The recent breakthroughs in the research on Large Language Models (LLMs) have triggered a transformation across several research domains. Notably, the integration of LLMs has greatly enhanced performance in robot Task And Motion Planning (TAMP). However, previous approaches often neglect the consideration of dynamic environments, i.e., the presence of dynamic objects such as humans. In this paper, we propose a novel approach to address this gap by incorporating human awareness into LLM-based robot task planning. To obtain an effective representation of the dynamic environment, our approach integrates humans' information into a hierarchical scene graph. To ensure the plan's executability, we leverage LLMs to ground the environmental topology and actionable knowledge into formal planning language. Most importantly, we use LLMs to predict future human activities and plan tasks for the robot considering the predictions. Our contribution facilitates the development of integrating human awareness into LLM-driven robot task planning, and paves the way for proactive robot decision-making in dynamic environments. © 2024, CC BY.

Survey of reduced workload and crewing strategies for ocean patrol vessels

He has applied most of his 24 years of experience in the application of human engineering technology to maritime systems. Mr. Baker has directed much of Carlow's efforts to reduce ship workload and to improve human performance and maritime safety through application of human factors methods and data. He is a Certified Industrial Ergonomist (CIE) as well as a Certified Human Factors Engineering Professional (CHFEP). Both certifications were granted by Oxford Research where Mr. Baker also serves as an Advisory Board member. Russell D. Krull P.E. is a senior engineer with A&T/Proteus Engineering with more than 18 years of experi-ence in marine engineering naval architecture and program management including 16 years of active duty in the U.S. Coast Guard. Recent experience includes advanced ship design studies engineering software development technical support for the USMC Advanced Amphibious Assault Vehicle propulsion systems analyses ship structural engineering and cargo handling systems engineering. Mr. Krull has an M.S.E. in naval architecture and marine engineering and an M.S.E. in industrial and operations engineering from University of Michigan and a B.S. in ocean engineering from the U.S. Coast Guard Academy. Capt. Glenn L. Snyder USCG. Regrettably since this paper was originally written Capt. Snyder has passed away. At the time of his death he was an operations specialist assigned to the Coast Guard's Deepwater Capabilities Replacement Project as Chief of Human Systems Integration. He served as commanding officer of the patrol boat Cape George (WPB-95306) the icebreaking tug Biscayne Bay (WTGB-104) and the cutter Legare (WMEC-911). A 1975 graduate of the U.S. Coast Guard Academy Capt. Snyder held an M.A. in national security and strategic studies from the U.S. Naval War College and an M.A. in international relations from Salve Regina College. The U.S. Coast Guard is in the concept exploration phase of its Integrated Deepwater System (IDS) acquisition project. This project will define the next generation of surface, air and command, control, communications, computers, intelligence, surveillance, and reconnaissance (C4ISR) assets used to perform the Coast Guard's missions in the IDS environment (>50 NM off the U. S. coastline). As part of early technology investigations, the needs exist to: (1) analyze the workload requirements of the IDS, (2) identify alternative means to perform ship's work, and (3) optimize ship manning consistent with ship workload, performance criteria, and the available tools and equipment aboard. To reduce shipboard work requires an understanding of the mission and support requirements placed on the vessel and crew, how these requirements are currently met, and how requirements might otherwise be met to reduce workload and crew size. This study examined currently implemented workload and manpower reducing approaches of commercial maritime fleets, U.S. and foreign navies, and foreign coastguards. These approaches were analyzed according to evaluation criteria approved by the IDS acquisition project team. From this, strategies for shipboard work reduction that may be considered for adoption by the IDS were identified and analyzed according to performance and costs factors. Ten workload-reducing strategies were identified: damage control, bridge, multiple crewing, engineering, risk acceptance, modularity, deck, enabling technologies, ship/personnel readiness, and operability and maintainability.

Background: Decades of steady improvements in life expectancy in Europe slowed down from around 2011, well before the COVID-19 pandemic, for reasons which remain disputed. We aimed to assess how changes in risk factors and cause-specific death rates in different European countries related to changes in life expectancy in those countries before and during the COVID-19 pandemic. Methods: We used data and methods from the Global Burden of Diseases, Injuries, and Risk Factors Study 2021 to compare changes in life expectancy at birth, causes of death, and population exposure to risk factors in 16 European Economic Area countries (Austria, Belgium, Denmark, Finland, France, Germany, Greece, Iceland, Ireland, Italy, Luxembourg, the Netherlands, Norway, Portugal, Spain, and Sweden) and the four UK nations (England, Northern Ireland, Scotland, and Wales) for three time periods: 1990–2011, 2011–19, and 2019–21. Changes in life expectancy and causes of death were estimated with an established life expectancy cause-specific decomposition method, and compared with summary exposure values of risk factors for the major causes of death influencing life expectancy. Findings: All countries showed mean annual improvements in life expectancy in both 1990–2011 (overall mean 0·23 years [95% uncertainty interval [UI] 0·23 to 0·24]) and 2011–19 (overall mean 0·15 years [0·13 to 0·16]). The rate of improvement was lower in 2011–19 than in 1990–2011 in all countries except for Norway, where the mean annual increase in life expectancy rose from 0·21 years (95% UI 0·20 to 0·22) in 1990–2011 to 0·23 years (0·21 to 0·26) in 2011–19 (difference of 0·03 years). In other countries, the difference in mean annual improvement between these periods ranged from –0·01 years in Iceland (0·19 years [95% UI 0·16 to 0·21] vs 0·18 years [0·09 to 0·26]), to –0·18 years in England (0·25 years [0·24 to 0·25] vs 0·07 years [0·06 to 0·08]). In 2023, La Niña conditions that generally prevailed in the eastern Pacific Ocean from mid-2020 into early 2023 gave way to a strong El Niño by October. Atmospheric concentrations of Earth’s major greenhouse gases—carbon dioxide, methane, and nitrous oxide—all increased to record-high levels. The annual global average carbon dioxide concentration in the atmosphere rose to 419.3±0.1 ppm, which is 50% greater than the pre-industrial level. The growth from 2022 to 2023 was 2.8 ppm, the fourth highest in the record since the 1960s. The combined short-term effects of El Niño and the long-term effects of increasing levels of heat-trapping gases in the atmosphere contributed to new records for many essential climate variables reported here. The annual global temperature across land and oceans was the highest in records dating as far back as 1850, with the last seven months (June–December) having each been record warm. Over land, the globally averaged temperature was also record high. Dozens of countries reported record or near-record warmth for the year, including China and continental Europe as a whole (warmest on record), India and Russia (second warmest), and Canada (third warmest). Intense and widespread heatwaves were reported around the world. In Vietnam, an all-time national maximum temperature record of 44.2°C was observed at Tuong Duong on 7 May, surpassing the previous record of 43.4°C at Huong Khe on 20 April 2019. In Brazil, the air temperature reached 44.8°C in Araçuaí in Minas Gerais on 20 November, potentially a new national record and 12.8°C above normal. The effect of rising temperatures was apparent in the cryosphere, where snow cover extent by June 2023 was the smallest in the 56-year record for North America and seventh smallest for the Northern Hemisphere overall. He received his MS degrees in Naval Architecture from Webb Institute of Naval Architecture and in Financial Management from The George Washington University. He culminated his education at The Catholic University of America where he was awarded his Doctorate in Ocean Engineering in 1972. Capt. Jolliff has served in Naval Shipyards as Ship Superintendent Assistant Repair Officer and Assistant Planning & Estimating Superintendent and as such was primarily concerned with the repair and conversion of U. S. Navy skips. In addition he has served as Maintenance Officer Staff of Commander Mine Force U. S. Pacific Fleet as Co—Chairman of the Naval Engineering Division Engineering Department U. S. Naval Academy and as CV Design Manager in the Advanced Concepts Division and as Head Ship Survivability Office Naval Ship Engineering Center. An active member of ASNE since 1966 he has served as a member of the National Council and is currently the Chairman of the Journal Committee. He has had several papers presented at ASNE Day and published in the Journal and in 1976 was one of the recipients of the ASNE President's Award. At the present time he is assigned as the Commanding Officer Naval Coastal Systems Laboratory (NCSL) Panama City Fla. Mr. Casville M. Callahanis a native of Southwest Virginia where he attended Elementary and Secondary School prior to his three year's service in the U. S. Navy during World War II. He graduated from Lincoln Memorial University Harrogate Tenn. in 1950 receiving his BS degree in Mathematics. Test and Evaluation have become paramount in today's Department of Defense acquisition process. Therefore, the U. S. Navy requires both private and public facilities to accomplish the final goals of the “Fly before Buy” concept. Such a facility exists at the Naval Coastal systems Laboratory (NCSL); an integral part of the Chief of Naval Material's, Director of Navy Laboratories organization. This paper briefly addresses the Laboratory, its mission, and its history. This is followed by an in—depth facilities overview in order to create an understanding of the slow but steady evolution of NCSL's unique fixed facilities. These facilities, when coupled to the local natural environment, provide a unique in situ test and evaluation capability which is unequalled in the United States for assessing seagoing coastal systems. Of prime consideration is the Range Date Acquisition Center (RADAC) and Its ancillary subsystems for tracking, environmental monitoring, communications, and post run analysis. The paper is concluded with a discussion of both past and present use of the aforementioned facilities with an emphasis on user acceptance and future potential growth.

Dr. Lin received his B.S. degree in mechanical engineering from the National Taiwan University in 1957. He was awarded his M.S. degree in naval architecture and Ph.D. in engineering science from the University of California at Berkeley in 1963 and 1966 respectively. From 1966 to 1969 he was employed by ESSO Research and Engineering Company to conduct marine hydrodynamic research for oil tankers and offshore structures. Since joining DTNSRDC in 1969 he has actively conducted and directed hydrodynamic research to advance naval ship design technology and improve ship performance. Active in national and international symposia on ship hydrodynamic research he is recognized for contributions to the ship research community. For the past six years he has been a member of the Performance Committee of the ITTC and currently serves as secretary of the committee. He is a member of SNAME and the Society of Naval Architects of Japan. William G. Day Jr:. has been employed as a naval architect at the David Taylor Naval Ship R&D Center since receiving a B.E.S. degree from the Johns Hopkins University in 1966. He obtained an M.S. E. degree from George Washington University in 1971. As Head Design Evaluation Branch of the Ship Performance Department he is responsible for model experiments to evaluate the hydrodynamic performance of ships and propulsors. He is a member of ASNE and SNAME. A ship design methodology is presented for developing hull forms that attain improved performance in both seakeeping and resistance. Contrary to traditional practice, the methodology starts with developing a seakeeping-optimized hull form without making concessions to other performance considerations, such as resistance. The seakeeping-optimized hull is then modified to improve other performance characteristics without degrading the seakeeping. Presented is a point-design example produced by this methodology. Merits of the methodology and the point design are assessed on the basis of theoretical calculations and model experiments. This methodology is an integral part of the Hull Form Design System (HFDS) being developed for computer-supported naval ship design. The modularized character of HFDS and its application to hull form development are discussed.

作者： Birnbaum, L.S. Bukzin, E.A. Saroyan, J.R. Leon S. Birnbaum holds a B.S. degree in Chemistry from City College of New York. He has completed graduate work in Chemistry at the University of Maryland and Temple University and in Technology and Management at American University. He has been with the Navy Department Washington since 1949 and is currently Head of the Coatings and Chemistry Branch of the Materials Development and Application Office of the Naval Ship Engineering Center. Responsibilities of this Branch include such items as coatings corrosion control techniques insulation chemical cleaning water treatment toxicology and detection and decontamination of biological and chemical warfare agents. Prior to this Mr. Birnbaum was employed in the Industrial Test Laboratory Philadelphia Naval Shipyard from 1938 to 1949. Work during this period included supervision of a section which inspected paints and allied materials and petroleum products to determine their suitability for Naval use and direction of research in fire retardant treatments. He is a member of the American Chemical Society Washington Paint Technical Group. National Association of Corrosion Engineers and the American Society of Naval Engineers. Mr. Bukzin is a research and development program manager in the Naval Ship Systems Command of the Department of the Navy in the fields of non-metallic materials fuels lubricants cold weather operations and several other areas. He is a graduate chemical engineer from New York University with additional training in naval architecture and management which culminated in his participation in the Senior Development Program at Cornell University during the summer of 1960. He has been employed by the Command and its predecessor for the past 2b years and has been in his present position of R&D planning and programming for the past six years.
