He has applied most of his 24 years of experience in the application of human engineering technology to maritime systems. Mr. Baker has directed much of Carlow's efforts to reduce ship workload and to improve human performance and maritime safety through application of human factors methods and data. He is a Certified Industrial Ergonomist (CIE) as well as a Certified Human Factors Engineering Professional (CHFEP). Both certifications were granted by Oxford Research where Mr. Baker also serves as an Advisory Board member. Russell D. Krull P.E. is a senior engineer with A&T/Proteus Engineering with more than 18 years of experi-ence in marine engineering naval architecture and program management including 16 years of active duty in the U.S. Coast Guard. Recent experience includes advanced ship design studies engineering software development technical support for the USMC Advanced Amphibious Assault Vehicle propulsion systems analyses ship structural engineering and cargo handling systems engineering. Mr. Krull has an M.S.E. in naval architecture and marine engineering and an M.S.E. in industrial and operations engineering from University of Michigan and a B.S. in ocean engineering from the U.S. Coast Guard Academy. Capt. Glenn L. Snyder USCG. Regrettably since this paper was originally written Capt. Snyder has passed away. At the time of his death he was an operations specialist assigned to the Coast Guard's Deepwater Capabilities Replacement Project as Chief of Human Systems Integration. He served as commanding officer of the patrol boat Cape George (WPB-95306) the icebreaking tug Biscayne Bay (WTGB-104) and the cutter Legare (WMEC-911). A 1975 graduate of the U.S. Coast Guard Academy Capt. Snyder held an M.A. in national security and strategic studies from the U.S. Naval War College and an M.A. in international relations from Salve Regina College. He received his MS degrees in Naval Architecture from Webb Institute of Naval Architecture and in Financial Management from The George Washington University. He culminated his education at The Catholic University of America where he was awarded his Doctorate in Ocean Engineering in 1972. Capt. Jolliff has served in Naval Shipyards as Ship Superintendent Assistant Repair Officer and Assistant Planning & Estimating Superintendent and as such was primarily concerned with the repair and conversion of U. S. Navy skips. In addition he has served as Maintenance Officer Staff of Commander Mine Force U. S. Pacific Fleet as Co—Chairman of the Naval Engineering Division Engineering Department U. S. Naval Academy and as CV Design Manager in the Advanced Concepts Division and as Head Ship Survivability Office Naval Ship Engineering Center. An active member of ASNE since 1966 he has served as a member of the National Council and is currently the Chairman of the Journal Committee. He has had several papers presented at ASNE Day and published in the Journal and in 1976 was one of the recipients of the ASNE President's Award. At the present time he is assigned as the Commanding Officer Naval Coastal Systems Laboratory (NCSL) Panama City Fla. Mr. Casville M. Callahanis a native of Southwest Virginia where he attended Elementary and Secondary School prior to his three year's service in the U. S. Navy during World War II. Dr. Lin received his B.S. degree in mechanical engineering from the National Taiwan University in 1957. He was awarded his M.S. degree in naval architecture and Ph.D. in engineering science from the University of California at Berkeley in 1963 and 1966 respectively. From 1966 to 1969 he was employed by ESSO Research and Engineering Company to conduct marine hydrodynamic research for oil tankers and offshore structures. Since joining DTNSRDC in 1969 he has actively conducted and directed hydrodynamic research to advance naval ship design technology and improve ship performance. Active in national and international symposia on ship hydrodynamic research he is recognized for contributions to the ship research community. For the past six years he has been a member of the Performance Committee of the ITTC and currently serves as secretary of the committee. He is a member of SNAME and the Society of Naval Architects of Japan. William G. Day Jr:. has been employed as a naval architect at the David Taylor Naval Ship R&D Center since receiving a B.E.S. degree from the Johns Hopkins University in 1966. He obtained an M.S. E. degree from George Washington University in 1971. As Head Design Evaluation Branch of the Ship Performance Department he is responsible for model experiments to evaluate the hydrodynamic performance of ships and propulsors. He is a member of ASNE and SNAME. In-Young Koh:received his B.S. and M.S. degrees in electrical engineering from Lowell University in 1969 and 1971 respectively and his Ph.D. in applied mechanics from Rensselaer Polytechnic Institute in 1976. He has completed graduate work in Chemistry at the University of Maryland and Temple University and in Technology and Management at American University. He has been with the Navy Department Washington since 1949 and is currently Head of the Coatings and Chemistry Branch of the Materials Development and Application Office of the Naval Ship Engineering Center. Responsibilities of this Branch include such items as coatings corrosion control techniques insulation chemical cleaning water treatment toxicology and detection and decontamination of biological and chemical warfare agents. Prior to this Mr. Birnbaum was employed in the Industrial Test Laboratory Philadelphia Naval Shipyard from 1938 to 1949. Work during this period included supervision of a section which inspected paints and allied materials and petroleum products to determine their suitability for Naval use and direction of research in fire retardant treatments. He is a member of the American Chemical Society Washington Paint Technical Group. National Association of Corrosion Engineers and the American Society of Naval Engineers. Mr. Bukzin is a research and development program manager in the Naval Ship Systems Command of the Department of the Navy in the fields of non-metallic materials fuels lubricants cold weather operations and several other areas. He is a graduate chemical engineer from New York University with additional training in naval architecture and management which culminated in his participation in the Senior Development Program at Cornell University during the summer of 1960. He has been employed by the Command and its predecessor for the past 2b years and has been in his present position of R&D planning and programming for the past six years.
