend of regional climate phenomena(IOD and ENSO) was evaluated with wavelet analysis. Results: The minimum temperature 4 months before the dengue outbreak played the most important role in the Lahore District(P=0.03). A NINO 3.4 index 9 months before the outbreaks exhibited a significant negative effect on dengue transmission(P=0.02). The IOD exhibited a synchronized pattern with dengue outbreak from 2010 to 2012. The ENSO effect(NINO 3.4 index) might have played a more important role after 2012. Conclusions: This study provides preliminary results of climate influences on dengue transmission in the Lahore District of Pakistan. An increasing dengue transmission risk accompanied by frequent climate changes should be noted. Integrating the influences of climate variability into disease prevention strategies should be considered by public health authorities.
